CITY COMMISSION MEETING

In accordance with the Americans with Disabilities Act, persons with disabilities

Advice to the public: If a person decides to appeal a decision made with respect to
any matter considered at the above meeting or hearing, he or she may need a
verbatim record of the proceedings, including the testimony and evidence, which

Speaking Before the City Commission. There is a three (3) minutes time limit for each speaker on each
item, except a person representing an organization and presenting its views during a quasi- judicial hearing
will be allowed five (5) minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit policy. Each person desiring
to address the City Commission on an agenda item pending before the City Commission must, before
addressing the City Commission, legibly complete a citizen's input form and submit the form to the City
Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City of Sanford recognizing
the importance of civility, decency, decorum and respectful behavior in promoting citizen participation in a
democratic government. The City of Sanford calls upon the elected officials, employees, and the public to
exercise civility toward each other. (Resolution No, 2226, 0111 1111)

suggested as a continuation date; however, the actual date and time of the
continued meeting will be publicly announced before the conclusion of the
meeting being continued.

SPECIAL WORK SESSION
The City Commission of the City of Sanford, Florida, met in Special Work Session on
Thursday, June 13, 2013, at 1:00 PM, in the Railroad Depot Room, 2" d Floor, City Hall,
300 North Park Avenue, Sanford, Florida.

City Manager Norton N. Bonaparte, Jr.

City Attorney William L. Colbert
Mayor Triplett called the meeting to order at 1:15 PM.
1. Introduction and discussion of the proposed 2013/2014 budget.
[Cynthia Porter left the meeting.]
Finance Director Cynthia Lindsay distributed and reviewed a power point
presentation, Review of FY 2014 Budget. Topics discussed included: budget timeline;
budget outlook — revenues and expenditures; recommendations to balance the FY 2014
budget; general government Capital Improvement Plan; sustainability, and ad valorem
tax rates. Mayor Triplett stated he would like the City to reduce the proposed tax rate to
6.76 mills, and asked the City Manager to provide a breakout of how the corresponding
$130,000 decrease in the budget could be funded.
Mayor Triplett recessed the meeting at 2:20 PM,
Mayor Triplett reconvened the meeting at 2:43 PM.

The Proposed FY 2014 departmental and non-departmental budgets were
reviewed and discussed.

At 4:49 PM Mayor Triplett continued the Special Work Session to June
27, 2013 at 3:00 PM in the Railroad Depot Room. (Clerk's Note: the June 27, 2,413
meeting was subsequently cancelled and not rescheduled.)
