".... ... .......... - - ...... r- I ... ...... 109 EPN1I1072 MINUTES City Commission, Sanford, Florida Work Session Minutes June 13, 2005 The City Commission of the City of Sanford, Florida, met in Work Session on Monday, June 13,2005, at 4:00 P.M., in the City Manager's Conference Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Linda Kuhn Vice Mayor Dr. Velma Williams [present at 4:08 P.M.] Commissioner Art Woodruff Commissioner Kevin Hipes City Manager Eugene Miller Assistant City Attorney Lonnie N. Groot [present at 4:52 P.M.] City Clerk Janet R. Dougherty Absent: Commissioner Randy Jones City Attorney William L. Colbert Call to order. Mayor Kuhn called the meeting to order at 4:07 P. M. 1) Presentation to Employee of the Month for Month of June. 2005. Mayor Kuhn reported the recipient was unable to be present at this time because he was in school; however, he would try to come to the meeting before it was adjourned. [Vice-Mayor Dr. Williams joined the meeting.] 2) Presentation of Water and Sewer Impact Fee Study by Anthony Hairston and Henry Thomas of Professional Management Grou!>. Inc. Mr. Hairston gave a power-point presentation of the Study, and provided a paper copy of the presentation. The Commission concurred to proceed with implementation of the new fees, to be effective August 15, 2005, and to include an index for future rate revisions. The Commission further concurred that Staff obtain Impact Fee Studies on the rest of the City's Impact Fees. [Vice-Mayor Dr. Williams left the meeting and returned during discussion.] 3) Agenda Items - additional information and/or questions. A) River Rats Casino Night. [Assistant City Attorney Lonnie Groot joined the meeting.] City Manager Miller reported receipt of a request for a contribution for this July 16, 2005, event to promote Sanford's team, and that each Commissioner has $1,000 and the Mayor has $1,500 that can be used for items such as this, at the discretion of the individual. B) Item 8) B). First of two readings of Ordinance No. 3941 establishing Residency Rules for Sexual Offenders. Assistant City Attorney Groot reported that the City of Oviedo is still refining its ordinance, on which Sanford's is based, and recommended the ordinance not be placed on first reading tonight; instead, to place a revised version on first reading on June 27, 2005. The Commission concurred. The Commission and Assistant City Attorney Groot discussed the ordinance and related issues. C) Ex-Parte Communications. Assistant City Attorney Groot reviewed Ex-Parte Communications, quasi-judicial matters, members of quasi- judicial boards engaging in Ex-Parte Communication, including with members of the City Commission, and Staff and members of the City Commission engaging in Ex-Parte Communication when Staff is the applicant in a quasi-judicial matter. D) Sanford Housing Authority. Mayor Kuhn reported Herman Valente and James Abernathy have informed her they are turning the Sanford Housing Authority back over to the City of Sanford. Finance Director Kevin Smith reported the Sanford Housing Authority owes the City of Sanford several years of Payment in Lieu of Taxes (PILOT) payments. 1) Presentation to EIllPloyee of the Month for Month of June. 2005. Mayor Kuhn presented FirefighterlParamedic Ronnie McNeil with the Employee of the Month Award for June, 2005. 4) End the meeting.
