Members Present: Garnett White, Chairman Howard Whelchel Charles J. Volk, Jr. Thomas McDonald Other PResent: Fran Dietrick, Personnel Officer, City of Sanford James Brown, Attorney Mrs. Brown Judy Goodson, City Clerk Secretary Kim Smith, Director of Administrative Services t Althea Cooper, P.E.R.C. Clerk The meeting was called to order at 7:00 P.M. by Garnett White, Chairman. Mr. White welcomed the new members, Tom McDonald and Chuck Volk to P.E.R.C. The minutes of the previous meeting were approved and accepted for filing. Mr. White asked Mr. Brown to bring the members up to date on the functions of the Local Option P.E.R.C., and give any information necessary regarding the rules, regulations and functions of the Commission, which he did. Mr. Brown brought to the boards attention the fact that he had been contacted by an Orlando attorney, Mr. Siwica, regarding P.E.R.C.'s review of an unfair labor practice, brought by former City employee, Mr. James Bennett. Mr. Brown proceeded to give a history of how this charge had been filed formerly with the State P.E.R.C. Agency. The City's labor attorney had contacted Mr. Brown stating that Mr. Bennett had filed improperly and should follow correct procedures according to local rules and regulations. Mr. Brown explained the process of appeal to the Commission and stressed the point that P.E.R.C. members should remain neutral on cases regarding the City Administration and the charging party. Mr. Brown also suggested the review and revision of the current rules and ordinances to insure that they meet changes and requirements of the State P.E.R.C. Mr. White asked for introduction of guests. There being no further business, the meeting was adjourned. l
