The meeting came to order at approximately 6:45 p.m. Minutes
were accepted from the meeting of January 8, 1992.
Garnett introduced Dotty Green, the Hearing Officer for this
case, who explained the PERC recommendations concerning the
Florida State Lodge F.O.P., the Central Florida P.B.A., vs the
City of Sanford. Mr. Brown was out of town.
Review and explanation of the "Consent Election Agreement" was
next on the agenda. After discussion, approval of the "Consent
Election Agreement" was accepted. The City and both of the
unions have also agreed on the "Consent Election Agreement."
Next, the "Joint Stipulation in Support of Consent Election
Agreement" and "Affidavit in Support of Consent Election
Agreement" was discussed . A motion was passed to accept these
two documents.
Next the "Order Approving Consent Election Agreement and
Directing Election" was approved and accepted.
The next procedure was to order a secret ballot election to be
held in accordance with PERC Rule 7. A "Notice of Election" has
to be posted seven (7) days before the election. Dotty has
agreed to take the responsibility to coordinate the election.
The Commission agreed.
The next PERC meeting will be after the election to approve and
certify the election.
An election date was set for Thursday, April 23, 1992.
The PERC budget was approved by the City Manager as funds are
needed.
The meeting was adjourned at approximately 7:15 p.m.
