The meeting was called to order at 8:05 P.M. by the Chairman,
Ernest Cowley, with three members present.
The first item for consideration was the Minutes of the previous
meeting. Mr. White moved to approve the Minutes, Mr. Rosenthal
seconded. Motion carried.
The next item for discussion was the modification of the Rules
and Regulations. All members had received copies of the Rules
with proposed changes from Attorney Jim Brown. It was agreed
that the packet contained the original rules as adopted with the
modifications requested by PERC incorporated. Mr. White moved to
approve the modified rules for presentation to PERC for approval.
Mr. Rosenthal seconded. Motion carried.
The next item for discussion was the necessary forms needed by
the Local Option Commission. Mr. Brown presented the forms to the
members and explained they are geared to the State of Florida and
would need modification to meet the local needs. Mr. Brown said he
would review forms, advise of the changes needed and get them back
to Mr. Quigley for redrawing, copying and distribution to members.
The next item for discussion was the flow -chart for activity pre-
sented by Jim Brown and clarification of the processes in case of
activity. Mr. Brown said he would obtain copies of the flow -chart
on legal size sheets for the members to keep. He also said he would
have copies of the unfair labor practice chart at the next meeting.
The next item for discussion was the changes to be made to the City
Ordinance, in keeping with the modifications to the Rules & Regulations.
Mr. Rosenthal moved that the Local Commission direct the general
counsel, Jim Brown, to confer with Mr. Quigley as to the required
changes to the Ordinance. Mr. White seconded. Motion carried.
There was a discussion on a method of organization of papers and
literature for the members and it was decided to leave it to the
discretion of the Chairman to obtain some type of permanent binder.
There being no further business the meeting was adjourned with the
next meeting to be called as needed.
