The Scenic Improvement Board met in a regular meeting, December 3, 1997, 4:00

Members absent: Fred Ganas.
I. Min utes: Minutes from October 1 meeting were not available. Will review
October and December's minutes in January.
II. Reco nition Award: For the month of December, recipient was The
Rinker /Stenstrom Stadium- Mellonville Avenue.
memorial tree was planted for David Gatchell. For the
month of January the recipient will be McDonald's on
Orlando Drive. Suggestions received were: Shoemakers
Construction (in the county), Hops Restaurant, Denny's
Restaurant.
III. Members appointment•
Appointments up for term ending January 31, 1998 are
Betty Cannavino, Fred Ganas, Amelia Royster, Eliza
Pringle. Both Betty and Eliza stated that they
would serve another three year term, Mr. Ganas will
be asked at the January meeting. Amelia Royster's
term will expire due to being reappointed three
years ago. All members recommend for possible
members were Ginger Hoke, Wayne Keeling, Tom Chitty.
SIB members would make a recommendation at the
January meeting. Chairperson at this time, Amelia
has requested that the Co- chairperson take seat
beginning the February meeting. Fast motion of
approval from Rose and seconded by Betty for Tim
Donahoe to be chairperson for the net year.

February.
IV. Schedule J.: Howard updated the SIB members on the status of the
"Schedule J" landscaping ordinance. There has been no
action from the Engineering /planning to the City
• Commission. Recommendation was to review with other cities
within the area for their regulations such as: "Tree
planting to be minimum 15' from utility pole and 10' from
fire plug; planting of tree on r/w between sidewalk and
road; minimum distance from street corner.
V. Work Schedule: Schedule for the month of January is the rehab /restore of
Memorial Park. Plans Howard Jeffries started are
on to
the upgrade

Only 3 trees left for planting. Will delay purchasing or
planting anymore until the decision by the Waterfront
Steering Committee for expectancy of Ft Mellon Park with
the PRA development. To date 77 trees have been planted
either by civic organizations, arbor days, earth day, as
well as citizens from the community for memorial trees.
Project involved of relocation of the ball fields from
lakefront to either Chase Park or Site 10 Utility location.
Revamp Chase Park to accommodate four different fields.
Little League fields cover one baseball field. Still in
discussion as to locations of new fields. Park /Grounds
maintenance building alarm systems install, power surge
knocked out panel to alarm all proper personnel. Has had
equipment stolen from building. At this time alarm system
being renovated and repaired. Holes along Seminole
Boulevard seawall has been filled with the assistance of
Public Works. Proposal to charge for usage of picnic
shelters at city's park areas. Charge at this time $25.00
per day usage. Involved in the extension contracts
maintenance upkeep for the Evergreen Cemetery, Lakeview
Cemetery and Mall medians. Preparations for the Fall
Festival is under way. Project with the Fish & Game
Commission with inter - breeding of ducks. Soap Box Derby
last week and one scheduled for the end of this month for
the special feature on ESPN. Schedule plans for playground
community equipment installing at the Speer Park for the
17th or 18th of this month. Beginning of November will
start the Golden Age Games. Park Personnel conference was
attended by Howard, several comments of information
4111 distributed from the conference. Next year it is expected
that board members will be welcomed to attend.

for the month of November will be Stenstrom /Rinker

after the recognition, memorial tree planting for Mr.
David Gatchell will be planted by the memorial tree of
Mr. David Bach. Recommendations for December, will be
needed.
III. November meeting: Howard will not be in town for the November meeting and
has asked to be rescheduled of the SIB meeting to the
second week of November. All agreed with members
present.
IV. Chairperson: Recommendation from the members present for chairperson is
for Amelia Royster. First motion received from Connie
Williams, seconded by Catherine Bossert. Nominations for
co- Chairperson: Nominations received for Time Donahoe by
first motion from Catherine Bossert seconded by Eliza
Pringle.

I. Minutes: Minutes from June 4, 1997 were approved as stands.
II. Memorial Tree Planting: Memorial for David Gatchell will be held in the
month of November. Planting of the tree will be
a Little Gem, at the Memorial Stadium close to
David Bach's memorial tree.
III. Recognition Award: For the month of September, the recipient was the
Sanford Airport Terminal located at 1 Red Cleveland
Boulevard. Jon Olesen Facility Maintenance
superintended and grounds crew were available. For
the month of October; The Bridge located at 500
Holly Avenue, for the month of November will be
Stenstrom/Rinker Stadium located at 1201 Mellonville
Avenue. 0.
IV. Chairperson: Names were not submitted at this time, will decide at the
November meeting. It still is recommended that each member
take on Chairperson for each fiscal year.
V. Work Schedule: Washington Oak park now completed. Speer Park is scheduled
• for renovations of the playground October 3 & 4.
Requesting volunteers from SIB to help. Planted 167 trees
along the rights of way in Sanford and only lost 2 to date
and they have been replaced. Coastline Park is hoping to
be upgraded with state grant. Applied with Urban Forestry
Grant to continue planting along the rights of way.
Stadium landscaping and upgraded was included in the VIP
box area. Kiawanas and Rotary are interested in doing a
median project. Historic tree planting to date; 75 have
been planted with only 4 more to plant. City Nursery have
been broken into and vandalism reported also only selected
plants were stolen. Park Shop has been broken into.
• Magnolia Park has had two trees dropped to car accident and
replaced by this time. Cleaned and painted the park
benches all located along St. street. Park on Park is
scheduled to be repainted and upgraded.
VI. Waterfront Master Plan: Discussion of turning over the Ft Melon Park to
commercial establishments for future projects
included an underground garage, hotel /motel;
convention center. Comments were made by the SIB
board members present to present a letter to the
attention of the City Manager of endorsing or
approving of the concept instead of
beautification that the lakefront brings for the
• tourist and attraction for the downtown
activities.
VII. Tree Ordinance: The revision of the ordinance that the board worked on
is still inactive in the Planning and Engineering office
at this time. Recommend that a memo to the City Manager
stating the implementation of the Ordinance needs to be
in effect for the future of the development within the
City.
Comments & Discussion: The SIB board members have been invited to tour the
Horticultural greenhouse at the jail site located at
five points. Using one of our meetings as a tour guide.
Grounds Maintenance would like to use the excess monies
within the budget to build up more of tree inventory
within the nursery.

V. Work Schedule: Derby Park will have open house dedication
schedule for June 7. Tree planting is
• scheduled for Pinecrest Jenkins Park, and
Lee P Moore Park in Hidden Lake. Traffic
Median West had car damage to many plant
materials which will be replaced. Summer
schedules for the division: shrubbery
implantation in the Fort Mellon Park around
palm trees within the park area. Upgrade
playground equipment at Washington Oaks Park
and Speer Park, with request of community
involvement in both areas. Resurfacing of
asphalt areas within the Hidden Lake Lee P
Moore Park. Relandscaping of stadium and
V.I.P. area of Rinker Stadium. Memorial
Park is looking at plant and park
renovations to beginning by October or
November.

Commission Conference Room.

Members absent: Fred Ganas, Amelia Royster, Betty Akers, Tim Donahoe, Fred Ganas.
Minutes: Minutes of April 2, 1997, first motion of approval Connie Williams, seconded by Eliza
Pringle.
Recognition Award: For the month of May the recipient went to the recipient was to be the Church of
Christ - Latter Day Saints on Park Avenue. No contact with the church. Will try to
reschedule for the month of June. Mariner's Village Apartments accepted the
award for the month of May. Vacation for the month of July and August due to the
heat. Discussion for the following months were for places observed within the
City to be discussed at the June meeting; Sanford Airport Terminal Building -Red
Cleveland Blvd., Landirr Turf & Irrigation -W. 1St. Street.
Earth Day,. 1997: Event was held on April 26 at the Zoo picnic shelter starting at 9:00 a.m. until 1:00
p.m. Thanks to the members who helped out. Nice participation from the public
and especially the volunteer groups and organizations that participated. Trees
• that were left will be potted . Suggestions for next year; Using the ROTC -or Police
Explorers for traffic control which will be held April 25, 1998.
Work Projects: Troop Girl Scouts planted 50 trees within the park area for Earth Day 96. Various Scout
groups in conjunction with Disney has offered to plant other trees; locations: Bel Air park,
Jenkins Park, Lake Gem Park. Tree planting bid for replacement along the r/w has
started. Comments on how well they look. Trees planted; live oaks, crape myrtles, sabal
palms, little gems. Placement of cemetery placement signs showing the different 44
• sections of the cemetery have been placed. Entrance brick placement discussion for
east end entrance at the entrance to All Souls and Evergreen was discussed. Historic
Tree Planting scheduled this am showed 93 people at the planting. Paving of park areas,
resealing of paving areas. Speer Park to receive new playground equipment. Budget
meeting with the City Manager went well and no projected items were cut at this time.
Palm tree area surrounding the corners of Ft Mellon Park needs sprucing. Implementing
shrubs, mobley grasses within the area of the set palms at the park.
• Other Business: Betty Canavino would like to step down as chairperson at this time. Would like to
have each board member to serve as chairperson on the committee for a certain
time. The board to hear recommendation as to chairperson for the next season.
This will also affect the Steering Waterfront Committee.

Irving Feinberg. for the month of May - Church of Christ Latter Day
Saints Church at 24th & Park Avenue; for the month of June -
Mariner Village Apartments, Orlando Drive.
• Earth Day,. 1997: April 26 at the Zoo picnic shelter starting at 9 :00 a.m. until 1 :00 p.m.
Requesting that the SIB members help with the refreshments, and
passing out of tree samplings to each family. Following participants
are expected: Humane Society, Bird of Habitats, Sea World, Division
of Forestry, Spider Exhibit, Sierra Club, Master Gardeners of
Seminole County, Reclaimed water with the City of Sanford, Smokey
to Bear, Woodsey the Owl, several other organizations that have
confirmed attendance. Also will be several crafts' tables to learn
how to's for everyone.
Budget preparation FY97/98: Projects have been included in the budget preparation

• Work Projects: Wildflowers are showing within the Lake Mary median, as well as
the Traffic Median North. Traffic Median west is not doing as well,
may have contributed to the DOT seed that was furnished.
Senior Center is to be spruced at this time, cleaning and adding of
plant materials, as well as pruning of plant material existing.
Downtown laurel oak trees has been requested to be removed. In
place will be planted East Palatka Holly in the same locations.
Downtown merchants have been notified as well as Sanford Main
Street.
Tree replacement along r/w has been approved. Listing of trees will
be verified with the property owners.
Other Business: Planting of historic trees will include the area of the stadium. At this
time the Stadium is undergoing renovations to existing area, the
plantings will happen after completion of project.

Recognition Award: For the month of March the recipient. went to SunTrust Bank -
Orlando Drive. Recommendation for April is the Crown Plaza, for
the month of May - Church of Christ Latter Day Saints Church at 24th
& Park Avenue; for the month of June - Mariner Village Apartments,
Orlando Drive.
Earth Day,. 1997: Meeting schedule for March 6 as to itinerary of the day. Planned for
starting at 9:00 a.m. until 1:00 p.m. in the picnic park area of the
zoo. Letters to area supermarkets for refreshments have been sent
• out. Expecting to pass out 500 different trees to each family
participant. Will need members to help hand these out. Chamber of
Commerce has requested to be part of sponsorship with the City
and the Zoo.
Airport Welcome Sign: Concept of landscaping plants around new sign was shown
to the board. Total cost of plant material should not exceed
$400.00. No irrigation available, usage of water truck,
• requirement of low maintenance and drought tolerant plant
materials. Discussion followed as to the plant material to be
used. Recommendation to use a Nellie Stevens or Magnolia
instead of Palatka Holly, and more color plant materials.
Budget preparation FY97/98: Recommendations from the board for the projects to
be listed for this next fiscal year are as follows:
Famous Historic Tree placement; Replacement trees
along r /w, Memorial Park rejuvenate plan. The plan
• was placed on the table for board recommendation.
Approximate cost $15,000.00 not including irrigation
repairs or revamping, installing more walks by A.D.A.
compliance of 8' width, and also more benches in
park. Removing large plant material that is there now,
replacing with plant color year round. Would like it be
visible to also water transportation . Discussion as to
how to incorporate maybe brick walkways with
donations from the public as memory bricks" as a
walkway.
Other Business: Discussion as to recommendations for lakefront park. Weed control
throughout Ft Mellon Park, also trimming of crape myrtles along the
park area. Landscaping plant material at the Civic Center and the
Senior Center needs to be "spruced" for the season. Traffic
accident damaged plant material to Traffic Median West.

Recognition Award: For the month of February the recipient went to Seminole Towne
Center. For the month of March Sun Trust located on Orlando Drive
will be the recipient. Recommendation for the following months will
be decided at the March meeting.
Arbor Day, 1997: City's arbor day will be held at the Centennial Park on the tenth of
this month, 10:00 a.m. Newspaper coverage has been requested.
Also tree planting at the Senior Center courtyard on the tenth at 2:00
p.m.
Earth Day,. 1997: Earth Day will be held in conjunction with Sanford Zoo. Plantings of
• Bald Cypress at the entrance as well as exhibitions with the
park /picnic areas scheduled for 4/25/97.
Work Projects: Wildflower plantings in conjunction with State D.O.T. have been
completed to date. Bid for tree replacement - finalizing list of
replacement placement along right of way. Usage of prisoners to
help with the planting of the trees is expected.
Other Business: Budget for fiscal yea 1997/98 will be starting. Howard requested
that members come back for the month of March with projects that
may be included for the next year. Memorial Park is scheduled for
rehabilitation within the next year. New plantings and sod
placement, irrigation rehab., changing of the sidewalk, bench
placement, removal of holly and juniper that has overgrown the
walkway to date. Discussion went into the Civic Center and the
Senior courtyard. More abundance of plant material is needed. The
drive through for center needs sprucing of color plants.

The Scenic Improvement Board met in a regular meeting January 8, 1997, 4:00
p.m., first floor City Commission Room.
Members present: Juanny Mercer, Tim Donahoe, Connie Williams, Amelia
Royster, Rose Long.
Members absent: Eliza Pringle, David Gatchell, Fred Ganas.
I. Minutes: Minutes of December 11, 1996 were approved by members
present.
II. Recognition Award: For the month of December the award went to
Cracker Barrel- Hickman Drive. For the month of
January, Budget Inn - Orlando Drive. Scheduled for
presentation- 1/9/97. February will be presented
to the Seminole Towne Center. For the February
meeting decision for the month of March, April
will be given.
III. Arbor Day: January 17, is the Florida Arbor Day. Tree planting is
scheduled for at the Centennial Park -10:00 a.m.
February 10 is scheduled for the City's Arbor Day.
Decision at February's meeting for where and time to
plant a tree.
• IV. Earth Day 97: To be held in conjunction with the Sanford Zoo.
Participation from the City and the Zoo will include
animal petting, planting tree, arts and crafts in the
making.
V. Work Projects: Derby Park has had sod /see placement, handicapped
rail additions. Volleyball League to be held on
site. Stadium will have field rehab work, new
lights. Towne Center has had tree replacement over
the last month. Wildflower planting in conjunction
with State DOT is scheduled for January 23 at the
overpass on W. 46 near the Chase overpass. Traffic
Median West and North has had accident damages for
items to be replaced over the last month. Pending is
the bid for tree replacement that is out to public at
this time. Survey as to where the trees would be
planted at a later date. Nursery at this time is
being cleaned of trees which will be planted through
several parks within the next month. Cemetery signs
are being revamped at this time.
VI. Board Member Terms: Both David Gatchell and Juanny Mercer have
stated that they wish not to be reapponted for
their term. Applications received from Betty
Akers, and Catherine Bossart. Both
applications have been recommended to be

fill the vacancies effective 2/1/97.
