You are hereby notified to commence WORK in accordance with the Agreement dated
December 11. 2008 . This Notice authorizes the CONTRACTOR to commence construction,
and, in accordance with the Agreement, all work shall be substantially complete within 165
calendar days of the date of this Notice to Proceed. Therefore, the date of substantial
completion is June 19, 2009 The date of Final completion is July 19, 2009
