PM Minutes Mr. Kinney moved to approve the March 20, 2013 meeting minutes. Mr. Chusmir seconded. Motion carried 5- 0. Public Meetings Due to applicant for PM-1 not being present at this time, item PM-2 was considered first. PM-2 Hold a Public Meeting to consider a Certificate of Appropriateness to paint a wall sign below the roof line and paint a wall sign at 200 S. Park Avenue. Tax Parcel Number: 25-19-30-5AG-0404-0010 Property Owner: Roy G Lanier III Representative: Kenneth Dittmann Mr. Chusmir moved to approve the request to paint a wall sign below the roof line and paint a wall sign at the street level at 200 S. Park Avenue based on a finding that the alteration is consistent with the purpose and intent of Schedule S and does comply with the specific guidelines contained within Schedule S and require applicant to submit font samples to staff for approval. Mr. Yebba seconded. Motion carried 3-2 (Kinney and Deming). PM-1 Hold a Public Meeting to consider a Certificate of Appropriateness to replace original wood windows with aluminum or vinyl frame windows with applied muntins and repoint brick at 209 N. Oak Avenue. Tax Parcel Number: 25-19-30-5AG-0104-0110 Property Owner: BAT DEV LLC Representative: Tim Hudson Ms. Dalton read a letter from Jodi M. Rubin, owner of CCS Restoration. Ms. Rubin stated she inspected the windows for the former owner and feels the windows and sashes can be repaired. Minutes – April 17, 2013 Historic Preservation Board Page 2 Ms. Dalton requested Jerry Mills to come forward to present his expert opinion of the proposed building renovations. Mr. Mills stated he has inspected the building for former owner. He concurs with Ms. Rubin’s comments about the windows. He requested the grinding method for mortar removal be denied due to the possibility of damage to the bricks. Mr. Mills called Clint Hobbs to come forward and show the board a chisel tool that is used to properly remove the mortar. Mr. Hobbs discussed mortar mixtures and repointing techniques. Mr. Chusmir moved to deny approval to replace original wood windows with aluminum or vinyl frame windows with applied muntins at 209 N. Oak Avenue based on a finding that the proposal is not consistent with the purpose and intent of Schedule S. Specifically, replacement of original wood windows with modern aluminum or vinyl frame windows will adversely impact the architectural style and historic integrity of this contributing building and would adversely impact the surrounding historic district. Mr. Yebba seconded. After discussion, Mr. Chusmir amended his motion to include that any composite material other than natural wood would not be acceptable. Mr. Yebba seconded amended motion. Motion carried 5-0. Mr. Chusmir moved to approve with conditions to repoint brick at 209 N. Oak Avenue based on a finding that the proposal is consistent with the purpose and intent of Schedule S. Specifically, repointing of mortar joints that are failing will protect the building from water intrusion and deterioration. The conditions are: 1) repointing may be authorized by staff upon thorough analysis of existing conditions. Repointing may only occur in selected areas where deterioration of existing mortar joints is determined to compromise the integrity of the building envelope; 2) repointing may be executed after a proposal for selective repointing has been approved based on photographic evidence; 3) original mortar must be analyzed so an appropriate mortar mix is used to avoid trapping moisture upon repointing; 4) pre-mix concrete or ready-made Portland cement is not an acceptable replacement for existing mortar joints and may not be used. After discussion regarding the mortar mix/removal/replacement, Mr. Chusmir withdrew his motion. Mr. Chusmir moved to approve with conditions to repoint brick at 209 N. Mr. Kinney seconded. Motion failed 2-3 (Deming, Yebba, Dieckhaus). Motion carried 3-2 (Kinney and Chusmir). Citizen Participation Wayne Deming came forward to make a comment about the type of fence installed at 715 Oak Avenue. Staff Reports Ms. Dalton requested board’s approval to have Chairman sign a “demolition by neglect” letter for 200 S Laurel Avenue and 117 S French Avenue. Mr. Yebba moved to authorize Chairman’s signature on the letters for 200 S Laurel Avenue and 117 S French Avenue. Mr. Chusmir seconded. Motion carried 5-0. Ms. Dalton shared photos of the unveiling of the downtown kiosk and the training workshop. There were approximately 50 attendees. Ms. Dalton reported she received a request from the Orange City Planner to have a “mini” one on one training with both historic preservation boards. Chairman and Board Items for Discussion Mr. Kinney reported he gave a presentation at the training workshop on “Serving on a Historic Preservation Board. He stated he received feedback from others about their dysfunctional boards. Ms. Deming asked if an existing curb cut could be enlarged. Staff informed her it could not be expanded. Adjournment There being no further business, the meeting adjourned at 8:06 . PM
