MINUTES 27 City Commission, Sanford, Florida Work Session February 9, 2009 EOO514441DW The City Commission of the City of Sanford, Florida, met in Work Session on Monday, February 9, 2009 at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Linda Kuhn Commissioner Art Woodruff Commissioner Velma Williams Commissioner Jack T. Bridges City Manager Robert (Sherman) Yehl City Clerk Janet R. Dougherty Administrative Specialist Pat Lee Absent: Vice Mayor Randy Jones (Arrived at 6 PM.) Mayor Kuhn called the Work Session to order at 4:00 PM. 1) Code Enforcement Ordinances. (Reg. Item No. 8.D)[Commission Memo 09-058] Mr. Yehl summarized his memorandum, noting first reading of the ordinances had been delayed pending a public meeting being held. The public meeting was held on January 29, 2009 with about fifty people in attendance. Some of the issues expressed were objection to a business license fee being required; the proposed implementation of the 2006 International Property Maintenance Code, and alleged "confusing" language. The requirement that the City Attorney must attend all hearings has also been removed. According to the 2006 census, approximately 46% of the residential units in Sanford were rental properties. After discussion, it was the consensus of the Commission that another public informational meeting be held prior to first reading of the ordinances and that a matrix/diagram of the citation process be prepared. 2) Public Works Work Plan - discussion. (Reg. Item No. 6.D)[Commission Memo 09-053] Mr. Yehl stated that staff has revised the Public Works Program for Public Works projects due to a shortfall in the local option gas tax and second generation gas tax. Discussion was held concerning the proposed $1.2 million Oleander Avenue extension to create an alternate traffic route for Goldsboro residents (known as the Goldsboro Connector) via Country Club Road to 17-92. Mayor Kuhn asked that a public information meeting be held so that the residents in Country Club Manor are made aware of this potential project. The Commission concurred with the projects listed for pavement management. (Vice Mayor Randy Jones arrived) 3) Fort Mellon Park Phase I Project Update - presentation. [Commission Memo 09-055] The Commission delayed the presentation until the next meeting on February 23, 2009. Mr. Yehl noted that Item 9.E has been added to the Regular Meeting Agenda tonight for a change order to this Project to ensure completion by the required date. 4) Sign Subsidy Program.[Commission Memo 09-05] Mr. Yehl stated he has determined that the average sign costs less than $5,000 and that the most expensive sign erected cost $14,000. He suggested limiting the initial subsidy to 25% of $10,000 and felt that would be adequate to cover at least 95% of the sign replacements. He considers this an "unfunded mandate" and anticipates about $200,000 savings in the unanticipated revenue from the communications services tax that could be allocated for use in the sign subsidy program. It was the consensus of the Commission for the City Manager to bring back a program containing a matrix; a clear definition of substantially compliant; and the Commission is not willing to subsidize the program at this time. 5) Demolition of Sanford Amtrak Passenger station - discussion. MINUTES 28 Work Session February 9. 2009 City Commission, Sanford, Florida E00514441DW (Mr. Yehl left the meeting.) Mayor Kuhn stated she received a call from Congressman Mica's office this week, noting CSX is willing to demolish the building and requesting a letter stating that the City has no historical value issues and has no objection to the demolition. Her only concern is that if they demolish the building, that it would not negate construction of a future passenger building. It was the consensus of the Commission for the Mayor to write Congressman Mica a letter in favor of the demolition and delineating her concern noted above. 6) Consensus on a Community Development Block Grant project - discussion. It was the consensus of the Commission to recommend drainage improvements. 7) Agenda Items - additional information and/or questions. None at this time. 8) End the meeting.
