SCENIC IMPROVEMENT BOARD MINUTES The Scenic Improvement Board met in a regular meeting, November 3, 19999, 4:00 p.m., City Commission Conference Room, first floors. • Members present: Betty Akers, Eliza Pringle, Kathy Bossert, Carol Kirchoff, Jone Porter, Ron Rose, Russell Lord. Members absent: Anne VanDerworp (excused), Manny Acevedo,. Minutes from October, 1999.: Eliza Pringle made motion to approve minutes with minor correction of spelling seconded by Carol Kirchoff approved by second. Recognition Award: The recognition award recipient for the month of November, Toughy Park. For the month of December - Sunbelt Rentals - W. 1st Street. For the month of January; Holiday Express - Orlando Drive. Nominations for the following were discussed; Woodall Center -W. lst Street; Sunbelt Rentals -W. lst Street. Recommend beginning the year 2000, we should be able to go back on previous recipient that have kept it well. For recommendation by Cathy Bossert that once every five years the recipient previous maybe recognized again. Seconded by Eliza Pringle. Keeping in mind that business do change hands and maybe allowed to be recognized. Not aware of "by- laws" but past board's experience of receiving the award. Meeting of January to decide the months of 2000 year. Work Projects: Thanks from the employees for the luncheon. It was well appreciated. Toughy Park is now adding sod, curbing been replaced by brick. Dead areas will be replanted of sod. Two different incidents of stealing the sun dial. Ending result is to weld the fixture. Increase of vandalism in the park areas is noticed. Park on Park has had wire to purposely trip places, bolts loosening on equipment has been found on various equipment. On the 15th of the month, resume tree planting on rights of ways. Request by the City Manager to develop a park site at the 18th street location. Initiating athletic equipment -multi purpose field to include soccer, football, parking lot, in line skating trail, nature trail, fitness trail, retention pond on the east end of the property. Rename of Park on Park has been requested. The request was to be III dedicated for 10 year park to the two ladies in charge of the development. Waste receptacles placed along the 1st Street downtown area. Golden age games started so crews are busy with assisting the event. Install of small greenhouse nursery -12' x 16' to hold small, in door plants. Page Jackson Cemetery clean up still on going. County would like to have City install water line to cemetery to be able to use to clean headstones. To install would be a cost up to $3,000.00. Thirteen additional acres donated by the Kirk family. Property adjacent to the Jenkins Circle park and the expressway. Process at this time is soil testing, title searching, boundaries surveying, will be used for future development. Updating traffic medians landscaping. Updating and fixing up the landscaping of the median. Process to recruit an additional maintenance worker on staff. Downtown management is encouraging with the City Manager to update plants in the area. Future idea is that each store front will be responsible for the maintenance of the garden in front of their stores. Main Street will be changing the flowers to poinsettias for the forthcoming holidays. Waterfront Committee proposing an eight foot walk along the seawall area, guard rails to be included, also several palm trees may be removed. Not approved by the St. Johns River Management or the State DOT before plans can even be discussed. Memorial Park is to be refurbished this year, but it will be based on the repairs of the seawall before the implementation. Discussion of vacant land located on E. 1st Street and Sanford Avenue, as to how to have property owners beautify the property. Informed the SIB members that there is not an ordinance to make property owners beautify this property but only mow vacant land. Interest to have code enforcement attend meeting to define vacant lots. Suggestion to visit all park areas for a SIB meeting. Listed are 35 park areas that are maintained by the division. Next meeting: Per motion to change the next meeting by Kathy Bossert, seconded by Russell Lord to change the next meeting from the 1st of December to the 8th of December. All members agreed. III Projects for the coming year: Howard recommended updating the arbor ordinance for no lollop trees, seconded item program to recognize older trees along the rights of ways, using another city's ordinance to have animal owners to clean up after their animals especially within the park areas. Recommendation for Sunbelt Rental for the month of December. Employee Luncheon Food preparation as follows: hamburgers, hotdogs, salads. About 30 participants expected. Will be held at Coastline Park. Verbal invite to Tommy Vincent (Seminole Herald) for all his support. Project Pride: Will be discussed after the first of the year. Festivities and schedules conflict. Toughy Park: Dedication for the opening of park was held. Thanks to Anne, Jone, Betty, Kathy for the refreshments that were available. Sod placement still waiting for delivery. Community services' supplied several members for filling in of soil within the brick areas. Work Projects: Pace Jackson Cemetery; clean up and removal from County is expected October with twenty three community assistance. Boys & Girls Club is up for lease; III repairs are needed for the roof, a/c system, sound system. Coastline Park grant funding reimburse is expected from the state. Jinkins Park - donated land adjacent to the park has been donated, most wetland but some can be developed. With the hurricane preparedness some jobs are behind - painting and striping of courts, fertilization and tree pruning will be completed. Projects for FY 99/00: Arbor Ordinance -tree trimming policies to be enacted in policy to stop trimming of "lollipop" style. Recognizing old /bigger trees within the communities of Sanford. Toughy Park: Ground breaking for the paver walks are scheduled to start today. Park renovation should be completed by the dedication scheduled for September 29, 1999, 10:00 a.m. Notification to the Seminole Herald and to families (bought famous trees) for the dedication. Include drinks and light refreshments for the event. Received granite markers for the historic trees, as well as benches and waste cans. Work Projects: Page Jackson Cemetery; clearing of sand pine trees; plans of installing irrigation systems. Howard attend the Fla. Urban Forest Council Seminar. Discussion of speakers included using ecology systems for landscaping. Removal and placement of trees within areas, the using of native plants within the given area, using of bushes for landscaping areas, demonstration of tree climbing using bucket retrieval, chain saw • safety issues. Information received for Arbor Tree Grants for the redevelopment of blighted areas. Arbor Day for this year will include a planting of the offspring of the "The Senator ". Minutes from May, 1999.: For approval of minutes from May meeting, first motion of approval from Betty Akers, seconded by Eliza Pringle. Recognition Award: The recognition award recipient for the month of June; Sandefur property address: 806 E. 25th Street will be given June 14, 10:00 a.m. For the month of September, Burger King 201 French Avenue. Recommendations for the Women's Club and Sanford Ale House for the future. Work Projects: Coastline Park - dedication is schedule for June 19 at the park. Independence Holiday festivities is scheduled and set up is the same as previously. Police department Sub Station -has had final approval. Toughy Park - walkway bid is to be opened on Wednesday. Cemetery Gazebo - schedule for completion within the next two weeks. Fish Derby -have had two scheduled for the last month. Damage by car accidents to medians on W. 46 in the last month. Other Discussions: Ft. Mellon Park - Waterront Steering Committee has requested input from the different boards as to lay out for the new park area if conference center is implemented. Ideas as follows: replacement of picnic shelter with larger shelter and more central located in the park, playground for young and old separated by age differences and equipment for the old and young. Outdoor bandshell area, large planting area for plant materials to be changed with each season, night lighting, hiring of landscape architect to finalize plans from all committees. Main Street; downtown merchants would light to work with the SIB to develop more color for the landscaping downtown. Toughy Park; Benches and waste cans were different prices received from the • contractor that Carole had given. Recommendation to order the benches and waste cans from the same company instead of individual orders. First motion of approve from Betty, seconded by Kathy. Sign placement will be process on granite markers for the various historic trees. Should be completed by September. The median located at 25th St and Park Avenue has had concerns of maintenance. Informed that the property owner of the shop center is responsible. CSX R/R is responsible in cleaning the property up on Persimmon Avenue. Employee Appreciation luncheon is schedule for October, recommend that members of SIB coordinated a sub - committee for the food, and essentials for the luncheon. Will discuss further in September. Strategic Planning: City Manager attended to request that when the work for strategic planning is given to each of the boards with the City that review and comments would be appreciated from the board. SCENIC IMPROVEMENT BOARD MINUTES The Scenic Improvement Board met in a regular meeting, May 5, 1999, 4:00 p.m., City Commission Conference Room, first floors. Ill Members present: Betty Akers, Eliza Pringle, Manny Acevedo, Kathy Bossert, Carol Kirchoff, Jone Porter. Members absent: Anne VanDerworp, Ron Rose(excused). SIB Issues: Betty and Howard brought into view of what is expected of the board meeting when held. Time limits will be set for discussions; all discussions will be held while dictating machine is on. Not able to make the meeting shall be called in to the Secretary prior to the meeting. Minutes: The minutes were approved with minor corrections. Recognition Award: The award will be given to United Artist Movie Theater at Seminole Towne Center May 7, at 11:00 a.m. For the month of June, Sandefur Properties will be the recipient. Vacation status for the months of August and September due to water restrictions also. Recommendation for the month of September will be determined at the June meeting. Member vacancy: Recommendation for the vacancy of T. Thomas. Recommendation received from members: Mr. Russell Lord, Mr. Bart Rush, Mr. Steve Barnes. First motion of approval for Mr. Russell Lord, 812 Magnolia Avenue to be recommended to fill the vacancy. Using the services for Mr. Steve Barnes for photography when we will need for services IE: Project Pride, etc for pictures. Recommendation to be sent to the City Commission for approval. Adopt A Road: Updating of listing was found from Ms. Betty Akers: Brynhaven Homeowners has new President which was at the recognition award for the month of April, new director for the Boys & Girls Club - Persimmon Ave, for the Academy Manor Subdivision -Mr. Bradshaw states will re- organize the group for litter clean up. Matt A. will still • continue with Park Ave; Art Woodruff is to replace Matt for the 1st Presbyterian Church. Rest of list still be worked on. Jone discussed including the Middle School for the Lake Avenue from W 13th St to W 18th Street. She will return with information. Work Projects: Toughy Park - scheduled for the "Historic Garden Tour ". Benches for the park were discussed. Literature on the table from different vendors and the prices included. Will recommend for the lowest price, quality of bench to be selected. Discussion of a bench that is placed at 2nd Street and Park Avenue in front of Mullins place. Ms. Kirchoff will get in touch with Mr. Mullens as to price of bench for price comparison. Motion received from Kathy Bossert, seconded by Carol Kirchoff to check on the pricing from Mullens Development, if found the same quality and less price to receive from Mullins Development, if not same quality and more expense, to accept the pricing for the benches and containers from Transit Bay. Earth Day was held at the Zoo. With the assistance from Jone Porter, Carol Kirchoff, Kathy Bossert, Betty Akers, the seedlings were given to all who showed. Recommendation that if the Zoo will be holding the next year's event of Earth Day to allow for the board participants and all who join in to be able to enter at no charge up to a certain time frame. Downtown Main Street clean up. Crews working with the Downtown merchants and Main Street for plant placement. Coastline Park is in the final stages of placing park benches, playground equipment, tree planting, and sod placing. Lighting for the basketball courts will happen later in the year. Police Department Sub Station located on W. 13th Street - landscaping plantings scheduled for the next week and irrigation is being installed at this time. Project Pride recommendations for future events was to have someone tour to the different areas with refreshments for the volunteers as they are walking, also to enlist volunteer services for pictures for newspapers. Employee Appreciation luncheon: Delay the luncheon until October because of the heat of the summer. Schedule tentative for October 12. Motion approved first by Jone and seconded by Kathy. Recommendations to form committee for food distribution /donations. • Other Discussions: Howard expressed desire to be able to attend the June meeting but is scheduled to be out of town. SCENIC IMPROVEMENT BOARD MINUTES The Scenic Improvement Board met in a regular meeting, April 7, 1999, 4:00 p.m., City Commission Conference Room, first floors. III Members present: Betty Akers, Anne VanDerworp, Eliza Pringle, Ron Rose, Kathy Bossert, Carol Kirchoff. Members absent: Trish Thomas, Jone Porter, Manny Acevedo. Minutes: The minutes were approved with minor corrections. Recognition Award: The award was given to Brynhaven Homeowner's Association. For the month of May - United Artists Theater at the Seminole Towns Center. For the month of June, Sandefur Property located on W. 25th Street between Sanford Avenue and Mellonville Avenue. For the month of July and August no award will be given due to water restrictions. Project Pride: April 10, has been scheduled for litter clean up. Letters civic organizations will be sent out informing them of the clean up and participation. Seminole County Sheriff's will be sending up to 20 young group and 20 adults to participate. No response from the different organizations that letters were sent to. Adopt a Road: Review the listing of the organizations were divided into several groups of five so that each member present would be able to contact and receive current information for the parties that have already adopted a road. Will return to the next meeting with results. Earth Day 99. Scheduled event for April 24, at the Sanford Zoo. The location this year is inside the zoo so admittance will have to be paid. Will need the SIB members to be there to give out the tree saplings that will be available. Work Projects: Toughy Park is scheduled for the "Historic Garden Tour ". The park 411 is on the map for a walk through. Granite markers have been ordered for the historic trees that were relocated from Ft. Mellon Park to Toughy Park. Coastline Park is schedule for "grand opening" in early June. Construction of the picnic shelters, landscaping should be completed by the end of the week. Lighting for the park is not completed at this time. Medians SR 46 had damage this month to the extent of $5,000. Mall maintenance is under new contract. Sod is to be replaced at this time. Evergreen Cemetery -the gazebo is being re -roof at this time. Audubon Society donated several purple martin houses that were installed along the lakefront right of way. Pace Jackson Cemetery - Seminole Co is planning to come in and clean their area up. Crawford Property - looking at expansion of the property, discrepancy as to the survey available to the property lines. Police Department Sub - Station, W. 13th St is schedule for landscaping and sod work at this time. Main Street cleaning is scheduled for May. Upgrading plants, Streets division is cleaning the streets and sidewalks, bench cleaning and painting scheduled, painting of light poles. Employee Appreciation luncheon: The SIB would like to have a luncheon for the workers that maintain the parks areas. Scheduled for June 22, @ Coastline Park. Special invitation to the employees. Other Discussions: 1. Board members absence. It has been noted that Trish Thomas has missed three consecutive meetings without calls. It has been recommended that to follow procedures for the absence of a board member. Medians W 1st Street: Suggestions received "upgrade or spruce" the plant material located along the medians of W. 1st Street. Informed that there is certain restrictions that have follow from the D.O.T. office since it is state's property. Certain items discussed as the man power available, irrigation system of none, visibility allowance from side streets onto W. 1st Street. Work Projects: Coastline Park install of playground equipment, restrooms, shelter be completed by the end of the month. Crawford property is being laid out at this time. Landscaping plans install for Police Department sub= station. Audubon Society donated purple martin houses be installed on the 9th of March starting at 9:00 a.m. Toughy Park is scheduled for the removal of the old oaks the 13th of this month. Brick paver specification for Toughy Park is in the process at this time. Controversy from residents on the removal of the old oaks. It has been approved from a team of Arborists that agree with the removal. Budget FY 99/00: Projects be included for this planning of the next fiscal year will be needed by April meeting. Included and "rolled over" from previous year will be the restoration of Memorial Park. Included should be the landscaping for the Community swimming pool, additional personnel. Other Discussions: 1. Members present: Betty Akers, June Porter, Eliza Pringle, Ron Rose, Manny Acevedo, Anne VanDerworp, Carol Kirchoff. Members absent: Trish Thomas, Cathy Bossert. Code Enforcement: Present for the meeting were Dan Florida, Mary Muse, Phil Ryan. They are with the Code Enforcement Department with the City. Discussion of maintaining rights of ways. The ordinance does claim that the adjoining property owners are the responsible party for the maintenance of the right of way of their property. Process explained that complaints are received, anonymous also included, property owner notified with two weeks to correct what is wrong. Follows if no correction is made is a notice of violation, with two weeks. Follows is the Code Enforcement Board meeting where is determined if it is corrected or ignored. Fines levied if not corrected at that time. Complaints received about bus stops within the city with no garbage cans for litter control. Project Pride: January 23, 1999 was scheduled with a pretty good turn out of residents and club members. Participants cleaned up ten cubic yards of litter collected. Like to schedule a "Project Pride" every third quarter. Next clean up to be scheduled for April 10, 1999. Letters to past participants were sent to thank them for their assistance and their concern, with the promise of contact for future clean up days. Updating the "Adopt a Road" listing of club members. Presidents change every year of each club. Minutes: The minutes from the meeting of January 6, 1999 were approved. First motion from Eliza Pringle, seconded by Anne VanDerworp. Arbor Day, 1999: Scheduled for February 8, 1999. Presentation and planting of trees for Coastline Park. Speaker including the Division of • Forestry, Dana Suzman. Presentation was also assisted with Commissioner V. Williams. Eight laurel oak trees were planted. Recognition Award: For the month of February, Teenage Pregnancy Crisis Center @ 802 French Avenue, for the month of March - Federal Trust - W. 1st Street, April - Brynhaven Homeowners' Association. Work projects: Howard states that the City is looking at acquiring a new park site @ W. 13th Street and Holly Avenue. Tentative plans at this time will be a basketball court, covered pavilion. Tentative date of completion by June, 1999. Play equipment is being installed at this time at Coastline Park. By the middle of February restrooms, shelters, and walkways should be completed. Historic trees are schedule for relocation to Toughy Park next week. With the assistance of the City of Orlando which has a large enough tree spade to remove the trees. Preparation for the expansion of the Crawford Cemetery. Plans to remove large trees and then filling in with top soil. Award for contract for gazebo repairs will be given February 15. The Seminole Audubon Society has donated purple martin houses to replace ones lost along the seawall. Other Discussions: Comments for commercial store owners along the corridor of 17 &92. It is the responsibility of the adjoining owners /stores to maintain their rights of way. Including maintenance of landscaping between the curb and the sidewalk. Suggestion for the city to send proper notification to these tenants /owners that they need to start maintaining themselves. Request that it be placed on March agenda for discussion of some letter of commitment to the stores /owners of maintenance. St. Johns' cleanup is scheduled for March 13 for cleanup. Howard will need to see if one of his men could help that Saturday in picking up the various trash bags along the streets to bring back to the Chamber for picture taking. Will have on hand January 23, the applications for the "Adopt A Road" program for the community. Comment made to track how much trash was collected that day. Recommendation was to return to Chamber and dispose into dumpster. Recommendation to use "trophy" to the group with the most collected litter. Arrangements are being made so that this project will continue • through the month, with a plant sale @ the end of the month at the Chamber. Arbor Day, 1999: Since Coastline Park will not be ready for Sanford's Arbor Day Celebration scheduled for February 8, 1999. Arbor Day will be held within the Centennial Park. Planting of a "off spring" from the "Florida Senator ". Work projects: Final plans for Pace Jackson Cemetery. Coastline Park bids will be opened this next Tuesday for parking lot, basketball courts, picnic shelters, playground equipment. Evergreen Cemetery Gazebo is to be restored. Received $5,000. donation to help with the restoration. Relocation of the famous trees from Ft. Mellon to George Toughy Park will be scheduled. All Souls School does not wish to see the Park renovated since they use the park as physical playground area. Will be attending the City Commission meeting to voice their opinion. Howard requests that the board attend the meeting to be a voice for the SIB to the Commission. Options available to help the All Souls; moving the play equipment to the open space at Park on Park, still establishing Toughy Park as an "historic tree" planting. Recommendation with motion from Cathy Bossert to relocate the multi -usage playground equipment to Park on Park and keep Toughy Park as planned tree plantings, seconded by Jone Porter. Continuation of work schedule is upgrading plant, tree planting in all the parks maintained. Fence install along the seawall @ Memorial Park to keep fishermen from the edge. Large cave in of the wall. Crawford Property is development stage at this time. By fall marking lots, and additional irrigation will be installed. City Manager requests that Art Lane landfill may be utilized as additional Park area or planting nursery. IP Other Discussions: Connie Williams, co -chair has stated that since this is the last meeting expected, that another "co- chair" should be appointed.
