The City Commission of the City of Sanford, Florida, met in Work Session on Monday, August 22,2005, at 5:00 P.M.,
in the City Manager's Conference Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Kuhn convened the meeting at 5:07 P. M.

RoD CaD Vote. The Commission briefly discussed the roll call vote procedure and agreed that it was not in favor
of using a roll call vote.
Sexual Offender Onlinance. Mr. Miller said that he received notice from Seminole County that tomorrow the
Manager and CO\Jnty Attorney will ask the Board of County Commissioners for permission to advertise the ordinance.
North Shore project - Joint Facilitation Agreement. Public Works Director Tom George said that the
Agreement between the City, CRA, and Suncor includes construction of a seawall, boat ramp, and amenities along the north
shore of the marina (palm Island). In addition to the estimated cost of the project increasing, there have been other changes in
the Agreement that need to be addressed. Staff met with Assistant City Attorney Lonnie Groot to discuss the Agreement and
is recommending that it be rewritten, reviewed, and agreed upon by all three parties, and brought back to the City Commission
for consideration and approval.
After discussion, the Commission agreed that the original Agreement should be rescinded, and will take action
tonight under the City Manager's Report.
Other Items 9 C) Thinl Amendment to Joint Participation Agreement between the City of Sanford, City
of Lake Mary, and Seminole County for Reclaimed Water/Alternative Water Supply Distribution Infrastructure; D)
Agreement with the St. Johns River Water Management District; and E) CPH Engineering Amendment #87-84.
Utility Director Paul Moore said that last Friday there was discussion among participants of the Tri Party
Agreement and there are changes related to the next phase of reclaimed water projects. He requested that Other Items 9 C, D,
and E be tabled to the next City Commission meeting.
City Manager Candidates. Mr. Miller said that he will address this item tonight under his report.
Special Events Ordinance. The Commission discussed not waiving special event fees, clean up fees, and
tabling the ordinance tonight, and it being provided to non profit groups for their input.

The Work Session was adjourned at 6:27 P.M.
