SCOPE OF SERVICES
Continuation of Transportation Engineering Services for
Amtrak Auto Train: Transportation Network & Access Assessment
City of Sanford

I. OVERVIEW
The City of Sanford, hereinafter referred to as the City, has requested the services of DRMP,
Inc., hereinafter referred to as the Consultant, to continue the evaluation of the existing roadway
access to the Amtrak Auto Train facilities located within the City of Sanford at 600 South
Persimmon Avenue. Specifically, this phase of the project will focus developing interim
improvements that can be implemented on the same schedule as the construction of the new
passenger terminal. This effort will involve coordination meetings with project stakeholders to
reach consensus on the configuration of the interim improvements, and additional analysis to
identify the anticipated costs and timelines involved with implementation.
At the request of Congressman Mica, a summary of the interim improvements and specifics with
respect to cost and an anticipated timeline for construction is required as soon as possible.
II. SERVICES
The following tasks have been identified as part of the Task Authorization for this activity. A
summary fee estimate corresponding with the anticipated effort is also provided in tabular form.
Task 1: Stakeholder's Meetings & Presentations
Two coordination meetings will be held with regional and local project stakeholders to identify
the nature of the near -term / interim improvements and their anticipated configuration.
Participants will include Amtrak staff, representative(s) from Congressman Mica's office,
FDOT, Seminole County, MetroPlan and the City of Sanford.
A project update presentation will be given to the City Council to review the results of the initial
evaluation. The presentation will be in PowerPoint format and will include exhibits from the
final report, field photos, and other relevant material. As part of the evaluation of interim
solutions, the presentation will be expanded and adapted for use in the stakeholder's coordination
meetings with graphical illustrations that help participants visualize the proposed improvements.
Visualizations created for the presentation(s) will also be utilized in the documentation to be
provided to the Congressman as part of the overall project summary.

Task 2: Interim Alternatives Development
Using input received from Amtrak staff and the local /regional partners, the Consultant will
develop improvements that focus on Persimmon Avenue between SR 46 and the entrance to the
Auto Train facility. This will involve development of a widening to 3 -lanes within this segment
as well as modifications to the SR 46 / Persimmon Avenue intersection such as the addition of an
eastbound right turn lane and potential future signalization. Other suggestions to be evaluated
include installation of cantilever truss signage along SR 46 to better delineate the Persimmon
Avenue access.
Task 3: Analysis of Alternatives and Cost Evaluation
Once the interim concept has been developed in sufficient detail, the Consultant will evaluate the
anticipated stormwater requirements and identify potential pond sites as needed. The project
cost estimate developed as part of the initial effort will be expanded to include the interim
improvements. At the request of FDOT, the Consultant will coordinate with Department staff to
review the LRE analysis and other elements of project cost such that the number presented to the
Congressman has received buy -in.
The Consultant will also coordinate with the District Environmental Administrator to identify the
timeline for a future project, should funding be identified in the near -term. It is possible that the
City may be able to advance certain elements of project in accordance with NEPA requirements
given that they are LAP certified.
Task 4: Summary Documentation & Coordination
The findings of this follow -on evaluation will be documented in a short summary handout
highlighting the scope, cost, and timeframe associated with the near -term / interim
improvements. This synopsis will be provided to the Congressman for his use in identifying
funds to support this project.
Task 5: Input for Questionnaire Request RE: Highway & Transit Reauthorization Bill
The consultant will assist the City in developing the required input and content for the High
Priority Project Questionnaire as requested by the Congressman. This involves background
research, coordination with staff at the Florida Department of Transportation to provide answers
to the 19 required questions. The items deal with issues such as the proposed project's
relationship to the Federal Aid Highway System, eligibility for the project to receive federal
funding under Title 23 (Highways) and /or Chapter 53 (Public Transit) of the US Code, a
summary of the proposed improvements, and anticipated costs.
III. TIME SCHEDULE
It is estimated that the above scope of services can be accomplished within the timeframe
specified through coordination with City staff. DRMP affirms its commitment to working with
the City and project stakeholders to deliver the requested information to Congressman Mica and
other interested parties on or ahead of the requested deadlines.

IV. COMPENSATION
The above described Scope of Services will be completed for a lump sum amount of $26,500.
Billing will occur on a percent complete basis with regular progress reports provided to the City
approximately once per month. The amount billed for any given period will correspond with
actual efforts expended, which may result in remainder fees that go unbilled. Such unbilled fees
will be utilized at a future time for additional analysis or coordination as required.
