The City Commission of the City of Sanford, Florida, met in Work Session on Monday, November 14,
2005, at 4:00 P.M., in the City Manager's Conference Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford,
Florida.

Mayor Kuhn called the Work Session to order at 4: 12 P.M.
1) Presentation to Employee of the Month for October, 2005.
Mayor Kuhn presented Joseph Santiago with the Employee of the Month Award for October 2005.
2) Presentation of Police Department Operations Review. Part I.
Management Consultant Eugene Miller and Senior Crime Analyst Kathy Forrest presented and discussed
the Review [during which Commissioner Jones joined the meeting].
3) Public Safety BuUdinl: Review of cost estimates and design proposals.
Keith Reeves, President, Architects Design Group, presented and reviewed a power point presentation
regarding the Public Safety Building.
4) Review: Ft. Mellon Park Final Consultant Rankine and Preliminary Scope of Services. (See Agenda Item R-
9.G) [Commission Memo 06-026]
Planning and Development Services Director Russ Gibson and Project Manager Chris Smith distributed and
discussed information regarding the Ft. Mellon Park Master Plan, after which the Commission received a copy of the
proposal from the three highest ranked firms: Bellomo-Herbert, HHI, and GAl.
5) Review: Employee Health Care Coveraee. (See Agenda Item R-9.I) [Commission Memo 06-039]
Human Resources Director Sheryl Chapman distributed information regarding employee health care costs
which was reviewed by herself and City Manager Yehl.
6) Historic Preservation Board applicant interviews: Hank Dieckhaus, John Guiliani, Charles Jackson, Nancy Lord,
and Chris Patton. (See Agenda Item R-9.A) [Commission Memo 06-039]
The Commission interviewed Hank Dieckhaus and Nancy Lord.
7) Aeenda Items - additional information and/or questions.
Mr. Yehl clarified 9.K., Staffing Plan Changes, and recommended that the Fiscal Assistant position not be
abolished and the new classification of Purchasing Technician be deferred until completion of Mr. Miller's review of the
Finance Department. The Commission agreed.
Planning and Development Services Director Russ Gibson distributed a copy of a memorandum from
Assistant City Attorney Lonnie Groot regarding Regency Oaks' School Payment Commitment Document.

Mayor Kuhn adjourned the Work Session at 6:21 P.M.
Mayor Kuhn reconvened the Work Session at 6:22 P.M. upon the request of Chamber of Commerce
Executive Board Member Bob Horian and Chamber of Commerce President Angelia Gordon to discuss the
Sanford/Seminole Chamber of Commerce Agreement (a corrected copy of which was laid on the table prior to
