The City Commission of the City of Sanford, Florida, met in Work Session on Monday, July 25,2005, at 4:00
P.M., in the City Manager's Conference Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Call to order.
Mayor Kuhn called the meeting to order at 4:14 P. M.
1) Seminole County Sexual Offenders and Sexual Predators Ordinance Proposal - presentation by representative of
Seminole County Sherifl"s Office.
Chief Deputy Steven D. Harriett, Seminole County Sheriffs Office, distributed copies of a draft Seminole County
Ordinance to be effective county-wide, relating to the residences of and certain activities of sexual offenders and sexual
predators, reviewed it and answered questions.
Senior Crime Analyst Loida E. Rennish, Seminole County Sheriffs Office, gave a power-point presentation of
Seminole' Empact, Electronic Monitoring Protection and Crime Tracking, which involves use of ankle bracelets and global
positioning satellite technology.

Special Events - continuation of discussion toward controlling number per year and total costs.
City Manager Miller submitted recommendations for a Special Events Policy as follows:
POLICY SUGOESTIONS:
A. Limit City sponsored events to five (5) as follows:
1) Fourth of July $130,000
2) Martin Luther King $ 20,500
3) Christmas Parade/Christmas in the Square $ 9,000
4) Memorial Day Parade $ 3,750
5) Veterans Day Parade $ 2.400
Total Cost $165,650
B. No fee waivers for fund raising events (full or partial)
C. Waive Fees for Schools, Citizen Block Parties and Charity Events when total costs do not exceed $500, not including
on-duty staff time.
IMPACTS:
1. Alive After Five - Continuation assumed by Downtown merchants and, perhaps, by CRA for limited time.
2.
Mardi Gras & Bike Fest - Totally assumed by Chamber of Commerce, no waiver of fees. Approvals by City
necessary .
3. Celety City Car Cruise - Responsibilities assumed by organizers. Perhaps an entry fee would cover each events
cost of about $1,100. Also, eight (8) annual events could be reduced.
4. Juneteenth Celebration - City's involvement would be greatly reduced. Perhaps organizers could be assigned

and restricted within a park.
5. Block Parties. School Events. Etc. - Miscellaneous small events involving limited street closings, short parades
and similar activities would not be impacted if costs do not exceed $500.
After discussion, the City Commission concurred that City Manager Miller prepare a new Special Event Policy using the above
recommendations, and to clarify that there will be no fee waivers for fund-raising events, except when total costs (excluding on-
duty staff time) do not exceed $500.
2.5) Request from The Sanford/Seminole County Chamber of Commerce to place their "Thunder in the Streets"
Special Event banners on City light poles along Seminole Boulevard.
After review and discussion, the Commission had no objection to the placement of banners as requested, however,
did not approve the banner design and therefore did not approve the placement of the depicted banners.
3) Agenda Items - additional information and/or questions.
Item 9. Eoo Resolution No. 2011 providing for personnel related revisions to the Classification and Pay Plan.
Sheryl Chapman, Human Resources Director, submitted a revised memo and chart. After discussion, the
Commission concurred to table this item for two weeks.
Item 8. Coo Ordinance No. 3954 to adopt a Special Magistrate System for adjudicating Code Violations.
This item was discussed.
3.5) Employee ofthe MonthlEmployee ofthe Year Awards.
The Commission discussed revising the Employee of the Month and Employee of the Year Awards Programs,
including adding more value to them.
4) End the meeting.
The meeting was adjourned at 6:18 P.M.
