Dougherty Mayor Lessard called the meeting to order at 6:05 P.M. Senior Planner Antonia Gerli said that the purpose of the meeting is for direction to be given to Planning Staff and the Planning & Zoning Connnission on different policies and procedures in the Land Development Regulations regarding ] municipal design standards and overlay district standards, conditional uses, two exterior doors (front and rear) on new residential housing, and architectural shingles. The Commissions discussed conditional uses at length and agreed that a business license for which a conditional use has been approved should be flagged so that when it comes up for renewal, a Code Enforcement Officer would inspect the business location to determine if the conditions of the conditional use are being met; there was also discussion whether an ordinance should be prepared to enforce such action. After discussion regarding some of the duties of the Planning & Zoning Commission and the Board of Adjustment, the Planning & Zoning Commission agreed to take on the responsibilities of the Board of Adjustment, with the caveat that Staffhandle certain items that do not require action ofthe Planning & Zoning Commission. Mr. Robertson distributed a copy of a memorandum of understanding dated February 2005, regarding the Joint ] Planning Agreement (JPA) regarding development along Celery Avenue, which emphasizes that the City Commission has stipulated that it be clearly known and understood that it has no interest in considering for approval any land use proposals or development plans along Celery Avenue that is not in accordance with the requirements of the JPA as it was approved by them on April 28, 2003; Seminole County has not executed the JP A. ] Mayor Lessard asked for the opinion of the Planning & Zoning Commission as to whether the City should honor the JPA whether or not it is executed by the County. Mr. Von Herbulis said that the Planning & Zoning Commission approved the JP A before it went to the City Commission. ( r- l. - ........ ",.... .... ,.. I ... Staff will also provide some ideas of ov day district areas for comment/modification, after which it will begin work on the standards for the districts.
