1. Minutes: from September, 1996; were approved by first motion - Fred Ganas, seconded by Tim
Donahoe.
11. Recognition Award: For the month of November, Don Mealy Cadillac did not respond to three phone
calls to set up the time for recognition. For the month of December; Cracker Barrel Restaurant, month
of January- Budget Inn, Orlando Drive. month of February- Seminole Towne Center Mall. Suggestion to
schedule the presentation award around 11:00 am Wednesday and have a holiday luncheon at the same
time.
III. Work Schedule: Derby Park is proceeding well with the installations of picnic shelters, playground
equipment, volleyball courts, restrooms, fitness trail. Retention pond placed by Public Works Streets
Division. Grand opening schedule for the month of December prior to the Derby Rally. Downtown
merchants have requested upgrading- sprucing of the area. Sidewalk cleaning, garbage can lids
replaced, in the Magnolia Mall, hole within the square for permanent planting of christmas tree. Historic
Tree planting have established 73 trees throughout the park area at this time. Planting of future trees
will be around the east end of Fort Mellon along the area of San Juan Avenue. Several replacement of
beds along Traffic median North due to accidents. Several beds of been robbed of their plants through
the night. Senior Center is in need of sprucing of the area with landscaping. Downtown hanging
baskets have been replaced with plastic pots instead of wire baskets. Preferred to use wire baskets in
the future. Bid specifications were wrote for the proposals of replacing hazardous trees along the r /w.

IV. Schedule J: Final touches upon changes with the existing Schedule J revisions. Examples are
"replacement of landscaping materials that fail upon placement of new landscaped materials ".
Replacement trees upon the drought times in the year, amending in future to use a pay fine schedule
to be used for replacement of trees. First motion from Connie Williams, seconded by Fred Ganas as
to the following, "Schedule J be submitted to City Managers for inclusion and be accepted as a
recommendation." All members present approved.
V. Urban Forestry Conference: Howard attended the conference the week of November 4 through the 8.
Facts of information received were root biology, packaging material for transplant trees, value of life for
trees within the urban area. New OSHA laws relating to removal /trimming of trees for municipalities.
VI. Wildflowers - Mr. Bob Harrison: "Field trip with Mr. Harrison was scheduled this past month.
Information is that 5-6 acres may be used including the area of 1 -4 & 17 &92 overpass to plant
wildflowers, Greenway overpass 417 will be incorporated as a wildflower bed @ exits & entrances.
Wildflower planting party is scheduled for Monday November 25 for the area between the treatment
plant & PBA building on 17 &92.
VI. Comments & Discussion: Tree memorial went well for the memorial of David Bach at the Zinn
Beck /Stadium field. Betty Cannavino mentioned the maintenance of the seawall from Mellonville Avenue
to the 1-4 overpass. She would like to pursue that hole filling or future maintenance is required and
needed for holes along the seawall.

I. Minutes: from September, 1996; were approved by members present.
II. State DOT- Wildflowers: Mr. Bob Harrison was guest speaker for this
month's meeting. He explained how DOT utilizes areas for the wildflower
planting through out the state. Areas in past year are 1-4 rights of way,
East Coast beach area rights of way, 1-95 rights of way. This year have
been designated of 15 acre areas w /in the area. Have scheduled to meet
together October 13, to view areas bordering Sanford that could use the
wildflower program.
II. Recognition Award: For the month of October, Mobil Station 3803 Orlando
Drive was the recipient to receive Wed. October 2, 1996 at 2:30 p.m. For
the month of November Don Mealy Cadillac; month of December; Cracker
Barrel Restaurant.
III. Ms. Betty Ackers representing the Sanford Garden's Club. Ms. Ackers was
approached by the Florida Game & Water to enlist the help of the SIB for
ways of improving the park area in and around Lake Dot which is located in
the Sunland Estates. This property is located in the County and city
. forces would not be able to intervene with Seminole County, but may
approach the officials of the County as to assistance to "spruce" the area
up. Benches and trash cans have been placed for cleanliness within the
park. They are looking at tree placement throughout the park and possible
flower bed areas. Need to include notification to the different church
areas and scout groups within the community.
V. Comments & Discussion: Tree memorial to be scheduled for November 13,
1996 3:30 p.m. in the memory of David Bach. The SIB members have agreed
for a Red Maple and to be planted at the Stadium in memory.

The Scenic Improvement Board met in a special meeting, October 2,1996, 3:30 p.m.,
• City Commission Conference Room, first floor.
Members present: Betty Cannavino, Eliza Pringle, Fred Ganas.

Rose Long, Connie Williams.
The meeting held was to converse, discuss the Schedule J of the City of Sanford's
Planning & Zoning guidance in accordance with the City Commission Ordinance.
III. Tree Ordinance revisions: Russ Gibson, Planning Coordinator for the City
of Sanford was on hand to help with placement of verbiage to be used in
the recommendation received from Howard Jeffries for revisions to the
arbor ordinance that is utilized for all new construction as well as
revisiting areas that are improving properties within the City. Upon
approval of changes with all present, recommend to City Commission for
adoption of revised Schedule J. The changes approached at this meeting
to be included area as follows:
Definitions of trees to be more informative as to description. Size of
trees to be listed for probable usage for contractors or citizens of
Sanford. Using guidelines as to where trees should and should not be
planted in and around concrete, wires, and right of ways. Presenting a
brochure available to the interested parties as to typically plants to be
used in the area. Identify height mature of trees as well as types that
would be good in areas. Replacement of one tree in larger size than 2 of
smaller caliber.
These changes will be incorporated into the Schedule J prior to the next
meeting for complete recommendation from the SIB board to the City Commission.

North, Towne Center Mall experiencing vandalism this past month.
Researching grants to install floating docks at the Marina.
V. Comments & Discussion: Waterfront Steering Committee geared toward the
lakefront improvement project; several discussions as to sub committee
41 incorporate and promote lakefront beautification. Ballfield placement has
pros and cons to removing or leaving. Parking and curbing with sidewalk
included. Utilizing certain areas for special events.
Tree memorial shall be scheduled for the fall in the memory of David Bach.

I. Special visitor: Ms. Betty Ferell. Ms. Ferrell came before the SIB with
request for landscaping plans along r/w within the downtown area. Howard
had concerns for planting along r/w within Palmetto Avenue. Concrete is
very hard on plant material and the spaces allowable have been sized at
3'x3' which does not allow a lot of growth for plants.
II. Minutes: from April 3, 1996 first motion of approval by Connie Williams,
seconded by Rose Long.
II. Recognition Award: For the month of May, Huntington Bank, the award was
presented that day. For the month of June, Christian Sharing Center, for
the months of July and August, Magnolia Square.
III. Tree Ordinance revisions: Drafts of the ordinance and Schedule J were
received by Tim Donahoe and Betty Cannavino. Comments made from Howard to
incorporate into the ordinance and schedule J: No allowance of tree
planting within areas small than 200 sq. ft or 10x20 area; No tree
planting under areas of high wires. Ordinance and Schedule J to be held
until September with a workshop and completion schedule for October.
IV. Member Vacancy: MS. Trish Thomas has verbally given resignation, death of
board member Mr. David Bach. Recommendation Ms. Eliza Pringle and Mr.
Fred Ganus.
V. Work Schedule: Equipment delayed for Derby Park will be installed at a
later date, changing Earth Day to the first Saturday after the 22nd of
April to be held at Ft Me11on Park.

II. Recognition Award: For the month of April -Dr. C. Edwards was the
percipient for the month. For the month of May, Huntington Bank, 2nd St
& Park Avenue, for the month of June, Christian Sharing Center.
III. Tree Ordinance revisions: Drafts of the ordinance and Schedule J of the
Land Development Regulations will be handed to Bette Cannavino and Tim
Donahoe for their review. Will discuss any revisions at the May meeting.
IV. Work Schedule: Towne Center trees are toppling over from excessive wind.
Anchors for the trees were not deep enough, has been corrected at this
time. Derby Park equipment is now on order for playground and shelter to
be provided within the park area. Scheduling of install by the first of
June. Shrubbery and trees were removed from the west end of City Hall due
to air condition repairs /replacement. Downtown Magnolia Avenue has been
renovated @ this time. National Arbor Day is scheduled for April 26, 1996
10:00 a.m. for planting of Magnolia Little Gem tree.
V. Earth Day. 1996. Several exhibitors expected for the day of April 22.
Have received notification from Save Manatee Club, St. John's for
xerioxscaping, snake exhibits, Reclamite water and recycling program to be
included.
VI. Other business.: Budget for FY 1996/97 is being administered for this
next fiscal year. Several requests to be submitted: Additional 2 Maint.
Wrkr I.; Lake Mary Boulevard East end for landscaping; S.R. 46 West
Medians from Towne Center to overpass landscaping; Declining trees along
the r/w within the city -to allocate funds for replanting replacement after
removal of decaying trees. Board recommends agreement of additional two
employees, funding of tree implementation replacement, Medians rehab &
maintenance.

II. Recognition Award: For the month of March Wendy's was the percipient for
the month. For the month of April Dr. Claude Edwards at 245 San Marcos
Avenue, for the month of May, Huntington Bank, 2nd St & Park Avenue, for
the month of June, Christian Sharing Center.
III. Tree Ordinance revisions: Shall be discussed during the April meeting.
IV. Work Schedule: All tree trimming of all park areas are have been or will
be completed. Plant replacement through out the park areas are being
completed at this time. Clean up of the park areas at 18th St. & Elm
Avenue. Hanging baskets downtown have been refurbished. Tree planting is
scheduled for Lee P Moore Park and Ft. Mellon. Arbor Day planting of the
Little Gem Magnolias went well. Many compliments received from the
neighborhood for the planting.

VI. National Arbor Day: Magnolia Mall scheduled for up lift of plant
materials. A concept received from Howard for revilatization of Magnolia
Mall. Several comments as such: expand India Hawthornes, replace
jessamine with evergreen giant, remove all pittisporum, and azaleas,
replace shillings with india hawthornes.
VII. Other business: Howard has spoke of working with the Street Division of
the tree inventory being expanded to remove dead and decaying trees along
the r /w. Also budget preparation will be under way by the next month.
Suggestions for the next budget year will be discussed at the April
meeting.

p.m., City Commission Conference Room, first floor.

I. Minutes: from January 3, and special meeting of January 24, 1996, first
motion of approval Amelia Royster, seconded by Tim Donahoe. •
II. Recognition Award: For the month of March Wendy' will be percipient for
the month. Decision as to for the next months' will be made at next
meeting.
III. Tree Ordinance revisions: Changes are still being made at this time for
Howard's review. Will have ready for March meeting for review.
IV. Work Schedule: Florida Arbor Day went well with the Historic Society of
their planting of their tree. Derby Park; picnic shelter and tables
including playgrounds, fitness trails, volleyball court scheduled to be
installed by June 1, 1996. Seminole Towne Center medians' plantings have
some cold damage, and also too much watering. Bay Avenue park; several
ear trees removed the past month. Groveview Park; fence damage several
times in the last month. Lee P Moore Park and Pinehurst park had
vandalism painting to repair, Boys /Girls Club tree planting is to take
place February 21 and 22.
• V. Arbor Day. 1996: Scheduled for February 12. Planting of Little Gem
Magnolias along median r /w. Voice objection from resident, Mr. Ben Dyal.
Objections as to maintenance and care of the trees. Visual sight and
litter control hazardous is a possibility. Assured Mr. Dyal that
maintenance of the trees will be placed upon the Parks Department of
water, fertilizing the trees. Recommendation that Code Enforcement be
given the complaint of "entrance walls" into Plumosa Drive be given.
VI. Earth Day. 1996. Several exhibitors expected for the day of April 22.
Have notified several schools, day cares for public expectation.

members to presentation for April 26, 1996.

I. Minutes: Minutes from December 6, 1995 were approved by members
present.
II. Recognition Award: For the month of January, the award was presented to
Toucan Cleaners, Sanford Avenue. For the month of
February, Densch Distr.; W. 1st Street, for the
month of March, Wendy's S. Orlando Drive. Request
that times for presentation be set up 1 hour prior
to meeting of each month.
III. Work Schedules: The month of December, wildflower ,planting along median
@ Lake Mary Boulevard and S. Orlando Drive is coming up
by seed, some watered damage recently by rain storms.
Tree planting schedule for the next week to clear out
the nursery at Chase Park, Lee P Moore Park, Mckibbon
Park, Groveview. Tree Program is to start for r/w trees
that are good, poor conditions along city maintained
streets. Bently- Wilson park is completed with sprinkler
system and compliments from public of a good park, p1 ace
• to play. Arbor Day is scheduled three different times
in the year. The state is scheduled for January 19,
4:00 p.m. with the Sanford Historic Society at the
Library Museum, the city's February 12, scheduled to
plant magnolia gems along median of Plumosa Drive.
National Arbor Day is scheduled for April 26, planting
of magnolia gems in the Magno 1 i a Mall area. Earth Day is
scheduled for April 22, of this year, to be educational
for all children throughout schools, nursery. Need to
notify them of intentions at the Fort Me11on Park for
festivities. Received complaint that r /w's medians from
Seminole Towne Center to downtown is tacky, uninviting.
Suggestions is needed to spruce r /w's. Problems; some
property belongs in the county, r /w's belong to D.O.T.,
with City just mowing. Will retrieve map from
engineering to show boundaries.
IV. Tree Arbor Ordinance: recommendation to review Zoning ordinance
allowable to new /updated contractors and planners
within the City. Using all literature for review
to reorganize, reconstruct the Tree Arbor
Ordinance, time spent is needed to coordinate
ordinance. Recommend to meet January 24, 1996,
4:00 p.m. in the City Commission Conference Room
for final output.
IP V. Board Member Terms: Two member's terms are to expire the end of
January, recommendations for Rose Long and Connie
Williams. Will submit recommendation to City
Commission at January 8, 1996 meeting.
