SCENIC IMPROVEMENT BOARD MINUTES The Scenic Improvement Board met in a regular meeting December 5, 2001, 4:00 p.m., first floor City Commission Conference Room. 11/0 Members present: Manny Acevedo, Mike Loader, Alex Coulantes, Betty Akers, Kathy Bossert. Member absent: Eliza Pringle, Carol Kirchoff, Stephanie Powers, Pat Hall. Minutes: The minutes from November 14, 2001 were approved with minor corrections. Member Status: Ms. Pringle has recently passed away. To fill vacancy, Cit clerk keeps on file applicants forms for any interested parties. Tree planting in memory for Ms. Pringle will be scheduled for January 18, 2002. The planting will be at the Zinn Beck field on E. 8 Street and Mellonville Avenue. Two other previous members' trees are there also. Recognition Award: For the month of December the recipient was Spolski Office Complex which houses the Post Office sorting facility. For the month of January the Municipal Stadium @ 1211 Mellonville Avenue. Recommendations for future sites are: His & Hers Lounge- 17 &92; Caspers BBQ 13 St & Persimmon Ave, Fla Irrigation Supply -300 Central Park Dr, Westside School- 301 -315 Maple Ave. ArborDav, 2002: For the Florida Arbor Day, January 18, 2002 tree planting will be at Derby Park, starting @ 10:00 a.m. City's tree planting shall be February 11, 2002. Will need to schedule location, tree for planting. Earth Day: Earth Day is scheduled for April 20, 2002. To be held at Toughy Park in conjunction with the Student Museum who is also celebrating their 100 birthday. Brochure is being made up for the function. Invited to set up booths are the Master Gardeners, nature organizations. Music is included to jazz, bluegrass, etc. Work Projects: Tree planting @ Barbour Park went well. Thanks to Mike, Stephanie for AP providing the refreshments. Famous Trees count is now @112. Centennial Park could be the other site to start another Famous Tree planting. Paw Park had an incident involving two dogs' fight. To this day, Winter Springs, Edgewater & Orange Co are establishing Dog Park and using the new ordinance as guidelines. Traffic Median West - recent accident did quite a bit of damage to the plant material existing. Will need to re -do the median with new plant materials. Have notified the property owners as to intention and care of the tree once planted. Tree trimming in many of the parks including Ft. Mellon, Civic Center, etc. Application and acceptance was received for the Tree Survey. Implementing a landscape plan for the Util /Waste 11 water treatment plan along W. 17 &92. Restrooms and athletic courts are now being painted. Benches and receptacles have been order for the lakefront area, Paw Park, Centennial Park. Historical Tree Planting within the Toughy Park is now full. It holds 111 trees at this time. Will need to pick a new site for continuation. Minutes: The minutes from September 12, 2001 were approved with first motion from Eliza Pringle, seconded by Carol Kirchoff. Recognition Award: For the month of October, the recipient was All Cycles - French Avenue. For the month of November, Olive Garden -Towne Center Circle. Mike Loader suggested to alternate between businesses and residential. Recommendation to come back to the table in January with an idea from the Chamber on how to work this together. Minutes: The minutes from March 7, 2001 were approved with first motion from Betty Akers, Alex Coulentes. Recognition Award: For the month of April the recipient was Gordon Real Estate. Members were given a tour of the renovations inside the location as well as the gardens around the place. For the month of May Hi -Low Electric - Laurel Avenue, month of June -210 Park Avenue -Ms. Elizabeth Duff. For the months of July and August, recognition is not given due to the hot summers. For the month of September, All Souls property at W. 9 Street and Myrtle Avenue. SIB member D. Castellano: This is the fourth meeting missed since appointed in January by the City Commission. Discussion as to change of day was requested by Ms. Castellano, but at this time the members did not wish to change. It was requested that Howard contact Ms. Castellano with information and ask her what she wishes to do. Earth Day, 2001: Event will be held April 21. First location of entry will be at the Park on Park. Walking tour will have visitors to walk to the Toughy Park for all the activities. Members signed up for what hours would be good during the time frame from 9:00 a.m. until 2:00 p.m. Budget Preparation for FY 01/02: Suggestions for the next budget year for projects discussed was Elliott Park, existing projects on the roll forward will be Memorial Park, Riverwalk /Seawall project. Would like to include the "fence" City civic signs, Persimmon Avenue, City lot across from Middle School, 2n Street from Oak Avenue to Sanford Avenue, 46 West landscaping. A letter to the new mayor requesting his attendance at a meeting to discuss the entrance signs. Tree Contest: No discussion at this time. Work Projects: Howard was not available. Secretary read from paperwork received from Howard for the past month's work projects. Budget process is active at this time. Projects to be included are W. 13 Street property, Academy Park to have lights installed. Also involved will be the Riverwalk Project which will be including Memorial Park and Fort Mellon Park landscaping. Chase Park is to open Saturday for field games to begin. Toughy Park has now 102 trees planted at this time. Will have to pick another "park" for the planting of the famous historical trees. New Business: No new business discussed at this time. Special Guest: Mr. Raj Mohabeer, Landscape Architect with Glatting, Jackson, etc Sanford Riverwalk: Mr. Raj Mohabeer is a representative with Glatting, Jackson, etc for the City of Sanford to implement studies on this project. Explained of the ideas already generated by some of the boards with the City, explained that workshops will be scheduled in the near future for all of public input. Minutes: The minutes from May 2, 2001 were approved with first motion from Eliza Pringle, seconded by Kathy Bossert. Member: Donna Castellano has missed every meeting since she was placed on the SIB board. Howard Jeffries has stated that she will not be able to attend the meetings due to her work schedule. She has stated that she will send a written resignation in. Recognition Award: For the month of June the recipient was "Duff Building" located at 210 S. Park Avenue. Sanford Herald there to take a picture. For the Month of September recommendation for All Souls School at 9 Street and Myrtle Avenue. To add to the presentation a picture and an appreciation award should be presented to the business selected. Work Protects: Howard reported that meetings were held with Seminole County in reference to the Lake Mary Boulevard extension east of Sanford Avenue. Landscaping install will be completed by the Seminole County personnel, but the maintenance will be handled by III City. Historic Trees continue being bought by residents for "In memory of ". The Toughy Park where trees have previously been planted cannot accept any more. Need to keep in mind of another site for future plantings. Ft Mellon Park has been settle for one existing field at this time until the starting of the Conference Center. McKibbon Park has now been installed with a fence on the West side of the park. Recognition Award: For the month of May the recipient was High Low Electric, owner- Gary Monses. The months of July and August, recognition is not given due to the hot summers. First motion of approval Kathy Bossert seconded by Eliza Pringle. Earth Day, 3001: The event was a successful event with a well turn out from residents inside and outside the City. This year's event was at two locations, Park on Park and Toughy /Student Museum. Next year's event is already in the planning process to be held at the Toughy Park and the Student Museum. Trees were given to each home that signed up for the care of the tree. The trees that were left were taken back to the nursery to be replanted in bigger pots for future planting on projects, rights of ways. Tree Contest: Discussion of the contest rules, regulations will be held in September upon return from vacation status. Work Prolects: Paw Park is scheduled for this Saturday - grand opening. Radio station and news station will be attending this event. State Department in re: to wooden III playground - Park on Park grounds have been tested to find minimum seepage of harmful toxin in the grounds. DEP states that there is no hazard. Pending projects are landscaping of SR 46and 17 &92. Academy Manor wall will have the wire removed, shelter upgraded, lighting and restrooms also. Tree City (Arbor Day) 2001: Two dogwood trees were planted at Paw Park. The event was well attended by owners and their pets. A very good article wrote from the Seminole Herald. he letters of invitation went out to the City Commission. Litter Clean up with Chamber: The event is schedule for this following Saturday. The City will be assisting with the poker sticks, and garbage bags. The following weekend is the St. Johns River clean up. Howard is requesting as many members to show for clean up of the adopted road -E. Seminole Blvd. 1110 Earth Day, 2001: to be celebrated in conjunction with National Arbor Day. The event is scheduled for April 21. Parks to be included are Toughy Park and Park on Park. The event will have tents set up for organizations such as Central Fl Zoo, Audubon Society, Smokey the Bear, Fla Urban Forestry, St Johns Water Mgmt, including arts & crafts booths. Howard is requesting volunteers from the SIB to help man a booth for tree give away. Budget Preparation for FY 01/02: Suggestions for the next budget year for projects. Will be including two major projects; SR 46 west from I -4 to French Avenue medians, SR 17 &92 from lS Street to 13 Street. Printing of a newsletter publication should be included. Next meeting with some other suggestions to discuss for including. Tree Contest: Project will be on hold at this time. Still looking for other programs state wide for guidelines. Would like to identify the biggest only instead of the oldest. Work Projects: Budget process is active at this time. Projects to be included are W. 13 Street property, Academy Park to have lights installed. Also involved will be the Riverwalk Project which will be including Memorial Park landscaping. Chase Park is to open Saturday for field games to begin. Toughy Park has now 102 trees planted at this time. Will have to pick another "park" for the planting of the famous historical trees. Recognition Award: For the month of January, recipient was Storage Plus - W. 1st Street. For the month of February - Albertsons on W. Lake Mary Boulevard. Recommendations for March, Calvary Temple of Praise - McCracken Road, month of April -Real Estate office -204 Elm Avenue -for the month of May- Business located on McCracken (across from church). Arbor Day 2001: Sanford's day for Arbor Day, second Monday in February. Year 2001, February 12. Need a location selected, no famous tree available at this time. Toughy Park is full at this time, Centennial Park could be used. Check areas and return with any suggestions. Will be planting with the Girl Scouts January 19 to celebrate Florida's Arbor Day. City wide Tree Contest: Need to establish basic guidelines for the contest. Questions as to criteria of largest, age private, rights of ways, etc. After setting of guidelines presentation to the City Commission for encouragement. Once approved and notices received from public, placement of plaques for the trees. Hopefully to encourage business and residents to maintain and protect trees within the limits of Sanford. Directed by the board to Howard to write format, using the arborists available for judging of the contest. Work Projects: Lakefront tree maintenance is beginning. Trimming of palm trees along the seawall. Paw Park was approved from the City Commission. Have raised over $8,000 41) for the park installation for the four legged animals. Academy Manor is to be painted and wired with lighting and equipment installed at the park. Washington Oaks park is also being upgraded. W. 13 Street is to be funded with CDBG grants for landscaping, irrigation, benches, receptacles. Chase Park is almost to completion. New Business: With the changing of the members, discussion as to changing of the chairperson. The past year has co- chaired with Betty and Jone. Next meeting to discuss shifting chairperson seat to others. Replacement for seat of Jone Porter and Anne Vanderworp will be to City Commission by the 8 of January. Will remind the members also at the next meeting. St. Johns Waterway Cleanup: Participation of the annual clean up of the water ways of the St. Johns is scheduled for March 17, 2001. The SIB has the right of way along Seminole Boulevard from French Avenue to Mellonville Avenue. Looking for any volunteers, contact Howard. • Work Projects: Paw Park -to complete using Public Works for concrete work. Irrigation and dog showers are left for completion. Academy Manor Park is scheduled for upgrade. W. 13 Street landscaping project is to be installed along the boulevard from French Avenue to Persimmon Avenue. Memorial Stadium still under construction, removal of holly trees from the stadium were replanted at Pinehurst Park. Centennial Park's gazebo has been infested with termites, treatment will start after install of rail. Historic trees have a delivery of 10 new trees. Need idea of future park for planting of the trees. Toughy Park is almost filled to capacity. Palmetto Marina has placed grant request for install of restrooms at the marina. Pending projects will need to discussed at the next meeting as the budget preparation for FY 01/02 will be starting soon. New Business: Information for "Spring Fest" is scheduled for April 21. The event will help sponsor Earth Day for the city. The event will take placed at Toughy Park and Park on Park. Will be giving away 100 dogwood trees to the first 100 people for the event. Members present: Alex Coulentes, Eliza Pringle, Cathy Bossert, Pat Hall, Stephanie • Powers, Betty Akers. Member absent: Manny Acevedo, Donna Castellano, Carol Kirchoff. Special Guest: Mr. Walt Padgett -Main Street, Mike Loader - Chamber of Commerce. • Main Street: Mr. Padgett expressed desire as director of Main Street to work with the Downtown Business District and the SIB board in sprucing of the landscaping downtown area. With the development of the downtown area for the conference center /hotel, input needs to oe received all from the participating parties of the downtown district: Historic District, Business District, SIB Board and any other boards.. Emphasis of including the entry - gateway areas of the city, to encourage dressing up these areas also. Chamber of Commerce -Adopt a Road Program: Mr. Mike Loader with the Beautification Committee of the Chamber. Encourage partnership with the Chamber and the SIB working both residential and commercial areas. Using the Chamber project "Wilson Program" for litter control, encourage neighborhood clean ups using community services and the community residents. Setting goals /guidelines as to recognition, setting up quarterly clan ups for different areas. Notion to have the Chamber bring recognition to the residential while the SIB continue with the commercial district. Meeting times: Pat Hall discussed with the members as to the meeting time for the SIB board. Felt that with the time allotted was not long enough to discuss the issues. Cathy Bossert made the motion that the meeting be changed to the second Wednesday of the month and from 5:00 p.m. to 4:00 p.m. using the City Commission Conference Room. Second was received from Alex Coulantes. At the end of each meeting confirming the next meeting date and time will all the members. Memorial Tree Planting: Ms. Juanny- Mercer recently passed away. Long standing, dedicated member of the SIB board since its existence almost eighteen years ago. Juanny was recognized for the insight of the Master ?an to improve parks, gateways and the beautification of the City's areas. Motion made by Cathy Bossert seconded by Betty Akers for a tree dedication to be planted in memory of Ms. Mercer at Toughy Park prior to the next meeting. . III Recognition Award: For the month of September, the award was to be given to the All Souls School for their building at 9`° Street and Myrtle Avenue. Information received has stated that this is a single family home owned by the Church and not a commercial site. For the month of October -All Cycles located on French Avenue to be the recipient. For November the Olive Garden located at Seminole Towne Center. Landscape J -LDR regulations: Howard explained the changes incorporated into the Schedule J of the LDR regulations that contractors go by to build within the City's limits. The penalty system was added to include tree pruning severally of trees and to add requirements to developers of the inventory of trees on the property prior to development. Member: Donna Castellano has written a resignation from the board, several applications received of interest from the public. Mike Loader from the Chamber has expressed interest as well in the vacancy. Shall include his application with the group to the .
