Chairman Darby opened the meeting at 8:05 P.M., Thursday, January 5, 1984.
The meeting was held in the City Manager's Conference Room, Sanford City Hall.
OLD BUSINESS:
The Chairman cal_l.ed for the reading of the minutes of the last regular meeting
of the Civil Service Board held Thursday, November 10, 1983. Dr. Luis Perez
moved that the minutes of the last meeting be approved as mailed. Motion seconded
by Donald Jones.
Board discussion on all the revisions and amendments to the Civil Service Rules
and Requlations. Board discussed the revision to Rule 21, Number 1 as to the
interpertation that "Does an employee have to be convicted of a felony or a
misdemeanor involving moral turpitude, in order to have discipliniary action
taken against them." It was decided that Board Member Bill McQuatters would
add an additional Number to Rule 21, to cover this area. Motion made by
Dr. Perez , and seconded by Dr. Darby. Motion Carried.
NEW BUSINESS:
The Board then reviewed personnel transactions from November 10, 1983 to
January 5, 1984, and certified them accordingly.
There being no further business before the Board, the Chairman adjourned
the meeting at 8:26 P.M., Thursday, January 5, 1984 upon receiving a motion
from Donald Jones and seconded by Bill McQuatters.

present. The meeting was held in
The subject for discussion will be the Civil Service Rules & Regulations
rule 18, and the Civil Service Act, section 25 relating to eligibility
promotional list for Police Lieutenant.
The Chairman asked if there were any Board discussion, the Board members asked
that they continue to review the City Manager's memo, and the packet containing
Board correspondence, the Police Chief's letter, and copies of the various
rules and regulations.
The Board asked Sgt. William Bernosky if he was one of the two eligible for
the promotion to the Lt. position. Sgt. Bernosky stated yes he was and that
he came to merely observe the Boards action. The Board asked if he met all
of the qualifications for the position of Lt., and he stated yes he did.
Board member Gordon Frederick made a motion that the Board reaffirm the
Provisions of Rule 18, subsection 2 relating to Police & Fire Department
promotions and so far as it implies to Rule 18. He stated that he under-
stood the reasoning for opening up this matter to other positions, was that
there are only 2 Police Sgts., in the next lower grade below Lt. who meet
the qualifications /experience.
The Board then reviewed the memo sent from the Civil Service Board to the Police
Chief dated August 31, 1984, and agreed with the contents.
The Board also discussed Section 25, of the Civil Service Act.
Motion made by Gordon Frederick that the Board adhere to the Policies out-
lined in Civil Service Rules & Regulations, number 18, and the Civil Service
Act, section 25 and outlined in the memo. Motion seconded by Dr. Perez. Motion
carried.

At this time the Sgt. William Bernosky left the meeting room, and the Board
thanked him for coming.
The Board then reviewed the oral Board questions, job posting, and the inter-
view rating form. Board member Gordon Frederick asked who designates the
Oral Board, and by what authority is it composed. Francie Wynalda stated that
since the Chief is the appointing authority, it is his determination as to
whether he wants to interview personally or appoint an Oral Board, which is
the most common way. This authority is vested to the Chief by the City Charter.
The Board then asked how these questions were composed. Francie stated that
the questions were composed by herself, the Asst. City Manager, and a Lt.
appointed by the Police Chief, and that the questions were reviewed by the
Chief.
Board member Bill. McQuatters stated that the wording on Oral Board question
number 5, dealing with Affirmative action, might possibly be reworded for
clarity purposes. The Board then stated that the individuals did a comm-
endable job on preparing the questions for selecting such uniform and impartial
questions.
The Board then asked if the Police Chief was going to be on the Oral Interview
Board, as there were only 4 members on the Board. They also asked who the
Oral Board was going to be composed of? This topic was mentioned in the
memo to the Board from the City Manager, and the Board was interested into
how the Oral Boards were composed. The Board suggested that in the event
of a tie they might like to appoint a 5th member to the Oral Board, as a tie
breaker. Dr Perez made a recommendation that a fifth member of the Board
be appointed from an outside agency. Bill McQuatters seconded.. Motion
carried.
The Board in closing reviewed its position on the Police Lt. vacancy, as
far as interpretation of Civil Service Rules & Regulations number 18, and the
Civil Service Act, section 25.
There being no further business before the Board, the Chairman adjourned the
meeting at 8:45 P.M., Thursday, September 7, 1984 upon receiving a motion
from Gordon Frederick and seconded by Dr. Perez. Motion carried.

B. In accordance with the provisions of the City Charter, appointments
to vacancies in the position of Chief of Police and Fire Chief are
made by the City Commission from a list of eligibles furnished by
the Civil Service Board to be considered for the position of depart-
ment chief. However, should less than three (3) persons qualify for
certification, or should none of those certified be selected to fill
the vacancy, the Civil Service Board may then open to eligible class-
ified personnel, and to the general public.
Police Department & Fire Departments Minimum Requirements for Promotion
or Appointment Within the Police Department or Fire Department.
A. Eligibility for certification for promotion within the Police /Fire
Departments , from any rank to a higher rank, or by appointment, from
any rank to a higher rank, up to and including that of captain or assis-
tant chief, shall require that the candidate or candidates have:
(1) POLICE: Successfully passed the basic Police Officer training
course as prescribed by the State of Florida Police
Standards & Training Commission.
(2) Successfully demonstrated a practical knowledge of, and proficiency
in the use of, the firearms and related equipment listed in App-
endix I attached hereto on page 8, and have attained the minimum
standards and requirements set forth therein. A certificate,
signed by both the Police Chief and the Police Department Training
Officer certifying that the candidate has qualified within a period
of not more than 90 days prior to certification action by the Civil
Service Board, shall be required.
(3) FIRE: Successfully passed the basic Firefighter Training Course
as prescribed by the State of Florida firefighter Stand-
ards & Training Council. Must also have currrent Florida
EMT certification.
B. EXEMPTIONS -Non -sworn clerical and administrative personnel whose
actual duties are administrative in nature, shall not be subject to
the provisions of subparagraphs 1,2, and 3 under section 2, of this
Rule.
All Department Except Police & Fire
A. Method of Promotion
(1) In so far as is practicable and feasible, advancement from class
to class in a series, except to the position of department head
or Finance Director, including City Clerk & Assessor, and Tax
Collector, will be made from within the Department in which the
vacancy occurs. '
(2) In accordance with the provisions of the City Charter appointments
to vacancies in the position of department heads and Finance Dir-
ector, including City Clerk & Assessor, and Tax Collector, are
made by the City Commission from a list of eligible furnished by
the Board. Employees within the department in which the vacancy
occurs will be afforded an opportunity to undergo an interview by
the Board to determine their qualifications and fitness for the
position to be filled. However, should none of those certified
be selected to fill the vacancy, the Board may then seek applic-
ations from eligible classified personnel and from the general
public.

The Civil Service Board or its examiner, subject to its
approval, shall provide for examinations and maintain lists
of eligibles for appointment to positions in the several
departments of the city whose employees are embraced by the
Civil Service.
SECTION 24. Vacancies in the Classified Service.
(1) In the `vent of a vacancy in the classified service
in any department of the Civil Service System, such vacancy
shall, if at entry level, be filled by voluntary transfer of
a qualified Civil Service employee from within the Civil
Service System, or by open competitive examination for
qualified applicants from the general public.
(2) Vacancies occurring at other than entry level in any
department shall be filled when possible by promotion of quali-
-flied employees from the next lower grade or class within the
apartment. If there are no qualified candidates available
in the next lower grade or class, or no lower grade or class
exists, then such vacancy shall be filled by voluntary
transfer of a qualified Civil Service employee from within
the Civil Service System, or by open competitive examination
for qualified applicants from the general public.
SECTION 25. Eligible Register.'
From the returns or reports of the examiners, or from the
examination made by the Board, the Board shall prepare a register
for each grade or class or position in the Classified Service of
the persons certified by the Board as eligible :nor the employment
o: promotion for which examined. Eligible persons shall take
rank upon the register as candidates -in the order of their
relative excellence as determined by examin=ation without
reference to priority of the time of examination.
i' When practicable, each eligibility list trill consist of
no less than three (3) eligibles having the highest ruing
in the grade or class for which examined, and when a vacancy
occurs in that grade or class any one of the three (3) eligibles
may be appointed. .

Chairman Darby opened the meeting at 8:03 P.M., Thursday, June 7, 1984.
The meeting was held in the City Manager's Conference Room, Sanford City
Hall.
The Chairman opened the discussion re: Appointment of a Board Chairman
and Secretary for July 84 through July 85, as required under Section 5 of
the Civil Service Act. Donald Jones nominated Bill McQuatters to be the
fifth member of the Board, seconded by Gordon Frederick. There being but
one nomination to the position of fifth member of the Board, the nominations
were closed, and Bill McQuatters was unanimously elected to be the fifth
member for the coming year. For initial action of Board reorganization
Bill McQuatters was designated by a motion by Dr. Darby, and seconded
by Donald Jones to be the Acting Chairman. The Acting Chairman called
for nominations for Chairman, motion by Gordon Frederick that Dr. Darby
be nominated, seconded by Donald Jones. There being but one nomination
for Chairman of the Board and the motion having been made and seconded
to close nominations, Dr. Darby was re- elected by unanimous vote by the
members to be Chairman of the Board for the coming year. The Chairman
called for nominations for Secretary of the Board. Donald Jones nominated
Dr. Perez to be Secretary for the Board, seconded by Bill McQuatters.
There being but one nomination for Secretary of the Board and the motion
being made and seconded to close nominations, Dr. Perez was re- elected
by unanimous vote by the members to be Secretary of the Board for the
coming year.
OLD BUSINESS:
The Chairmand called for the reading of the minutes of the last regular
meeting of the Civil Service Board held February 9, 1984. Motion made
by Gordon Frederick and seconded by Donald Jones to approved the minutes
as mailed.,
NEW BUSINESS:
The Board then reviewed personnel transactions from February 9, 1984 to
June 7, 1984, and certified them accordingly.

The Board members also discussed the memo from the Personnel Officer
on the City's Continuing education policy which was implemented in
1982, and that the policy was still in effect.
The Board also reviewed a memo on the Chauffeur license requirments
and the upgrading of the various positions in order to comply with
the new State Statue requirements.
There being no further business before the Board, the Chairman adjourned
the meeting at 8:31 P.M., Thursday, June 7, 1984 upon receiving a motion
from Donald Jones and seconded by Bill McQuatters. Motion carried.
