Minutes: Minutes from November 1, 1995 were approved by members present. II. Recognition Award: For the month of December, the award was presented to Sanford Ace Hardware, E. 25th Street. For the month of January, Toucan Dry Cleaners, Sanford Avenue, for the month of February, Densch Distr.; W. 1st Street. III. Work Schedules: The month of November, included work participation for the Golden Age Games, Power boat Racing, Sailing Regatta, Soap Box Derby Rally. Wildflower planting is scheduled for 12/13 @ median of Lk Mary 81 & 17 &92 @ 9:00 a.m. Shuffleboard courts will begin cover construction with in the following month. Seminole • Towne Center has serious "bug" problems within the plant material planted. IV. Tree Arbor Ordinance: recommendations to receive copies of different ordinances from other municipalities to utilize. Recommend having special meeting in January to consider and go over the tree ordinance, using input from P & Z Coordinator. V. Board Member Terms: Two member's terms are to expire the end of January, recommendations for Rose Long and Connie Williams. Will submit recommendation to City Commission after January 3, 1996 meeting. Minutes: Minutes of October 4, 1995 were approved by members present. II. Recognition Award: For the month of November Seminole Towne Center, Dora Landscape accepted the award. For the month of December, Ace Hardware; 25th Street, for the month January, Toucan Dry Cleaners; Sanford Avenue, for the month of February; Wayne Densch Distributors; W. 1st Street. III. Budget FY 95/96. Funds allocated totaled $10,000.00, to update Magnolia Avenue & 1st Street plants, Memorial Park, and other plans expected to be completed for this next year. Funds requested for rolled over from FY 94/95, $8,858.00. III. Work Projects: Several park areas; Bently Wilson Children's Park, will be started 11/17 with dedication 11/20. Derby Park was recently soded. Shuffleboard cover • expected for this next year. Memorial Park; repairs to flag prior to Vetran's Day 11 /11. IV. Term of members: Terms of Lois Dycus and Eliza Pringle. Eliza Pringle has served 2 consecutive terms, replacement name will be needed. Lois Dycus term has also served 2 consectuive terms. V. Arbor Ordinance: Only discussion was held on the content of the ordinance in existance. Such are as follows: page 1 -sec F: change 6" to 4 "; chg 3' to 4.5' above grade. page 3 -sec 4: change 6" to 4 "; chg 3' to 4.5' above grade. page 5 -sec 6: include Chinese Tallow; Cherry Laurel; Golden Rain; Cabbage Palm to list of exemptions. Add to ordinance that "Trees recommended for median planting , or less than 10" in width. page 8 -sec b: replacement list of trees for removal on list: Loquat, Sand Pine, Golden Rain, Rosewood, Camphor, Silk oak, Cherry Laurel, Black Cherry, Chinese Tallow, Oak, Coma, Monkey Puzzel. page 8 -sec b: replacement list of trees to added to list: • Drake Elm, Patio Elm, Sycamore, Magnolia, Little Gem Magnolia, Savannah Holly, Palm Trees, Sweet Bay. III. Work Projects: Howard discussed several projects that were completed or organized throughout the summer and to begin for the fall season. Several park areas including; Bently Wilson Children's Park, Derby Park, Mckibbon Tennis courts. • IV. Non- attending members: Letter presented from the Mayor and discussion as to how the board would like to handle non - attending members. Motion and first from Lois Dycus that if missed 3 consecutive meetings, letter sent requesting reason of absence, if 4 consecutive meetings are missed then letter sent to member of automatic dismissal. Seconded by Juanny Mercer. IV. Other Business: °Trish Thomas has requested that she step down as chairperson of the SIB board. Discussion with board members and motion made by Amelia Royster, seconded by Juanny Mercer, that Betty Cannavino represent the SIB as chairperson. °Discussion of the terms of the board members. Requested that secretary update the board as to their length of term for the next meeting. °Budget FY 95/96- received $10,000.00 for - beautification projects. Roll over of excess funds - balance of $8,000.00. °Recommendation and motion from Betty Cannavino to remove the hanging baskets downtown. Minutes: Minutes of April 5, 1995 were approved by members present. II. Recognition Award: For the month of June, the award went to the Civic Center, City of Sanford. Recommendation for the month of September is the Sanford House, 1st St & Maple Avenue. For the month of October, Mincer Motors, 18th & French Avenue. III. Earth Day 1995: Poor turn out of public participation. Civic organizations showed good responses and spoke with the individuals that turned out for the program. • IV. Sanford Waterfront: Appointment /replacement was needed for the Scenic Improvement Board. Trish Thomas will represent the SIB Board. V. Work Reports: Towne Center Blvd. - implementation of the beds is in progress, Derby Park -pine tree seedlings were planted in time for the race 6/17/95. McKibbon Park tennis courts are in process of being refurbished /redone. Lake Mary medians -just completed the plans for the city's portion of medians. Wildflower implantation is recommended for medians of Orlando Drive & 27th St. Median North has had damage from car accident, replacement of material on list. Recommend that the SIB board members review the tree ordinance over the summer and return with updates /recommendations. VI. Individual Comments: B. Cannavino would like to recommend to property owners of upkeep of their yards to vacant lots. The SIB board is only a recommendation board to the City Commission and will need to be presented for action from the SIB board. Juanny Mercer called the meeting to order. Minutes were approved with minor corrections. II. Recognition Award: presentation to Schlotsky's Deli- Orlando Drive for the month of March. For the month of April, Norgetown Laundry- Sanford Avenue. For the month of May, Fina Express Mart -Park Avenue, for the month of June, Civic Center Courtyard with the organization "Over 50 Club ". III. Budget preparation FY 95/96. Discussion among the members of ideas for the next fiscal year. Howard Jeffries has requested with the ideas to keep in mind of maintenance of any project that the board would like to recommend for FY 95/96. Many ideas from board members were as follows: A. Royster: DOT west median, zeroscape landscape. Entrance to Airport on Airport Blvd. J. Mercer: Goodwill vacant lots- refurbish w /wildflower implementation. Painting of wall murals along bldgs w /in 1st St • section. B. Cannavino: plants along entrance of vacant lots. Education program for 1st St shops. Replace palm trees /implement along Seminole Blvd. Place trees along roadways (ie: Magn tree for Mag Ave) Garden Containers for downtown merchants. Magnolia Ave Square revamping of landscaping. Discussion of the above projects were finally made a motion to accept the following items for FY 95/96 budget year: motion from Juanny Mercer, seconded by Amelia Royster for contact with the Art Association for painting of murals along 1st Street merchants for cost estimation. Motion first from Eliza Pringle, seconded by Juanny Mercer for Magnolia Square replacement, & Education Program, Garden Containers. IV. Wildflower Project: Friday the planting of the carpet should be started along the north median of 17 &92. Lake Mary & 17 &92 median will need sod placement around the seeding of the wildflower project to keep intact. V. Projects- Status. Senior Center -soil to be delivered by Friday of this week, concluding the project by the middle of April. Tree planting scheduled for Friday, for 150th year birthday of Florida. Town Center Mall Project bids were awarded for the implementation of the landscaping in and around the mall and medians. Tour of the park sites maintained by the division is scheduled for March 15. Earth day April 22, 1995 is scheduled for the Fort Mellon Field. Send R.S.V.P. notes to all civic organization contacted for participation. Would like to utilize a promo • for the Earth Day festivities is "Walk for the Earth ". Utilize about 200 seed packets for pass out along the Earth Day Celebration which Seminole Co Horticultural will try to provide for the event. The minutes for the meeting of January 4, 1995 were approved by the members present. III. Recognition Award. For the month of February was to be presented 2/1 to M.D.C. Inc. -201 Park Avenue. Conflict of time schedule changed the time to 2/3 11:30 am. For the month of March, Scholtsky's Deli - Orlando Drive. First motion for the month of April from Juanny Mercer, seconded by Amelia Royster, for Norgetown Laundry - Sanford Avenue, for the month of May, Fina Express Mart -Park Avenue. IV. Tree City U.S.A. Sanford's recognition of our Tree City is scheduled for 2/13 10:00 a.m. at the Pinecrest Elementary School -W. 27th Street. A Palatka Holly will be planted. Location and set up has been arranged between Howard Jeffries and the Chairperson of the Environmental Club of the school, Mrs. Debbie Bowan. For the Florida Tree City, U.S.A., the • girl scouts' troops from Longwood planted another tree at the Library 1/28. It was planted along the west side of the Library, which is given the name of the "Scout Grove ". V. Budget FY 95/96. Initiate projects' ideas for the next fiscal year. No planting at the time of requested schedule. DOT had not prepared the ground by the scheduled time. There is quite a bit of wall erosion to be repaired prior to the planting. Recommendation from Howard that sod will need to placed around the seeds at the time of planting. VII. Projects- Status: Town Center Boulevard landscaping plans will be drawn from Upsala Road to overpass on SR 46. Plant selection will be inspected prior to granting bid for landscaping. Downtown - 1st St & Park Avenue - replacement of Live Oak @ corner to be replaced with East Palatka Holly. Fencing - Fence was removed from Zinn Beck Field to be replaced with new fencing.
