Chairman Darby opened the meeting at 8:00 P.M., Thursday October 7, 1982
with a quorum in attendance. The meeting was held in the City Manager's
Conference Room.
OLD BUSINESS:
The Chairman called for the reading of the minutes of the last regular meeting
of the Civil Service Board held Thursday, June 10, 1982. Dr. Perez moved
that the minutes of the Civil Service Board meeting held Thursday, June 10, 1982,
be accepted and approved as mailed. Motion seconded by Mr. Jones. Motion carried.
The Board held a discussion in reference to the revised Civil Service Rules and
Regulations which have been on the agenda since November, 1980. The revised Rules
and Regulations had been tabled for Hr. Gordon Frederick to review the le alities
of the revisions. On WedWsday, October 6, 1982, Mr. Frederick advised that the
revisions of the Civil Service Rules and Regulations were acceptable and could
be implemented, with Civil Service Board approval. Dr. Perez moved that the
Revised Rules and Regulations be accepted and implemented. Motion seconded by
Mr. Jones. Motion carried.
NEW BUSINESS:
Discussion in reference to rotating the Civil Service Board election committee
members within each department so that one person is not the department's
representative on a continuing basis. Each department is to be given a number
and that even numbered department's change representative on even number years
and odd departments change Committee member on odd numbered years. This means
a department representative can not serve on the committee more than two
consecutive years. Their purpose was to rotate membership among departmental
employees. Listed below are the numbers of the departments or groups:
1. All Staff Offices
2. Finance Department
3. Police Department
4. Fire Department
5. Public Works Department
6. Recreation and Parks Department
7. Utility Department
Motion made by Dr. Perez, Dr. Darby seconded the motion. Motion carried.

Chairman Darby stated that the next item on the agenda consisted of the
Board's review of Personnel transactions from June 1, 1982 to October 7, 1982.
Motion made by Dr. Perez, seconded by Mr. McQuatters that the Personnel
transactions be approved as presented. Motion carried.
The Personnel Officer advised that the City of Sanfords Fire and Police
departments had requested written entry level tests, and physical agility
test for entry level applicants. The Board was advised of lifting its
March 1982 recommendation of discontinuing employment testing City wide
and to resume entry level testing in the Public Safety Field. Each Board
member was given a Booklet which the Personnel Department, Civil Service
Secretary, and members of the Fire and Police Departments had complied
on the testing, physical agility, structured oral board interview, and the
processing of the Public Safety applicants.
Discussion followed in reference to the validity of the written test and
physical agility test. The Board was advised by the City Manager that the
test were coolated from the Firefighters State Outline Guide, and the
State of Florida Certification Test for Police Officers. The Board also
recommended that the test be reviewed by the Public Safety instructors at
Seminole Community College for additional validation. The Personnel Officer
also advised that the tests would be given to current Police Officers and
Firefighters, the written and physical agility for additional validation.
Dr. Perez made the motion that the Board follow the Procedures as outlined
in the booklet dated October 7, 1982. Chairman Dr. Darby seconded the motion.
Mr. McQuatters opposed the motion. Motion passed.
McQuatters moved that the addition of EMT certification to the Revised
Rules and Regulations; page 10, Rule 18, Section B, Number 1 C, be passed
as presented. Dr. Perez seconded the motion. Motion Carried.
There being no further business, before the.Board, the Chairman adjorned
the meeting at 9:00 P.M., October 7, 1982, upon receiving a motion from
Dr. Perez, and a second from Dr. Jones. Motion carried unanimously.

Subject: Hiring practices - investigation by office of Revenue Sharing
On January 20th, 1983, an investigator from the Civil Rights Div-
ision of the Office of Revenue Sharing will be in the City Hall to
• review the hiring practices of the City. This is due to allegations
filed with their office in 1980. At stake is the City's federal
revenue sharing funds of $384,654. that is equal to 1.62 mills on
our tax .rate .
This investigation will be a thrbugh look at the records of all job
applicants to determine if minorities, hispanics, or women were hired
or, if not hired, what the reason was for not hiring. To see if these
groups were given the opportunity for promotion or were passed over.
To examine the terminations as to why and how were minorities handles:.
<s The bottom line is that the federal government wants to know if the
City has an affirmative action plan and is it being actively followed.
Be thinking this over as to how you will answer for your past year's
personnel dealings.

Dear, Lee:
Attached is information in preparation for a meeting with Ms. Jackie
Smith, an investigator from the Civil Rights Divsion out of the Office
of General Revenue Sharing. She called to set this date. She plans
to work with Sanford all day but she is mainly interested in our
personnel records as to who applied; who was hired; who was rejected;
why some were hired and why others were rejected: and did any of our
hiring practices contain violations of individuals' civil rights. This
will be mostly with our personnel director and the Civil Service re-
cords with the rules and regulations of both. No need for you to
attend but you may wish to be available if she should spring some-
thing unexpected. Federal Revenue Sharing represents 1.62 mills in
Sanford's budget. ($384,654. )

To date we have tested only 5 firefighters, and that included only a
portion of the entire physical agility test. Those partially tested were:
Pete Tucker, Fred Bowen, Bruce Mosely, Lewis Myers and Eugene Rogers
These employees skipped items 7, 9, 11, 122 132 14 and 15 of the test.
The following personnel need to be tested, along with the top 5 so
that we can complete our study:

• We started developing written and physical agility testing studies in July, 1982.
So far, we have completed the written tests only. We had originally scheduled
a Civil Service Board Meeting for December 9 to present our recommendations
on the written and physical agility testing to the Civil Service Board. This
meeting was cancelled because our in -house test studies were incomplete.
When you are ready to proceed with completion of the physical agility
testing phase of current employees, please advise. We must complete.this
portion of the study in order to proceed any further with the project.
