Public Employee Relations Commission
(PERC)
April 10, 1979

The Chairman opened the meeting at 7:30 P.M. with all members
present.
He presented the original contract to Mr. Brown for his signature
and instructed the secretary to make copies and return the original
to the City Clerk.
Mr. Quigley reminded the members that any budget figures should
be submitted before the budget hearing May 1, 1979.
The first thing on the agenda was the review of the Rules and
Regulations and a memo from James Brown was followed in order to
go thru the Rules & Regulations more efficiently. The first item
for discussion was the numbering system and it was agreed that the
Sanford Local PERC should adopt a simple numbering system such as
Chapter 1, Chapter 2, etc. and make revisions and changes to the
old Rules and Submit to the State.
Under "Organization ", Rule 1.01, second sentence should read,
"The Local Commission is responsible for enforcement of the pro-
visions of the ordinance and State Statute " It was also noted
that in every case where specific authority is referred to "447"
the words, "and Local Ordinance No. 1429" should be added. During
the discussion of the Clerk section Mr. Brown said that if one of
the members would serve as clerk, the wording could remain the same.
The organizational chart should reflect the actual composition of
the local PERC as consisting of one Chairman and four members.
During the discussion of the specific address of the local PERC,
it was decided to obtain a post office box for mailing and state
the box number.
Rule 1.05 to be changed to reflect the fact that the operations
of the local commission are also affected by the local ordinance and
the local couuuission's rules and regulations.

Rule 2.09 to be deleted as it defines the term "local commission"
as to the state statute but does not apply to the Sanford ordinance.
Rule 6.22 should be deleted completely. Rule 8.07 (2) should read,
"After issuance of a complaint, a charge may be withdrawn or settled
only with the approval of the local Commission. Upon approval of
the withdrawal or settlement by the local commission the complaint
shall be dismissed by the local commission%"
Chapter 11 deleted in it's entirety.
Mr. White moved to recommend to the City Commission to adopt the
Rules & Regulations, as amended, to be submitted to the State
PERC, with Counsel's recommendation incorporated in the rules.
Mr. Hunt seconded. Motion carried.
Mr. Cowley said he would write a letter to the Seminole Bar
Association in regard to a public hearing officer to serve when
needed for the local option PERC.
The minutes of the previous meeting were approved. The next meeting
will be scheduled on call when needed. There being no further
business, the meeting was adjourned.
