MINUTES
The Scenic Improvement Board met in a regular meeting December 4, 1991, 4:00
p.m., first floor, City Commission Conference Room.
Members present: Juanny Mercer, Connie Williams, Lois Dycus, Eliza Pringle,
David Bach.
Members absent: Lee Atkins, Bill Wilkins, Ann Hayes.
I. Minutes of November 6, 1991 were approved by members present.
II. Donation received. Received from the Ixora Garden Club, Rose Long
President, Joyce Malone Treasurer, a check for $500.00 for plants to be placed
at the Civic Center for the implementation of concept. Requesting secretary
to write a generous letter of acknowledgement.
III. Civic Center. Howard Jeffries brought the concept with the new plant
material replacement, and costs of plants. Lowered the cost of plant material
by $1,500.00 and the maintenance of the landscaping by minimum maintenance
required. Replacing the thyrallis with bamboo and andini plant material,
replacing hollywood junipers with clusters of heather and society garlic.
This new concept shows that against the wall of the Civic Center it will give
an appearance of a staircase effect and not having the plants protruding into
sidewalk upon entering. The plot near the entrance door, holly fern, azaleas.
Around valves located at the front of the building cannot be blocked in but
can be screened. Concept asks for delcombia holly. Would like to include
extending the sidewalk from stairs with brick. The backside of the Civic
center completing with schillings, and holly juniper, and landini. Front of
Senior Center, trim edge that is existing install weed barrier, clusters of
day lilies. Around sign of the Senior Center trimming with holly junipers.
Sign located @ Seminole Boulevard side repainting, with black letters,
plantings of lantana, and fountain grass. Voting to approve the concept
received from Howard Jeffries, first motion from Connie Williams, seconded by
Eliza Pringle. All members voted aye. Implementation of the concept is to
begin the following week.
III. French Avenue & Park Drive. The crape myrtles were transplanted to the
north east corner of the PBA building, Seminole Boulevard side, Chase Park,
utilizing the remainder around ball fields.
IV. Historic Walk. Schedules are that the remainder of the week the downtown
will be spruced including litter patrol, trimming, mulching of areas of
concern.
V. Park curfews. The discussion was of the citizens in the park area after
dark. Howard Jeffries stated that all lighted parks will eventually have sign
placement stating that parks will be shut down by 11:00 p.m. nightly and all
non - lighting parks will be closed at dark.

VI. Terms of board members. Terms of Juanny Mercer, Connie Williams, are to
the end of January, 1992. Connie Williams has shown desire to remain on the
board for another term. Juanny Mercer has tentatively stated that she may
stay as long as there is another chairperson nominated for the SIB board, she
will remain as a member. Recommendation from the board, is that Mr. Wilkins
received the chairperson for the SIB board for his term remaining. Received
resignation from Mr. Louis Savard. Recommendations for citizens who may be
interested in the seat available, Ms. Inez Wilson. Howard Jeffries will speak
with her about interest on the board. Juanny Mercer recommended Kim
Capucille, 810 Myrtle Avenue. Will send form for reference.
VII. Recognition Award. For the month of December, Greene & Dycus Accountant
Firm, N. Elm Avenue & Fulton Street. Recommendation for the month of January,
Water Reclamation Sign, Seminole Boulevard, City of Sanford, for the month of
February, Sailpointe Apartments, Seminole Boulevard. First motion of
approval, Connie Williams, seconded by Lois Dycus.
VIII. Individual Comments:
D. Bach -the cleaning of r/w located at Rinker Stadium. Vines, limbs
down on fence enclosure of field. He would like to clean it up some, request
City to pick up cut debris. Also, 300 87k of Sanford Avenue. Code
Enforcement infraction.
J. Mercer -the Central Florida Blood Bank; requesting a letter to be sent
to Kevin Sweitzer in coordinating the landscaping renovation.
The regular meeting of January is scheduled for January 1, 1992, first
Wednesday of each month. It has been approved by all members that the regular
meeting will be held January 8, 1992, 4:00 p.m.
IX. Historic Trees. Howard Jeffries showed a short film on the historic
trees that has interest from the SIB board. The trees are listed as 18" to
36" tall, $30.00 planting fee. These trees are named after historic names of
presidents, civic leaders.

• The Scenic Improvement Board met in a regular meeting November 6,
1991, 4:00 p.m., first floor City Commission Conference Room.
Members present: Bill Wilkins, Anne Hayes, Connie Williams,
Eliza Pringle, David Bach, Lois Dycus.
Members absent: Juanny Mercer, Lee Atkins, Louis Savard.
City personnel: Mike Kirby, Howard Jeffries.
I. Minutes of October 2, 1991, were approved with one correction
that budget items should be given to the perspective departments
by January, February the latest for preparations beginning in the
month of March.
II. Mike Kirby introduced himself as the staff liaison with the
City. Introduced Howard Jeffries, as he will be working with the
SIB board on projects, concepts, etc. The City re- organized the
structure of Grounds Maintenance, Parks Department, Recreation
Department. All these departments are now under the direction of
Mike Kirby. With this re- organization, the crews are split to
operate the following:
Pest Control, Irrigation Systems, Ballfield Maint. Ground
and Park maintenance.
• III Civic Center. Howard Jeffries has examined the concept
that was approved by the SIB. He would like to make some changes
to accommodate irrigation systems, lower maintenance, more color
through out the year than just spring /summer. With the
modifications necessary to the irrigation system, he expects 4 -
6 months for implementation of the concept. When the upgrading
begins, the crews will work around the building and work out
toward the road. Will return to the next meeting with the cost
of replacement materials, and any other ideas for the Civic
Center.
IV. Tree Inventory. Received approval from the state for
matching grant to supply a computer system for a tree inventory.
This will help city forces determining trees placed on the r /w.
V. Park Drive and 17 &92. State D.O.T. has asked that we either
remove or trim the crape myrtle trees. The removal of the trees
was best decided and will be transplanted to different areas for
placement. The removal is scheduled for the week of 11/11- 11/15.
Replacement with lower shrubs for low maintenance.
VI. S. R. 46 West. Weeding control is scheduled with the State
D.O.T. for next week.

VII. Budget 92/93. Any projects or up dating of the master plan
should be done by January no later than February of 1992.
• Several projects to consider:
extension of Lakefront to intersection of 17 &92 /Seminole
Boulevard.
concept for median @ 17 &92 & French Avenue.
Historic Trees. New program for planting of trees includes
historically named trees for the planting around the
new Library Museum.
extending sidewalk on Seminole Boulevard to Mellonville
Avenue.
Discussion perhaps to have a special meeting to discuss costs,
maintenance of the above listed projects to be ready for the
Budget preparation FY 92/93.
VIII. Code Enforcement Infractions. Received several complaints
from the members:
300 Blk of Sanford Avenue (old Army /Navy Store.
8th Street @ Stadium, grass weeds on fence.
Adopt -A -Road cleanup should be done every other month instead of
• every month. Discussion and approved for this scheduling. Next
pickup day, Monday November 11, 1:30 p.m.
IX. Recognition Award. For the month of November, placement was
done 11/6 10:30 a.m. to the Country Club. For the month of
December, Greene & Dycus Accounting Firm corner of Elm Avenue &
Fulton Street. Suggestions for the month of December,
Reclamation Facility, Seminole Boulevard, Sanford Middle School,
French Avenue.
X. Individual Comments:
Ann Hayes; glass on courts @ 7th Street & Elm Avenue.
Maintained by Seminole County School Board. Possibly informing
the Junior Achievements for school involvement of vandalism to
the different park areas.

that the crape myrtle trees either be topped or removed due to
the curve and not being able to see the traffic signal located at
the intersection. Recommendations is the remove the crape
myrtles, placing them at the P.B.A.- Seminole Boulevard for
beautification. Replacing the crape myrtle trees with a lower
• species of plant material. Suggestion of dwarf oleanders, India
Hawthorne, or junipers. (3) Advisory Boards. It has been
brought to the board's attention that there is no "advisory
board" for the SIB. The SIB is an advisory board to the City
Commission. The SIB board may receive advice and support on any
concepts or projects from any citizen that attends any meetings.

III. Master Plan. Need to revise the existing concept to remove
all projects completed, insert new projects. Several areas of
discussion, Rinker Stadium, Municipal Signs, Entrance into the
City, Jaycee Park, Library Museum. Motion received to form a
committee including the Chamber of Commerce Beautification
Committee in revising the Master Plan, Connie Williams, seconded
by Lois Dycus.
IV. Recognition Award. For the month of October, 911 Palmetto
Avenue, First Spanish Assembly of God, November, St. John's
Eastern Orthodox Church 2743 Country Club Rd, December, Greene
and Dycus Accountants, 210 N Elm Avenue.
III V. Discussion.
C. Williams - a letter of commendation to Sara Meyers for the
support of the yellow ribbons. Also include that the time has
come for the removal of all ribbons placed within the City.
J. Mercer - Adopt a Road is schedule for September 11, 1991 9:00
a.m. Safety vests, poker sticks, and bags will be available at
that time. Need to ask each member to take a month and pick a
day for the board members to meet to collect trash along Seminole
Boulevard.

I. Minutes from the April 3, 1991 were approved by members
present.
1 II. Recognition Award. For the month of May, Doudney Surveyors,
Commercial Avenue. Presentation was received May 1, members
present for award. For the month of June, tentatively scheduled
for June 5, Cabinets Tech, 400 Laurel Avenue, Harry Miller.
First motion for the month of September, Connie Williams,
seconded by Anne Hayes, for the Central Florida Radiation
Therapy, 200 N. Mangoustine Avenue.
III. Civic Center. Ray has requested that the City Commission
match funds of $3,700., for installation of the concept for the
Civic Center. Scheduled for the City Commission workshop 5/13.
• IV. Master Plan. Ray has asked that the - embers look over the
existing plan for any projects that have not been included, and
any projects to be added for an update Master Plan. Hope to come
back after vacation (July, August) in September with some
suggestions for an update.
V. Adopt -A - Road. Jerry Herman presented a sign for approval.
Blue Screen with slogan "Sunny Side of the City" in yellow with
sun. First motion of approval, Connie Williams, seconded by Lois
Dycus. The SIB would like to take care of Seminole Boulevard
from French Avenue to Palmetto Avenue. Several organizations has
requested information in reference to the Adopt -a - Road Program.
Academy Manor Homeowners' Association has stated that they would
like to adopt McCraken Road. Downtown Business Merchants with
the St. Lucia Festival Board would like to take First Street from
Oak Avenue to Sanford Avenue.
VI. Individual Comments. Ray Sage would like to step down as
Chairperson beginning September's meeting. Members to come back
with recommendation of member to accept the Chair.

I. Minutes from March 6, 1991 were approved with minor changes.
II. Adopt - A -Road.
SIB is first applicant. Discussion of which road we will
take. First motion by Juanny Mercer, seconded by Eliza Pringle,
for Seminole Boulevard, from French Avenue to Palmetto Avenue.
Academy Manor Homeowners Association has also shown interest
in adopting McCracken Road.
III. Recognition Award. First motion by Eliza Pringle, seconded
by Lois Dycus for the month of May, Doudney Surveyors, Commercial

representatives were selected from the commissioners for
attendance on the board of the Tri - County Transit. There was no
discussion of placement of the benches. The Sanford Historic I
Trust for Homeowners within the Historic district of City, has
prematurely decided that they wish not to have this type of
design for this area. '

I. Adopt a Tree. Ray Sage has turned in a news release fu,
publication either Friday or Saturday of this wee. The news
release informs the residents of the regulations required to
"adopt" a tree. A form is required for slynage by the ,eside,0
• stating that they will be responsible for maintenance of the lice
planted. The Master Gardeners of Seminole County are
volunteering to plant these trees for the residents ar,cl the 7,ity.
II. Civic Center. Concept was brought to the meeting last
night. Discussion was that garden clubs would be interested in
donating moues for plant material. Needed is cost e.-_.timateo ,.f
total project, cost estimates of each plot so that if der
clubs are interested then they could donate for earl, piet.

IV. Adopt a Road. The program is being worked out for
restrictions, guidelines, signs, etc. Discussion was to
encocrage during "Make Sanford Shine" civic organisations that

program that Tri -- County Transit Authority hoping to a,thieve

• The Scenic Improvement Board met in a special meeting, January 9,
1991, 4:00 p.m., First Floor, City Commission Chambers.
Members present: Ray Sage, Anne Hayes, Lee Atkins, Louis Dycus,
Eliza Pringle, Juanny Mercer.
Members absent: Bill Gielow, Jean Skipper, Connie Williams.
Special guests: Kevin Schweizer; Chamber of Commerce
Beautification Committee, Mike Martin; Seminole County Forester,
John Mercer.
I. Minutes of November 7, 1990 were approved by all members
present.
II. Projects:
a. Civic Center. Monies for project are frozen at this
time.
b. S. R. 46 Median. Bids were sent for soil, and
landscaped materials. Soil was accepted upon lowest bid. Plant
material has been inspected by each nursery available. Will be
able to receive all plant material from nurseries for project
completion. Ray Sage will notify the Sanford Herald for pictures
of before and after project completion.
III. Recognition Award. For the month of January the award is
being "spruced" up for presentation for February. The award_for
the month of March will be presented to emin ational Bank
West First Street. Chamber of Commerce nut presenting their
award at this time due to water shortages. Motion for approval
• of Seminole National Bank, Anne Hayes, seconded by Lee Atkins.
All members approved.
IV. Beautification Plant Sale. Kevin Schweizer like the
City to donate about 200 crape myrtle trees for the Chamber of
Commerce plant sale in March. This would enable the City and
Chamber to use proceeds for projects within the City for
beautification.

V. Arbor Day, Tree City U.S.A. Presentation is set for February
11, 1991, 11:00 a.m. at the Chamber of Commerce. This will also
honor Mr. Tony Russi for his donation of 20 Live oak trees along
First Street. There will be a planting of a live oak on the
property of the Chamber of Commerce.
VI. Individual Comments. Kevin would like to inspire the
residents, commercial business an education program for all
concerned on improving and upkeeping of the areas. Usage of
vacant lot located on West First. Street as a wildflower program.
Seeking permission from owner of the property at this time.
Ray Sage would like to encourage'participation from the SIB board
members in attending the Chamber of Commerce beautification
meetings, held the first Thursday of each month time; 8:15 to
9:15 a.m.
