SCOPE OF SERVICES
Interconnection of Reclaimed Water Systems
Between Volusia County and City of Sanford
Design, Permitting, and Limited Construction Services

1.1 General
1.1.1 The CONSULTANT agrees to perform professional engineering services in
connection with the project as hereinafter stated.
1.1.2 The CONSULTANT will serve as the CITY's professional engineering
representative in those phases of the project to which this Scope of Services
applies, and will give consultation and advice to the CITY during the performance
of his services.
1.1.3 This project generally consists of performing preliminary design, final design,
permitting, and construction services for the design and construction of a 20"
reclaimed water line to interconnect with the County of Volusia. This work shall
include preliminary design, route selection, surveying, final design, permitting and
limited construction services. Also included are coordination meetings as
required by FOOT, OEP and Volusia County.
1.1.4 The Engineer will serve as the "Engineer of Record" during construction of the
project as required by FOEP and provide inspection and other engineering
services during construction as further described below.
1.1.5 The construction period for these activities will commence with the award of the
construction contract by the City and will terminate upon written approval of the
final payment by the City for the Contract and certification of completion to the
FOEP. The time and cost estimate for the construction phase on a construction
phase that is scheduled to extend a period of two hundred and forty (240)
calendar days after the Notice to Proceed. This schedule has 180 days for
construction and 60 days for startup and balancing the systems.
1.1.6 The Engineer shall not be responsible for the acts or omissions of the Contractor
or any of the Contractor's subcontractors, agents, employees or other persons
performing any of the work under the construction contract, or of others.
1.2 Preliminary Design Phase Services
1.2.1 The CONSULTANT will evaluate the proposed route, perform a final hydraulic
analysis of the reclaimed system along this route, evaluate the existing reclaimed
distribution pump capacity, prepare a Preliminary Opinion of Probable
Construction Costs for budget purposes, and meet with the City to finalize route
to be surveyed.

1.2.2 A topographic route survey will be performed for this project to include a river
bottom profile, location of existing marked utilities and other visible features
located along the pipe route on both the North and South sides of the river.
1.2.3 Geotechnical investigations shall be performed along the proposed route to
determine the suitability of the soils for the installation of the piping system.
1.2.4 Perform a preliminary environmental survey of the areas affected to determine
any impacts of the project.
1.2.5 Begin discussing the project with FDEP, Seminole County (Parks), and Volusia
County (Utilities and Leisure Services).
1.2.6 Submit preliminary drawings to utilities located in the area to get feed back on
location and construction constraints.
1.3 Final Design
1.3.1 As directed by the City the CONSULTANT will begin the final design phase of the
project. This phase is to include 60% design drawings and specifications along
with a revised Opinion of Probable Cost, final design drawings, specifications,
and final Opinion of Probable Construction Costs.
1.3.2 A preliminary set of design drawings and specifications will be prepared and
submitted for City review and comment.
1.3.3 Review comments will be evaluated and incorporated into the work to develop
final plans and specifications. A final Opinion of Probable Construction costs will
then be prepared and submitted.
1.3.4 Also included in this section of the project will be work associated with sub-
consultants for the project. This work will include electrical and soils.
1.3.5 CPH shall assist the City in developing an operational protocol that's acceptable
with both the City and County. The protocol shall be used to help the designing
of the system controls and monitoring.
1.4 Permitting
1.4.1 The CONSULTANT will prepare permit applications for DOT and DEP. The DOT
permit will be for the work to be performed within US highway 17&92 right of way.
The FDEP ERP permit will be for a directional drill crossing the St. Johns River
with a 24" HOPE reclaimed water line.
1.5 Bidding and CEI Services
1.5.1 The CONSULTANT shall provide Bidding Services consisting of responding to
questions and issuing addenda, evaluating bids and making recommendations
for award to the City.

1.5.2 CEI services shall consist of assisting the City during the pre-construction
conference, attend monthly progress meetings, review periodic applications for
payment, provide interpretations of the project documents, prepare project work
directives and change orders, witness tests, and provide the City with certification
of completion I project close out documents.
1.5.3 CPH will perform limited project inspection, with the City providing daily
inspection. CPH shall witness all pressure and operational testing of the piping
and control systems.
PAYMENT
2.1
Compensation paid to the CONSULTANT for the services described herein shall
not exceed $132,930.00 inclusive of out-of-pocket expenses.
