MINUTES 136 City Commission, Sanford, Florida W 9FI,- SeSSi9B July 27, 2009 - E00514441DW The City Commission of the City of Sanford, Florida, met in Work Session on Monday, July 27, 2009 at PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Linda Kuhn Vice Mayor Randy Jones Commissioner Velma Williams City Manager Robert (Sherman) Yehl City Clerk Janet Dougherty (Present at 4:11 PM) Assistant City Attorney Lonnie Groot Administrative Specialist Pat Lee ] Absent: Commissioner Jack T. Bridges Commissioner Art Woodruff ] Mayor Kuhn called the Work Session to order at 4:02 PM 1) Waste Pro proposed Consumer Price Index (CPI) Adjustment Petition - discussion. [Commission Memo 09-264] Mr. Yehl introduced Tim Dolan, Regional Vice President, Waste Pro, who stated that they are asking for a C adjustment of 2.12% increase to help keep up with costs of doing business. Residential customers would increase from $16. to $17.30 and commercial dumpster rates would increase from $41.96 to $42.72. This item will be brought back at a futu meeting for formal action. 2) Public Safety Complex Project Status Report- information. [Commission Memo 09-265] Nicholas McCray, Senior Project Manager announced the site permit has been secured and the building permit ha ] been issued. He has filed paperwork for a $1.7 million fire grant under Homeland Security. The contractor wants to stage 0 Lake Avenue for six months beginning August 10th. Site access has been restricted and should be coordinated through him. 3) Fire Hydrant maintenance and testing - information. [Commission Memo 09-265] Mr. Yehl submitted a report for information purposes. 4) Reduction in Force (RIF) - policy. Mr. Yehl stated that he reviewed the previous Reduction in Force policy administered during the last RIF and i provided 13 weeks of compensation but no health care benefits. It was the consensus of the Commission that 13 weeks 0 compensation and 12 months of health insurance benefits (or opt-out payment) be included in the RIF package. Earl retirement will also be offered to interested qualifying employees. Mayor Kuhn clarified that the Commission is still committed to not having to layoff anyone and she did not want employees to get the impression that there is a RIF in place until the City Commission makes this determination. 5) Midway Canaan Water Users Association - utility bill status. [Commission Memo 09-260] .., J Mr. Yehl advised that as of July 7, 2009, the midway Canaan Water Users Association owed less than $15,000 and has done a good job making payments. He anticipated the account will be completely paid offby January, 2010. 6) Pathways to Home Program - presentation by Debbra Groseclose Debbra Groseclose, Director of Prevention, Community Base Care of Seminole, Inc. gave a power point presentation J on the proposed Community Resource Facility to be located at 3500 Sanford Avenue. This program is specifically designed to help families with children. 7) Agenda Items - additional information and/or questions. Mr. Yehl distributed a comparison chart for the tentative millage rate to be set at the regular meeting tonight. [ 137 EOO51444lDW MINUTES City Commission, Sanford, Florida '+" 6rk Susi6B .July 27, 2999 Lonnie Groot, Assistant City Attorney, distributed a copy of a Charter Referendum Ordinance that included 19 ballot questions. He asked when the Commission would like this brought before the electorate. The Supervisor of Elections has reported that the ballot will be required to be bilingual due to Seminole County having about a 15% Hispanic population. Mayor Kuhn stated that there were no funds budgeted so the ballot question would need to go on the next General election ballot scheduled for November, 2010. This would also allow time to translate the questions. Commissioner Williams asked to discuss the millage rate. Mayor Kuhn felt it prudent to leave some "wiggle room", stating her preference is no more than a .5 mil increase. She noted an email received from Commissioner Woodruff stating he does not support a tax increase but recommended setting a higher maximum millage rate with the expectation to balance it at the current millage rate after future budget workshops. Mayor Kuhn requested Mr. Yehl provide the Commission with a list of current employee salaries as of this date. 8) End the meeting.
