EXAMPLE OF DUTIES Position will provide direct supervision and is responsible for complying with all environmental regulations covering the Water Production and Water Reclamation Facilities. Assist the Director with the following tasks: • - Adjust water and wastewater treatment routines to meet required quality of production and treatment standards. - Establishes all necessary procedures for operation and maintenance. - Prepares fiscal budget for Water Production, Lift Station and Pollution Control Sections. - Prepares all necessary reports associated with water and wastewater system that are required by regulatory agencies. - Prepares all necessary operation and project schedules, five year CIP and preventative maintenance program. - Prepares all necessary specifications related to the water treatment system. Will be involved with bid tabulation, selection of the successful bidder, notice to proceed and signing off on completed projects. - Responsible for training of water and wastewater treatment system personnel in proper operation of plant equipment and chemicals. - Responsible for ensuring proper collection of samples from water and wastewater treatment, water distribution system and industrial users for analysis by a certified laboratory. - Implements any necessary changes in operating procedures based on investigation of operating data. - Responsible for adequate and quick response to operational emergency situations. - Responsible for all written reports produced by Water Production and Water Reclamation Sections. - Assist with administration of the industrial pretreatment program. - Required to follow all City and departmental policies, procedures, rules and regulations. Shift Required. EXAMPLE OF DUTIES Under the supervision of the Water Reclamation Utility Plants Manager or designee, the Water Reclamation Facility Operator III is responsible for the proper and efficient operation of the Water Reclamation Facility. Duties are performed in accordance with established procedures and standards, but must exercise independent is judgment and initiative in regulating treatment to meet changing conditions and handling emergencies. As needed, highly skilled work from Essential Functions may be assigned by the Manager to cover any lead Operational work. ESSENTIAL FUNCTIONS — Operates water reclamation plant by operating filter machinery and pumps, regulating valves and observing flow dials, operating meters, other filtration and treatment equipment. — Participates in making minor repairs to mechanical equipment. — Reports major breakdowns to supervisor and take necessary emergency measures as may be needed. — Institutes or recommends new or improved operation, supervision of maintenance practices or procedures to insure efficient plant operation — Performs highly skilled work which may involve supervising in the operation of Water Reclamation treatment equipment and facilities on scheduled shifts. — Plans and supervises shift activities based on information provided by previous shift operators, current and anticipated conditions and special instructions provided by higher management. — Determines priority of activities for subordinates. Issues both general and specific instructions for shift activities. — Maintains and supervises the maintenance of intricate records and reports under Federal, State and City mandated guidelines in the form of paper logs and computer data entries. — Ensures that prescribed Federal and State standards for wastewater /reclamation quality are met. — Supervises, oversees and monitors wastewater treatment through all phases of treatment and monitors and regulates the transmission and distribution system operations. — Trains and instructs subordinates in the latest operational techniques. Trains and instructs subordinates in the • proper handing of hazardous chemicals, chemical feeders and associated calibration of those feeders. Page 1 of 4 — Supervises and/or coordinates work related activities with other departments — i.e. electrical, mechanical, . distribution, maintenance and deals with contractors as needed. — Recharges and adjusts chemical feed equipment which includes supervision of samples collection for routine and complex lab analysis. — Collects water samples at prescribed stages and time intervals in the treatment process and conducts or supervises the conduction of various laboratory analyses which include but are not limited to pH turbidity, jar tests, Dissolved Oxygen, Total and Suspended Solids, etc., to determine adjustment of treatment and/or appropriate amount of chemicals to be fed into the system. — Operates and/or supervises the operation of mechanical equipment to safely transfer chemicals from delivery trucks to appropriate storage and from storage to feeder hoppers. — Regulates and supervises the proper feed rate of wastewater treatment chemicals through mechanical feeders, proportion devices or computer controlled feed equipment and issues instructions to subordinates regarding these changes. — Assists Water/Water Reclaimed with plant operator performance reviews, job interviews and disciplinary actions concerning personnel on their shift. — Maintains an effective working relationship with subordinates, co- workers, supervisors and the public. — Assures coverage of open shifts due to vacations and sick leave use, and consults supervisor as needed. Assists their shift personnel in properly filling out time sheets as needed and assures equitable assignment of overtime to cover open shifts due to annual or sick leave. — Reads, interprets and records information observed and obtained from lab tests, meters, gauges, recorders and remote surveillance equipment, and other instruments during shift operations. — Enters and retrieves data into /from personal computers, process control computers and SCADA computers. — Maintains and monitors inventory levels of chemicals and other related materials and reports status to appropriate personnel. Submits orders to the superintendent for chemicals and supplies as required. . — Supervises building and ground security. Maintains and supervises the maintenance of records and reports pertinent to assigned tasks and submits appropriate management reports including unusual activities requiring the attention of operation supervisors or maintenance personnel. — Implements and assures subordinates' compliance with the City's Process Safety management (PSM), Safety and other related programs. — Operates a pilot plant as required. — All employees will have a role in the City's disaster preparation and/or disaster recovery efforts, as may be designated in the City Comprehensive Emergency Management Plan. — Follows safe working practices and has a working knowledge of safety practices and procedures. — Ability to adjust operating procedures to meet variations in plant volume and to make emergency decisions regarding plant operations so as to maintain quality and standards. — Ability to solve routine mathematical problems — Ability to read, interpret and/or record tests data, gauges and meters used in regulating the operation of the plant. — Ability to make operating repairs to electrical or mechanical equipment. Thorough knowledge of the principles and practices used in modern wastewater treatment processes. — Knowledge of supervision and management procurement of materials and supplies, supervision of maintenance, public relations and communications, health and welfare. — Thorough knowledge of the Federal, State and City's water /wastewater quality standards. — Skilled in the analysis and evaluation of Wastewater Treatment Plant operations with a view toward a quality product with safe, efficient and economical operations. — Ability to plan, train and supervise the work of others. — Ability to inspect machinery and mechanical equipment and to detect flaws and defects in operation of equipment and treatment processes. — Ability to prepare and maintain technical reports and records. Page 2 of 4 — Knowledge of computer basics and the functions and servicing requirements of mechanical equipment and • machinery. — Knowledge of the elementary principles of chemistry and bacteriology as they are applied to wastewater treatment including ability to accurately read, interpret and record instrumentation and laboratory data. — Ability to understand and follow oral and written instructions. — Ability to assume responsibility as part of an operating team and maintain effective working relationships with co- workers, supervisors and the public. — Ability to operate emergency power generation equipment. — Assuring cleanliness of work areas. — Available to work overtime on a scheduled shift. — Knowledge and ability to effectively perform the aforementioned typical tasks in the absence of direct guidance or assistance from supervisors. — Ability to operate a motor vehicle. ESSENTIAL MINIMUM QUALIFICATIONS: - Operator III 1. High School graduate or G.E.D. 2. Minimum of Five (5) years experience as wastewater plant operator including at least three (3) years of on -site actual experience with supervision and maintenance at the wastewater plant. 3. Possession of a valid Florida State Department of Environmental Protection Class "A" Wastewater • Plant Operator's License. 4. Has the interest and potential to perform and accept the duties and responsibilities of a Water Reclamation Superintendent. Licenses, Certifications or Registrations: Must possess and maintain a valid Florida Driver's license. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record.
