I. Sara Meyers-Yellow Ribbons. Mrs. Meyers would like to
initiate club members, civic organizations, to place yellow
ib!bons alone French Avenue, Seminole Boulevard and east and west
.rst Street. Has already received confirmation from five
organizations to he'' -p with the placements. The SIB would like to
,dace the ribbons alono East First Street from Oak Avenue to
;anford Avenue including the Magnolia Mall. The date of the
ceremory will be October 14. Mrs. Meyers is to appear before the
City Commission October 8 for their permission. The maintenance
of the ribbons will be handled by the different clubs with the

Planning date of planting shall be in October. Public Works
Department will try to receive word. The crape myrtle trees will
be upon the discretion of the Public Works where to place these
trees in the ground, report back to the,SIB at the November
meeting of placement. First motion of approval, Ray Sage,
seconded by Connie Williams.
c. Civic Center. Concept in the works per J. Herman,
- Director of Public Works.
d. Median S.R. 46. Planned schedule should be available by
the November meeting. Working on bid specifications for the
plant materials, soil. Median project only covers to the foot of
the bridge on W First Street.
III. Recognition Award. Asking that the Public Works Department
to refurbish the award for the month of November. Ray Sage will
retrieve the award after the first of the month. December's
' ,omination will be decided in the November meeting.

VI. Make Sanford Shine. Confirming with different organizations
to see if they would take the same roads for picking up trash
along the r/w as done in March. Requesting garbage tags, poker
sticks and truck available for November 17, 1990. The
organizations shall meet. at City Hall for pick up of sticks,

VII. Tree City U.S.A. Re- certification for year of 1990 is due
to the Tallahassee office by December 30, 1990. Asked Mike
Martin for all information that was sent for last year so that
the Secretary may complete the application this year.
VIII. Individual Comments. Martha Yancey has verbally resigned _
from the Board as Chairperson and Member of the board. The
Board accepted the resignation, first motion, Connie Williams,
seconded by Ray Sage. Shall send a letter of appreciation for
all her services and projects that the SIB has completed for the
last three years.

Received resignation letter from Denny Hayes with regret.
Recommendation to the City Commission for replacement of Martha
Crosier, first motion of approval of Lee Atkins, Eliza Pringle,
seconded by Connie Williams. To replace Denny Hayes, first
motion of approval for Ann Hayes, Eliza Pringle, seconded by Ray
Sage. Letter to the City Commi=ssion for approval of
replacements. Letter to Denny Hayes for all of his input and
help with the Scenic Imrpovement Board. —
III. Propjects: •
a. Park on Park. Lights for the Park have been ordered.
There shall he Si:: of them installed for a total of $3,500.00.
h. 46 Median. The concept was approved by Florida
D.O.T. The City's entry was chosen number echt out cf fifty
approved. Discussion of initiating plans for Phase 1I, of
medians on S.R. 46. First motion of approval to continue from
Ra Sage, seconded by Eliza Pringle.
c. Downtown- Crac-F Myrtle Trees. Mr. Russi would like to
plan or October of replacing tie Crape Myrtle trees with the
Live Oaks by the first of October. Placement of the crape myrtle
tree=_ should be along some of the streets with a green r/w and
• not concrete. Some areas of interest; Rands Mall, and alley,
2nd Street, Park Avenue, PBA building, Civic Center.
IV. Make Sanford Shine. Motion for Blitz Day scheduled for
November 17, Connie Williams, seconded py Eliza Pringle. Ray
Sage has been appointed to head the operation, second in command
Jean Skipper, with help of Lee Atkins.
V. Recognition Award. For the month of September, First Baptist
Church. For the month of October, first motion for the
Presbyterian Church, 3rd Street & Park Avenue, 'Ray Sage, seconded
by Eliza Pringle.

The Scenic Improvement Board met in a regular meeting June 6,
1990, 4:00 p.m. First Floor City Commission Conference Room.
Members present: Martha Yancey, Chairperson, Denny Hayes, Ray
Sage, Juanny Mercer.
Members absent: Eliza Pringle, Bill Gielow, Connie Williams,
Jean Skipper. .
I. Minutes approved from meeting of May 2, 1990.
II. New Member Jean Skipper replacement for vacancy of Judy
Wimbish. Has been excused from this meeting due to reunion. A
visitor today, Ms. Pat Atkins. Would like to be more involved
with the SIB.
III. Projects:
a. Park on Park; The restrooms are just about complete,
Authorize the Grounds Maintenance Division for landscaping
concept not more than $200.00. Donation of a climbing rose bush
from Ms. Pringle. The bird baths have been installed and the
water fountains will be installed. To complete the lights for
• the park, estimated cost of $1,600.00 for electrical. The
sidewalk has been completed. The handizapped water fountain
needs to be lowered. After completion, dedication service for
the Gardener family who donated the free standing water fountain
will be scheduled.
b. Crape Myrtle, Downtown. Have received 3 letters in
- eference to the relocating the trees. From the Horticultural
:.enter, Division of Forestry, and our on Master Gardener,
wishing that the trees would not be moved until Fall /Winter
season. One recommendation from Jerry Herman, would be to accept
III the trees, and hold them at the Nursery, since Davidson's Tree
Farm is wanting to move their nursery up north. Mrs. Yancey will
contact Mr. Russi to see how we can hold the trees without moving
the crape myrtle at this time.
c. Civic Center. No contact or representative from P.
Sanchez for a concept on the Civic center.
d. Tree Plan. Will be on the Workshop Agenda for the •
preparation plan of Ray Sage, June 25, 1990, 4::000'p.m.
III. Recognition Award. For the month of .22=1.v Lakeview Nursing

Home was schedule May 30, went well. For July, for
Station, Persimmon Avenue, for August, Post Office,
September, Car lot 11th St /Sanford Avenue. For suggestion,
renovation of Conklin Porter & Holmes Engineering Services,
Fulton Avenue and French Avenue.

IV. Lake Gem. Several complaints received from the public

the lake. The lake is without water, dried from the heat,
be dredged at this time while it is empty.
There is rules and
regulations to follow from DER /EPA departments ofsthenstate.
Also, the City does not have dredging equipment,
have to be hired from outside services. Possibly the SIB taking
the Lake Gem Park as a "Pic -a- Park" suggestion as of Spring,
1991.

Members present: Martha Yancey, Ray Sage, Juanny Mercer, Connie

Members absent: Bill Gielow, Martha Crosier.
I. Minutes of April 4, 1990 were approved by members present.
II. Projects: 1
a. Park on Park. The fountains have been ordered from a
local vendor. Funds for the fountains, Mr. James Gardner, memory
of mother, and Donny Lee for the Paralized Vetrans. The
locations of the fountains, one against the wall of the
restrooms, second placed near fence of playground on east side.
First motion from Connie Williams, seconded by Denny Hayes that
if the funds not available through Danny Lee, that the funds may
be extracted from the Park on Park contributed funds.
b. Downtown -Crape Myrtle Trees. Tony Russi would like to
do the implentation of the last 10 trees in June. Master
Gardner, Bill Nuckols, recommends that the trees should not be
moved in the middle of summer, but towards the fall season, so
that the shock of the tree would not kill the tree. The Crape
Myrtle Trees are an unusual kind of Crape Myrtle and very rare to
locate.
c. Budget allocations. Funds still available for concept
of the Civic Center, Median Project of 17 -92 & Seminole
Boulevard. The Civic Center is being renovated at this time and
will be ready soon. A request to Patricio to do a concept for
• the Civic Center. Funds available for Civic Center; $7,400.00.
The project of 17 -92 & Seminole Boulevard, request to Ray Sage to
draw a concept for the project. Funds available; $7,349.00.
This project would not be implemented until after October, 1990.
Would have to receive a permit for DOT since that '.is a state
maintained highway.
d. Tree Plan. Ray Sage would like to implement a project
for the remaining funds of $5,750.00. His concept includes
purchasing trees that are 5' to 6', approximate cost of $10.00-
$15.00 each. Advertise using different sections of the City,
first being Georgetown area. Homeowners would be able to sign up
for a tree to be planted along the r /w, with the homeowner's
maintaing watering, fertilize, trimming of the tree. The
implementation of the trees would be done by the Master Gardners
of Seminole County and SIB board members. First motion of
approval of concept ' and requesting City Commission approval,
Denny Hayes, seconded by Connie Williams. Different species of
trees that may be available; Maple, Cypress, Live Oaks,
Magnolias, Sycamores. Chairman of project; Ray Sage, Co-
Chairman, Denny Hayes.
III. Recognition Award. For the months of June, Lakeview
Nursing Home, July, Car Lot 11th St /Sanford Avenue, August, Auto
Train. First motion for the month of September, Post Office, Ray
Sage, Juanny Mercer.
IV. Vacancy Seat. Vacant seat of Judy Wimbish, one nomination
of Laine Wood, Lee Adkins. For the recommendation of Laine Wood,
first motion, Juanny Mercer, seconded by Eliza Pringle.

V. Vacation. The SIB board will not have any meetings for the
months of July and August. Many of the members will be out of
town during the summer.

The Scenic Improvement Board met in a regular meeting April 4,
• 1990, 4:00 p.m., City Commission Conference Room, First Floor,
City Hall.
Members present: Martha Yancey, Eliza Pringle, Ray Sage, Bill
Gielow, Connie Williams, Juanny Mercer.
Members absent: Denny Hayes, Martha Crosier.
I. Minutes of April 4,1990, approved by members.
II. Projects:
a. Trash Bash, great comments, project went well, members
of organizations, clubs, showed during rain to pick up trash
along r /w. Would like to present each club and school, with
certificates of appreciation for jobs well done. Motion made by
Ray Sage, seconded Eliza Pringle.
b. Persimmon Avenue. Trees are doing well, pictures will
be taken of the trees for publicity, letter of thanks to the
Public Works /Grounds Maintenance Division for their part.
c. Downtown- Trees. The implementation of the laurel oaks
with the quality specimens. The crepe myrtles were placed; 6 at
the PWC, 2 placed at nursery, 2 in reserve at the nursery.
d. Tree Plan. Members need to look for other sites for
placement of trees along streets. They are to come back to the
next meeting with locations.
e. Park on Park. The bid list for construction of the
bathrooms have been sent. Parks Department requested $5,000.00
to start paying for expenses. All concrete material will be
donated by Rinker Construction.
• III. Recognition Award. For the month of April, Typhoon
International, LTD, 501 Persimmon Avenue. Ray Sage has set the
time and date for award. For the month of May, Welchel & Howard
Accountants, Sanford Avenue. For the month of June, Lakeview
Nursing Home, Mellonville Avenue. For the month of July, first
motion by Juanny Mercer, seconded by Ray Sage for the Car Lot,
11th Street b Sanford Avenue. For the month of August, first
motion by Bill Gielow, seconded by Juanny Mercer, for Auto- Train,
Amtrak Station, Persimmon Avenue.
IV. Budget FY 90/91. No new projects at this time, include
$20,000.00 for the median project, W 46. Applied for a grant
through DOT, do not expect to have any word until September.
Will "roll" the existing accounts forward for FY 90/91.
V. Vacancy Seat. Members are to return to the May meeting with
names who are interested participating on the board.

- equested that if the members of the SIB could contact area
andscapers, contractors for plant material to be donated for the r
- enovations of Seminole High School. The bond monies issued for
- enovation=_: for schools do not include landscaping needs. The
iedication and reunion is scheduled for March F4., 1990. Ms.
Springfield is hoping for donations from Duda & Sons, Dutch Mill
Jursery, Country Club Nursery. Motion was made to recommend on
each member to make contact with anybody for donations. First
Intion Denny Haves, seconded by Ray Sage. Each member as given
a list of plant material needed.
:I. Minutes from February 7, 1990, were approved with minor
:orrections. Correction being that the donation received from
:he Women's Club for $4,000.00 was for implementation of
)athrooms and lights at Park on Park.

a. Park on park. Commission approved of installing
athrooms and lights in the Park. The bathroom will be at the NW
of Bth Street & Oak Avenue. The concrete materials

ired will be donated by Rinker Concrete Company. Les Owens
s the contact person. The Parks Department will be responsible
or the installation. Mr. Richard Gardner would like to donate •
500.00 for a water fountain at the Park on Park, in memory of
is grandmother. Denny Hayes has checked with a local vendor on

a. Downtown Sign from Persimmon Avenue has finally been
emoved. Martha Yancey asked Martha Crosier to come up with a

b. Grant- S.R.46. Mike Martin transported the documents to
le DeLand DOT office. Need to send a letter to David Dryllie
anking him for his time and help in completing and gathering
ie information needed for the grant.
c. Tree City, U. S. A. Received letter from the office,
:cepting the recognition of the award for the city of Sanford.
O. Flag Donation. Received a tail from Mrs. Mary Miller,
sting to donate a flag for the Park on Park. We thank her for
er donation, but the specifications to fly a flag, need a pole,
ld a light to shine on the flag. At this time, we are not able
. c cept her donation, request that she contact the VFW, Rotary,

a. ir Plan - 310,000.00. Mr. Sage is interested in using
he Tree Plan for implementation along Persimmon Avenue from 1st
treet to Amtrak Station. Usage of 50 Palatka Holly trees along
- .he r /w. Received a price quote from local vendor, for $85.00
,er tree, total cost $4,250.00. Motion to approve using the Tree
Flan and implementing the Palatka Holly trees, first motion, Bill
ielow. seconded by Eliza Pringle. Notice to be sent to the City
nmmission, via City Manager, to be placed on the agenda of a
Workshop for City Commission's approval.
b. Crape Myrtles. Mr. Tony Russi has stated that he would
like to get started on the change over of the trees along First
Street sometime by May 1. Mr. Jernigan's request of having the
._rape myrtle trees for placement at the Cemetery, has been denied
Dv this board. Hopeful to use the crape myrtles along with the
'alatka Holly along Persimmon Avenue. Directed to write a memo
to Mr. Jernigan, stating that usage of the crape myrtles are to

c. Park on Park Phase III. Women's CIP Club has donated
$4,000.00 for implementation of bathrooms located at the Park on
'ark. In account, $10,000.00 still left from the development of
the playground. Approximate cost of the lights to be installed
in the park, is $900.00 per light and pole, approximate cost of a
bathroom installation, $10,000.00. It was approved by the
member=_ to ask the City Commission for permission to install
lights and a bathroom. Memo to the City Commission for placement
on a Workshop to discuss a bathroom installation.
:II. Arbor Day, Tree City U.S.A. Arbor Day has been scheduled
for February 9, with invitations to the City Commission and Mayor
for recognition to the City. A phoenix carnariensis has been
donated by Mr. & Mrs. Argenbriaht. The tree was removed and
replanted at the Civic Center for the ceremony. The event is
scheduled for 11:30 a.m. .

Introduction of Butch Strine for placement of Bill Horn,
right hand man for Bill Horn.
Message from Cal Conklin on having a walking tour of the
Downtown Historic District, for the first week in April. Comment
on have a trash bash within the City for clean up of trash along
the r/w prior to the walk. Motion made to help Mr. Conklin with
initiating a trash cleanup, first by Connie Williams, seconded by
Bill Gielow. All members approved. Ms. Pringle feels that as
such trash is collected, there is always still more, especially
around the Golsboro Subdivision.
Leslie Wilber does not agree with the idea of replacing the
pe Myrtle trees with the Laurel Oaks downtown. The crape

rtle trees are not the ordinary kind of trees found and would
like them to be placed after removing, and possible trouble with
the size of the laurel oaks that are to replace.

b. Tree Flan. Discussion of using the budget monies fur
implementation of trees along Persimmon Avenue. Mr. Ray Sage has
been .appointed witn the help of Ms. Eliza Pringle. Ray has found
that the r!w width uf Persimmon Avenue from 1st Street to the
ad tacks ran_]? from o, to 41' on each side of Persimmon
Avenue. There is power lines that run overhead of the road, so
that no tall tree_ comb . planted there. Suggestions from Ray
are Dahoon Holly trees which do not grow very tall, stay green
throughout the year, and berry around the spring. Ray will
return for the next meeting of how may expected to fill in for
• Persimrno Avenue and the cost of trees. A motion from the board
to use the Dahoon Holly, first, Eliza Pringle, seconded by luanny

stated tnat they would like to return for another three year
term. First motion made by Connie Williams, seconded by Juanny
Mercer. for re- appointment. Motion made that Martha Yancey
retain Chairperson, and that Denny Hay he Co- Chairperson for
the 91B. Fics* motion of approval, =ii a Pringle, seconded by
Ray Sage. All members approved.
V. Recognition Award. For the month of January, the All Souls
Catholic Church graciously accepted the award. For the month of
February, Mobil Station, Santa Barbara Drive 8: French Avenue.
