City Manager Comments. 5:55 —6:00 PM 2013-183 CITY COMMISSION MINUTES JUNE 24,2013 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, June 24, 2013, at 4:30 PM, in the City Commission Chambers, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Randy Jones Commissioner Mark McCarty Commissioner Velma Williams Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. Deputy City Manager Tom George City Attorney William L. Colbert City Clerk Janet Dougherty Deputy City Clerk Cynthia Porter Mayor Triplett called the Work Session to order at 4:42 PM. 1. Regular Meeting Agenda Items—additional information and/or questions. • University of Central Florida Incubator Agreement—Lease Agreement for the Welaka Building. [Commission Memo 13-119.B] (RM 6.B) Deputy City Manager Tom George reviewed this item. 2. Briefing items. The Commission was briefed on several items that are on tonight's Regular Meeting agenda for approval: Israylite Heritage Feed My People 2nd Annual Conference' special event; Classification and Pay Plan Resolutions; and Resolution No. 2407 amending the Parks and Grounds Capital Fund for the purchase of an Articulating Boom Lift and authorize procurement of the Articulating Boom Lift. Commissioner McCarty gave a slide presentation regarding various boom lifts. 2013-184 CITY COMMISSION MINUTES JUNE 24,2013 WORK SESSION 3. Presentation by the Visioning Steering Committee. Deputy City Manager Tom George introduced this item. Committee Members present include: Robert McKinney, Doug Groseclose, Sylvester Chang, Steve Newton and Lindsay Oyewale. The members briefly reviewed the six key projects and policies addressed in the Citywide Vision & Strategic Plan summary entitled Imagine Sanford. Commissioner Williams commended the Committee for a very thorough job of coming up with a list of pertinent needs and concerns for the City of Sanford. She has often said that she views Sanford as a diamond in the rough that the City government needed to begin to polish so it can really shine. The City has begun to do that but she can't see that the City will ever reach its fullest potential until the local City government embraces the idea that there is a need for a comprehensive study of the depressed communities and the addressing of those areas. She didn't see any of that in this plan. Whit Blanton, Renaissance Group, said that the next step is to work with the City Manager and Senior Staff on the six items and bring back suggestions to the Commission at a Work Session as to which the Commission wants to identify as key projects or strategies for the next year. The Committee made recommendations and voted to ask for the Commission's full consideration of this Vision and Strategic Plan. He will work with the City Manager to schedule some time when it is appropriate to meet with the Commission. Mr. Bonaparte expressed appreciation for City Staff who worked with the 2013-185 CITY COMMISSION MINUTES JUNE 24,2013 WORK SESSION Committee. He also commended the Committee for the work they have done. The Commission also expressed thanks. 4. City Manager Comments. Mr. Bonaparte distributed a Speakers Bureau brochure to the Commission.
