E00514441DW MINUTES City Commission, Sanford, Florida Fork Session December 10, 2007 The City Commission ofthe City of Sanford, Florida, met in Work Session on Monday, December 10, 2007, at 4 PM. in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford. Florida. Present: Mayor Linda Kuhn Vice Mayor Velma Williams Commissioner Art Woodruff Commissioner Randy Jones Commissioner Jack T. Bridges City Manager Robert (Sherman) Yehl City Clerk Janet R. Dougherty Deputy City Clerk Cynthia Porter Absent: City Attorney William L. Colbert Mayor Kuhn called the Work Session to order at 4:07 PM. 1) Interview applicant for the Sanford Museum Board. (Regular Item #9.B) [Commission Memo 07-330] The Commission interviewed Valada Flewellyn. 2) Public Safety Complex — Owner's Representative review. [Commission Memo 07-338] The Commission asked City Manager Yehl to look at bringing in professional help that will have responsibility for inspections and oversight, at significantly less than 2.5% of the construction costs. Mr. Yehl said that a recommendation will be provided at the next meeting. The Commission asked Mr. Yehl to explain in writing how Architect Design Group's fee structure works. 3) Commuter Rail Station design. [Commission Memo 07-335] There was a consensus of the Commission to approve the Canopy A design option. 4) Tax reform education initiative. City Manager Yehl reported that the Seminole County Mayor/Manager's Group tasked the Managers to come up with an education piece regarding the January 29, 2008 referendum relating to property tax reform. He distributed the piece for review by the Commission. The Commission agreed that the piece is vague and doesn't answer questions, and that a topic should be chosen and explained. 5) Fire Service Fee. (Regular Item #7.A) [Commission Memo 07-331] Camille Tharpe, Senior Vice President, Government Services Group, Inc., distributed and reviewed information regarding the City of Sanford Fire Special Assessments dated December 10, 2007. [Vice Mayor Williams left the meeting during discussion.] 6) Agenda Items - additional information and/or questions. [Vice Mayor Williams returned to the meeting.] The Commission asked for a pian in writing regarding implementing the sign ordinance. City Manager Yehl said that information will be provided with the next agenda. Mayor Kuhn said that Craig Hansen requested approval of the "happy everything" design for future hay bales to be located at First Street and Park Avenue, as depicted in the drawing Mayor Kuhn presented to the Commission for review. 7) End the meeting.
