The City Commission of the City of Sanford, Florida, met in Work Session on Monday, October 8, 2007, at 5
PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Kuhn called the Work Session to order at 5:04 PM.
1) Midway Canaan Water Users Association - status report. [Commission Memo 07 -266]
Utility Director Paul Moore distributed and reviewed a bar chart reflecting Midway Canaan Water Users
Association's past due account for May 24, 2007 to August 30, 2007. He reported that the Association is paying the current bill
on time and the past due balance is declining every month. [Vice Mayor Williams and Commissioner Jones joined the meeting
during discussion.]
2) Fishing Prohibition on Marina Isle. [Commission Memo 07 -272]
There was a consensus of the Commission that an ordinance be drafted prohibiting fishing on Marina Isle.
3) Agenda Items - additional information and/or questions.
Deputy City Manager Aday distributed Commission Memorandum 07 -274, Regular Item 9.D., regarding
reconsideration of refunding building permit fees related to the Delta Connection Academy.
Mayor Kuhn distributed a copy of an article published in the October 7, 2007 Orlando Sentinel regarding leave
payouts.
City Clerk Janet Dougherty distributed a schedule of potential meeting dates for the joint meeting with the
Charter Review Committee. There was a consensus of the Commission to meet on Thursday, October 18, 2007 at 7 PM.
Vice Mayor Williams read a prepared document regarding neighborhood revitalization and recommended the
Commission consider the development of a comprehensive neighborhood revitalization initiative for depressed communities,
that a task force or committee be appointed consisting of a cross section of citizens representative of the affected depressed
communities, and utilize as a possible model the previously approved Westside Improvement Neighborhood Strategies (WINS)
program. Mayor Kuhn requested that Staff locate the WINS plan for review by the Commission.
4) END the meeting.
Mayor Kuhn adjourned the Work Session at 5:33 PM.
