City of Sanford Local Option
Public Employee Relations Commission
(PERC)
March 14, 1979
7:00 P.M.
Members Present:
Ernest Cowley, Chairman
Tom Hunt
Steve Rosenthal
Howard Whelchel
Garnett White
Others Present:
Richard Quigley, Assistant to City Manager
James Brown, Attorney
The meeting was called to order at 7:10 P.M. with a quorum of
three members present.
It was reported that the City Couuuission approved $2,000. to
be set aside for legal counseling for the PERC Commission.
During the discussion of the contract it was resolved that
the termination date needs to coincide with the City's fiscal
year. After discussion with Mr. Brown on the points of the
contract, Mr. White moved to approve the contract with the
following amendments: The sum of $3,000. be changed to $2,000.
each place it appears, the termination date be changed from
12 -31 -79 to 9 -30 -79 and the signature of Mr. Brown by the effec-
tive date, to be decided after the City Commission meeting. The
amended contract to be submitted to the City of Sanford for approval
by the City Commission. Mr. Hunt seconded the motion. Motion
carried unanimously.
It was agreed that Mr. Brown would retype the contract and send
it to Chairman Cowley to be presented to the City Commission with
a cover letter at the March 26, 1979 meeting. The members agreed
to attend the City Commission meeting and present the contract and
hold the PERC meeting immediately following.
Mr. White moved to approve the minutes of the previous meeting.
Mr. Rosenthal seconded. Motion carried.
The meeting was adjourned on a motion by Mr. White, seconded by
Mr. Hunt and carried.
