There is a three (3) minutes time limit for each speaker on each item, except a person representing an organization and presenting its views during a quasi judicial hearing will be allowed five (5) minutes, and a person speaking under Citizen Participation will also be allowed five (5) minutes. A resolution was adopted by the City Commission of the City of Sanford recognizing the importance of civility, decency, decorum and respectful behavior in promoting citizen participation in a democratic government. [Commission Memo 13-102] 2013-161 CITY COMMISSION MINUTES MAY 23,2013 SPECIAL MEETING The City Commission of the City of Sanford, Florida, met in Special Meeting on Thursday, May 23, 2013, at 5:00 PM, in the City Commission Chambers, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Commissioner Mark McCarty Commissioner Velma Williams Commissioner Patty Mahany City Manager Norton N. Bonaparte,Jr. Deputy City Manager Tom George City Attorney William L. Colbert City Clerk Janet Dougherty Deputy City Clerk Cynthia Porter Absent: Vice Mayor Randy Jones The meeting was called to order by Mayor Triplett at 5:04 PM. 1) Approve Resolution No. 2408 delegating authority to the City Manager relating to the approval and execution of contracts, human resources and personnel matters and the necessary actions and matters relating to the City's Mayfair Golf Course. [Commission Memo 13-102] Commissioner Williams moved to approve Resolution No. 2408. Seconded by Commissioner Mahany and carried by vote of the Commission as follows: Mayor Triplett Aye Commissioner McCarty Aye Commissioner Williams Aye Commissioner Mahany Aye OTHER ITEMS. City Manager Bonaparte said that the Budget Retreat is scheduled for June 13 2013-162 CITY COMMISSION MINUTES MAY 23,2013 SPECIAL MEETING and a Budget Work Session is scheduled for June 27. Finance Director Lindsay is of the opinion that they could be combined into one session. There was a consensus of the Commission to discuss the budget in a single day and to keep it as concise as possible but to keep the second date on the calendar if additional time is needed. Ms. Lindsay said that the budget package is expected to be provided to the Commission by June 10. Mr. Bonaparte said that Staff is making preparations for the June 10th start of the Zimmerman trial. He will meet with Staff next Wednesday regarding preparations that are being made in terms of security in City Hall. There will be additional Police presence in City Hall and throughout the City. There are different stages and different levels of readiness. He and Commissioner Mahany met with the Retreat at Twin Lakes Home Owners Association and shared with them that if they find increased traffic of people leaving memorial type items to please leave them and if they see people entering their private property that they should call the Police.
