The City Commission of the City of Sanford, Florida, met in Work Session on Monday, March 23,
2009 at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Kuhn called the Work Session to order at 4:03 PM.
1) Complete Count Committee - presentation.[Commission Memo 09-111]
Mr. Yehl stated that the City has been contacted by the Census Bureau to initiate a Complete Count
Committee to increase awareness about the census and motivate residents in the community to respond. The Commission
concurred for staff to move forward contacting organizations, keeping the committee at an odd number of members, and to
bring back suggested names/organizations for appointment within a month.
2) Police Community Relations Program - presentation. [Commission Memo 09-112]
Mr. Yehl introduced Lt. Darren Scott and Sgt Anthony (Tony) Raimondo of the newly formed Street Crimes
Unit. Lt. Scott stated they target primarily the Goldsboro and Georgetown areas, and noted they have seen a reduction in
criminal activity after having made over 500 arrests since inception five months ago.
Mr. Yehl proposed a Police community relations program be conducted comprised of a series of community
forums to be facilitated by Andrew Thomas. The project will be completed in four stages over a three-month period and will
be funded ($10,000) from the Mayor's neighborhood fund.

4) Public Safety Complex Project Status Report - information. [Commission Memo 09-121]
Ian Reeves, Architects Design Group, presented a built-to-scale table top model of the new Public Safety
Complex. Nick McRay, Senior Project Manager, stated that the final drawings are expected April 17, 2009 with a "working
date" for the groundbreaking of June 17, 2009. It was the consensus of the Commission to display the model at public
meetings to be held at the Civic Center during evening hours, and to use the newspaper and water bills to announce the
location/times of the meetings to be held in May prior to the groundbreaking.

Agenda Items - additional information and/or questions.
Mr. Yehl and Russ Gibson, Director of Planning and Development, gave background information on Regular
Agenda Item 9.E, Variance request to reduce the sign setback for Lil' Sammy's at 101 French Avenue.[Commission
Memo 09-115]. Mr. Tunis explained that relocating the sign is part of the 1st Street Renovations Project and the CRA will
pay the $5,000 to relocate it. Mr. Gibson explained the issues pertaining to the height to be decided later at the regular
meeting.
Mr. Yehl reported that the Seminole County Community Development Department will be receIvmg
additional appropriations under the federal stimulus package for continuation of the neighborhood stabilization fund,
providing monies primarily for houses in foreclosure, to rehab them and resell them to new buyers. Further, it was important
for the City to actively participate in this project as Sanford has 25% of all single family home foreclosures within Seminole

County. Mr. Yehl reported Y outhBuild and Habitat for Humanity could be utilized. Commissioner Williams stated if th
City has the opportunity to provide affordable housing, that the City should embrace the program. The Commissio
concurred for the City Manager to move forward tying in Y outhBuild, Habitat for Humanity and any other organization th
would qualify and to bring back all details, parameters and pertinent criteria that the City may need to meet.
Mayor Kuhn stated that last week she forwarded information to staff she received via email alleging th
contractor for 1 st Street Improvements Phase II Project was utilizing illegal immigrants and that this claim was found to b
regarding minority contractors.
3) Sanford Housing Authority - discussion with SHA members.
SHA Vice Chairman Philpot introduced SHA members present: Commissioner Ernesto Maldonad
depicting present and future views of the Villas at Castle Brewer Court. The redevelopment will be in six phases over fo
Commissioner Patricia Lawrence, Chairman Bernard Mitchell, Commissioner Maria Penzes and Executive Director Ang
Tua. Commissioner Philpot gave a PowerPoint presentation and distributed a copy of the same, reviewing each slid
years and will create 200 jobs including Y outhBuild. The Mayor thanked the SHA members for their presentation and har
work and encouraged them to come back more often to meet with the Commission.

Mayor Kuhn adjourned the Work Session at 6:00 P.M.
