JANUARY 8TH, 1992 MINUTES

The meeting came to order at approximately 5:33 p.m. Roll was
called by the Clerk. - Mr. Brown gave a brief background to the
board about a petition from the Florida State Lodge, F.O.P.
seeking an election in the police department bargaining unit.
(Unit being the group that is eligible to vote) A registration
was filed with this PERC. Authorization cards were also
submitted in support of the petition. The purpose of this
petition is to conduct an election, and if there were to be a
dispute on who's eligible to vote, this commission would resolve
it. A hearing may be necessary to do this. At this time, when
the City files its response it will also file a list of the names
in the unit. At that point an agent, will conduct the
administrative aspects.
It was voted on to appoint Richeson & Brown as a firm (Jim Brown
& Dottie Green) as agents to conduct the procedures. Because of
the upcoming activity a budget revision was conducted, / with the
option to go back and revise it as needed at a later date.
"Notice to the City" and "Order to Sign" was discussed as proper
procedures by the PERC.
Discussion of the two organizations that have been accepted by
this commission. (Commission being the P.E.R.C.)
Next the subject of designation of PERC members was discussed.
It was decided that the City Manager will designate the
clarification of the board members regarding Section 1.003 (1) of
Ordinance No. 1535. Mr. Brown stated he would response to Tim
McCauley in reference to his memo dated 1/8/92.
Depending upon the City's response, will depend on the next
meeting. As of now, a meeting will be called when necessary.
The meeting was adjourned at approximately 6:40 p.m.
