Members absent: Lois Dycus, Tim Donahoe, David Gatchell, David Bach. I. Minutes of November 3, 1993 were approved by members present. II. Project: Median 17 &92 South: Howard Jeffries met with Stan Mann, D.O.T. for future plans of the medians. Information is that the Seminole County will be widening the road within the next year. The medians will be dropped from the width existing at this time to less for the widening. Along the medians upon observations is that some of the medians are small already, storm drain runoffs are along the medians which cuts back any growth through the center. Information for the matching state grant has changed in ways: safety signs will be used while maintaining state highways, authorized architect for the concepts of planting, diameters for trees have to be less than 4" diameter, shrubs maximum height no more than 3'. Howard brought out the disadvantages; travel time allotment would be close to an hour, sign placement for maintenance, irrigation for water truck including travel time. Replacement of soil due to the soil sample tested was very poor. Recommendation from the board; time for Seminole Co. to upgrade the intersection, recommendation @ budget time for more manpower, letter to Mr. Boyette - Orlando Sentinel as to what will be happening at this intersection. III. Recognition award. For the month of December, Bridgewater Apts was the recipient. For the month of January, 1994 - Sanford Museum Library; E. 1st Street. Scheduled for January 5, 1994 -10:00 a.m. IV. Members term. One vacancy - recommending Inez Wilson. Ms. Wilson works with • the Sanford Library Museum as a volunteer and has expressed desire for the placement upon the board. Other members term: Tim Donahoe, David Gatchell, Juanny Mercer has expressed to remain as members on the board. V. Individual Comments: H. Jeffries - Senior Center. Flyers to made as to what ideas may come from the Senior Citizens who participate with the Center. Should be ready for hand out by mid month of December. Once accumulated, recommendation and discussion from the board with possible presentation from selected senior citizens. Arbor -Earth Day. Planning an awareness program for the public. Include exhibits from the zoo, Seminole Co Ag's Center and Forestry Division, recreational activities, tree planting, walking tree tours, recycling and mulch programs. Members absent: Juanny Mercer. I. Minutes from September 3, 1993 were approved with minor corrections. II. Projects: Civic Center: ideas received about the area on the back side of the civic center, following are 3 for consideration; enclosed courtyard w /picnic tables /benches; Gazebo area for small groups; open air structure with table /benches. Suggestions was to have the senior groups design a plan and be reviewed by the SIB board. Ixora Garden Club would like to donate the monies for the landscaping in and around the Senior Center /Civic Center courtyard. Request for plans /concepts with cost estimate to take back to the Ixora Garden Club. Other Projects: Westside Association - placed irrigation in welcome sign into the Golsboro Subdivision, as well as plants. Checking to see if shrubs -trees to planted along the r/w of 13th Street. 18th St /French Ave - cleaning of wooded area to discourage vagrants from living in the midst, placing removal of trees /shrubs back into the land by mulching the material. Wes Rinker Stadium -clean up and repairing of irrigation. Welcome Signs - landscaping. Sanford Museum- Landscaping concepts and purchasing. For the following month; Annuals to be removed, Fitness Trail - relocating, Historical Tree Planting- concept. III. Recognition Award. The month of November was not placed. SCENIC IMPROVEMENT BOARD • "MAKE SANFORD SHINE" Member of the SIB Board met with the community of Westside Community Association for Make Sanford Shine, September 11, 1993. The intent of this was to clean up the litter along 13th Street from French Avenue to Persimmon Avenue. The intent of this program was to establish the residents and commercial business along West 13th Street for pick up of litter and trash along the right of way. The doors of the Westside Boys and Girls Club were opened and ready for the residents by 8:30 a.m. The Scenic Improvement Board received a $50.00 donation from Publix for purchases of refreshments, donuts. Poker sticks, garbage bags, a packer truck w /crew were also available from the City. The community who joined: signing in were as follows: 2 - Community Service 1 - Judge from Seminole County 3 - SIB members 5 - City employees 20 - Signed in residents. As the residents were filing out with poker sticks and garbage bags, people came onto the streets to help clean up the litter. Reported by the Division of Solid Waste, the 12 cubic yard truck was half filled to capacity with the litter collected. • Encouraging the Westside Community Association to adopt the road of West 13th Street. Projects: Duanny Project: At this time, this project is at a standstill. Mainstreet Project: Ms. Bartholowmew has scheduled a mini convention in town for the presentation and workshops from other mainstreet cities to encourage the citizens of Sanford and answer questions of establishing the Mainstreet Project. Waterfront Project: Mr. Swanner, contacted by the City Commission for the Welcome signs has been encouraged to duplicate similar signs but smaller version for placement along the r/w of the "scenic routes" of Sanford. Mr. Larry Stickler has been elected chairperson for this project. II. SIB projects: Howard Jeffries reported the following of projects initiated and status as follows: along with daily job duties of park clean ups, other job duties were established as neccessary to be done:sprucing of median traffics within Sanford, remodeling the restrooms to included the new A.D.A. regulations, placement of picnic tables for city employees, re- locating the fitness trail within the Fort Mellon Park, Museum planting, Jackson Cemetary clean up. Along with the regular and on going job projects, several residents have requested that the Orange Avenue Park be changed out from a basketball court to a children's playground instead. Residents from the Westside would like to see 13th Street landscape with trees, irrigation. Irrigation is not possible, too narrow of a right of way. "Welcome sign" is established along 13th street, rough shape, but clean up is expected. No irrigation available within the plot. • Requests from the Westside Community for garbage containers to be placed along 13th Street for the collection of litter. Discussion followed as to maintenance, cleaning up around and inside the cans, whether dumpsters should be placed instead of cans, replacing the cans once removed by whomever, vandalized. Motion of recommendation for the City to provide 2 -4 yard dumpsters with lids along 13th Street in locations. First motion of approval from David Gatchell, seconded by Tim Donahoe. Requested that a letter from the SIB informing the Westside Community Assocation of out motion for approval of dumpsters instead of cans. Also would like to encourage the Westside Community Assocation to adopt a "Yard of the Month" for the community to encourage clean up of residents yards. The Chairperson directed Howard Jeffries to check into prices for a sign to be spent from the SIB funds for the Westside Community Association. III. Recognition Award. For the month of September, the sign was given to the Parks and Grounds Maintenance of the City for the Median Traffic North, along French, 17 &92, Seminole Boulevard. For the month of October Choo -Choo Car Wash will be the recipient. SCENIC IMPROVEMENT BOARD MINUTES The Scenic Improvement Board met in a regular meeting June 2, 1993, 4:00 p.m., City Commission Conference Room. • Members present: Connie Williams, Eliza Pringle, David Gatchell, Amelia Royster. Members absent: David Bach, Tim Donahoe, Lois Dycus, Juannie Mercer. I. Minutes of April 7, 1993 were approved by first motion David Gatchell, seconded by Eliza Pringle. II. Welcome Signs -David Farr. David spoke of the compliments that the Chamber receives for the beautification of the medians within Sanford. Welcome signs would be able to be placed at North side 1st Street and Persimmon Avenue with permission from the property owner Ralph Schmidt. The property is in site plan review for multi- housing at this stage. David has spoken with Mr. Swanner of duplicating the sign structure but smaller scale to be placed within the planting areas throughout the City. Recommend to wait until visual site of larger sign placement. Suggestion also was to use a smaller scale for different routes in City i.e.: Historic route for residential and commercial, bike routes or the scenic routes within the City, but different color backgrounds to show the different routes. III. Recognition Award for the month of September to the Divisions of Parks and Grounds for the Median North recently installed. Scheduled for September 1, 1993, 10:00 a.m. IV. Projects: Median North- 17 &92: Howard stated that still have at least two weeks to complete project. The soil tested very poorly. Have had two minor accidents to damage plant material at median. Recognition is schedule to be received for the median project for the month of September, 1993. Included should be Parks and Grounds Maintenance, 9/1/93 -10:00 a.m. • Schedule for the summer for the department; A.D.A. regulations; actions of remodeling to allow for A.D.A. restrictions were listed by Howard as directive scheduling to be done within the next year; modify restrooms. Cemetery clean up is still active; Planting of annuals, Historic Tree Program -4 trees still left for purchase; The Sanford Museum will be landscaped after completion of North Median. IV. Town Meeting - Golsboro Subdivision. Request of why no beautification plans for this area. Connie would like to initiate a "Make Sanford Shine" along 13th Street from French Avenue to the Crooms School of Choice. Directed secretary to send letters to all residents and commercial businesses along 13th Street for intentions. Scheduled for August 12, 1993 8:00 a.m., City Commission Conference Room for presentation to the public of intentions. ' Members present: Connie Williams, Juanny Mercer, Tim Donahoe, Eliza Pringle, Amelia Royster, David Gatchell. Members absent: Larry Williams, David Bach, Lois Dycus. I. Minutes of March 3, 1993. Minutes were read and approved by members present. II. Median Concept N 17 &92. Howard reported that the plant material that was bid out did not have the material available. Other nurseries are being looked into at this time. One quote received may be as less as $2,000.00 less that bidden price. Irrigation is being installed at this time. Soil is being added to build up the median. Projected date of completion: May 1, 1993. III. Budget FY 93/94. Mike Kirby spoke with the board for budget preparation. Message is that another year of a flat budget. Request from FY 92/93 was for $25,000.00 and approved. This year would like to go with the same amount and different projects. Some suggestions: Museum landscaping in and around the lake; Courtyard located at the Civic Center; Memorial Park. For Memorial Park - additional benches and trash containers for park. For Civic Center - removal of concrete and placement of "gazebo effect" landscaping. For Library Museum, landscaping to include plants and irrigation in and around the lake from the Chamber of Commerce to the tennis courts. Suggestions of receiving plans for the Civic Center and the Museum to show the garden clubs within Sanford for some donated funds to implement these projects. IV. Events of interest: Planting of a Silver Maple- Historic Tree from the Scenic Improvement Board, for April 14, 2:00 p.m. Planting of another historic tree scheduled for Earth Day, Wednesday April 21, 1993; 2:45 p.m. by the Brownie Troops and Junior Girl Scouts. • V. Recognition Award. The sign was placed for the New Tribes Mission, Monday April 5, 1993. For the month of May, Dutch Mill Nursery - Upsala Road. VI. Waterfront Mainstreet Project. Next meeting to be held April 17, at the City Hall. Connie reported that at this time process of illumination of citizen's ideas and suggestions are being reviewed. VII. Individual Comments: H. Jeffries reported that the benches located downtown had been cleaned and stained. Hanging Baskets were torn from the storm received several weeks ago. They should be in place within the next 2 weeks. Volunteers and organizations are volunteering time to clean up the back side of the cemetery. More volunteers would be appreciated. The back lot cemetery is in question as to maintaining. Last record shows that it is owned by the City, County and Private owners. C. Williams stated that Larry Williams has verbally submitted his resignation of his chair. His job requires too many out of town meetings to be committed to the SIB board like it should be. No recommendations at this time, but to return to next meeting with any recommendations. Comments from the members present were that they may not be able to attend next meeting. Present members approved to relinquish next meeting and meet again in June. Members absent: Juanny Mercer, Lois Dycus, Larry Williams, David Gatchell. I. Minutes of January 25, February 3, and 8, 1993 were approved by members present. II. Median North- 17 &92- French Avenue. Howard Jeffries reported that the bids were opened for the plant materials and irrigation. Plant material - $9,429.25; irrigation material- $4,769.63. Plants on bid are to be approved upon site. Plant material that were brought in for inspection were not approved. Nurseries are being looked over for their bid material to search for the healthy, warranted plants needed for the project for approval. Bid also request a 2 year guarantee for the plant materials. Lakefront Mainstreet Project that includes the chairpersons of all city and civic organizations make up this committee, spear headed by Jay Marder Director of Planning with the City. At this time, ideas and foremost projects are being considered for beautifying the lakefront and the main streets of the City. Approximately two years will be considered prior to any concepts to be implemented. III. Recognition Award: for the month of March, the sign was placed at the Evergreen Cemetery, W. 25th Street. Approval from members present for the following months: April -New Tribes Mission -E. 1st Street; May -Dutch Mill Nursery - Upsala Road; June - Memorial Park - Seminole Boulevard; September- Traffic Median North. IV. Other Business: • C. Williams- attendance of the SIB meetings is consideration for the continuance of the board. H. Jeffries- received from the State Forestry office, awarded the Tree City U.S.A. for the sixth year. Checking for logos for Tree City for grounds maintenance vehicles. Planters located downtown - problems with nematodes, damage to planters, high ph balance from water runoffs of buildings, water regulation and cold damage. At this time, proper repairs are needed and possible removal of the brick planters in the future, upon the determination of the Lakefront Main Street Program. Benches located downtown need to be refurbished. Library Museum should be having a gala celebration during the month of September. Members present: Juanny Mercer, David Bach, David Gatchell, Amelia Royster. Members absent: Connie Williams, Lois Dycus, Larry Williams, Tim Donahoe, Eliza Pringle. I. Minutes of January 6, 1993 were approved by members present. II. Direction Signs -David Farr. Mr. Farr is willing to work with the SIB signs to establish directional signs from the Amtrac Train Station. Amtrak Train Station gives maps to the approximately 300 +, showing different routes that lead away from the train station. Emphasize to the train station routes through the downtown area using Mellonville Avenue as a detour to 1-95 route. Directional signs need to be shown from the intersection of Persimmon Avenue to the downtown area. Suggestions of looking into smaller versions of the welcome signs for placement within the vicinity of the train station. Ms. Mercer asked if David Gatchell could work with David Farr in locating prices for a smaller version of the welcome sign, permission from the property owner of the NE corner of 1st Street and Persimmon Avenue for placement of such sign. III. Median Concept N 17 -92. Howard reported that the utility permit with D.O.T. is still needed but preliminary permission has been granted. Reclamation irrigation is schedule for implementation. Bid for plant materials is scheduled to be opened February 16, in the City Commission Chamber. On the plans, the irrigation has been moved in 3' to allow for traffic and overspray. IV. Recognition Award. Lois called and stated that the sign was placed in front of the 25th Street Nursery -Mr. Danny Floyd. For the month of March, Evergreen Cemetery is scheduled for March 1, 1993, 10:00 a.m. Suggestions for the months of May and June - Father Flannagan's Boys Town - Sanford Avenue; Town and Lake Apartments, 2nd Street; upcoming Teen Challenge- Sanford Avenue. V. Tree City U.S.A. Presentation that was scheduled for January 23 was canceled due to heavy storms in the area. Re- scheduled for January 29. Presentations from Mike Martin, Trish Thomas, Gerry Clarke of Seminole County were on excellent for the residents that were there. The presentation scheduled for February 8; the retired school teachers - headed by George Mathieux, Doris Duxberry, chose finalists for the contest "What Trees Mean to Me ". The chosen included kindergarten and second grades. Two for 1st place; two for second place, two for third place and three honorable mentions. Gift certificate were obtained for all children; $25.00 for 1st place, $15.00 for 2nd place, $10.00 for 3rd place, $5.00 for honorable mentions. Speaking on the behalf of the City: Mayor Bettye Smith, Howard Jeffries - Project Coordinator, Eliza Pringle -SIB Co- Chairperson, Mike Martin - Seminole County, prayer from Reverend Floyd Blake -First Baptist Church. In audience, attendance from All Souls Catholic School with kindergarten and second grade children. Festivities started at 10:00 a.m. with pledge of allegiance. Prayer given by Reverend Blake. Speaking of why Tree City U.S.A. is important from Mike Martin. Mayor Smith spoke on behalf of the City of the past history of the Tree City U.S.A. with the City. Eliza Pringle spoke of the contest that the children entered. Howard presented the certificates to all the children that were involved with the contest. Awards and certificates were given to the honorable mentions, 3rd place, 2nd place and the 1st place winners consecutively. Howard then spoke on the importance of the tree program and survey that was done within the City. Connie Williams has been asked by downtown merchants on improving the looks of streets from 1St Street, (i.e.: Palmetto Ave, Park Ave, Magnolia Ave). The general idea is to encourage the shop owners to "spruce" their store fronts and residents to entice beautification to their private properties as well to the rights of way. III. North Median - Concepts. Howard Jeffries reported that the concept and plans are on the scheduled agenda for the City Commission, January 11, 1993. Meeting starts at 5:00 p.m., City Manager's Conference Room. Approximate costs of breakdown is as follows: plant materials: $13,226.50, irrigation approximate: $4,969.00. Included in the package is the breakdown of maintenance now for a year and also pending on implementation of concept. Funds are available in the FY 92/93 budget year. IV. Recognition Award. For the month of January, Checkers received the honor. Discussion for the following three months with the following recommendations: February -25th Street Nursery, March - Evergreen Cemetery - April -New Tribes Mission -1st Street. First motion of approval, David Bach, seconded by David Gatchell. V. Members term: terms of Lois Dycus and Eliza Pringle expire on January 31, 1993. Lois Dycus has been recommended for re- appointment, Eliza Pringle will be placed on the recommendation list when a seat becomes vacant for re- appointment. No names for recommendation for Ms. Pringle's seat has been suggested. VI. Tree City U.S.A.: Presentation for the state observances will be held January 16, Fort Mellon Park. Itinerary is as follows: Master Gardeners, Division of Forestry -City crews to show how to trim, plant and maintain trees, shrubs for all residents within the Seminole County area. A tree has been donated for a "door" prize. Festivities scheduled for February 8, Ft Mellon Park, planting of a "friendship" tree, publicity notified for both observances, presentation from Mike Martin, and the Mayor. VII. Soil Conservation: Connie Williams spoke with Seminole Soil and Water Conservation District to reserve trees. Has had a good outcome of reservations, pick up of trees will be at Big Tree Park 1/8 and 1/9. VIII. Individual Comments: Recommendation to Amtrak station to route visitors that are going to 1-95 through downtown to Mellonville Avenue for possible interest with the visitors.
