City Manager Comments. 5:50 — 5:55 PM 5:55 T- 6:00 PM CITY COMMISSION MINUTES AUGUST 26, 20113 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, August 26, 2013, at 4 :30 PM, in the Railroad Depot Room, 2"d Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Randy Jones Commissioner Mark M °Carty Commissioner Velma Williams Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. [5:02 PM] City Clerk Janet Dougherty City Attorney William L. Colbert Mayor Triplett called the meeting to order at 5:01 PM. 1. Discussion with State Representative Jason Brodeur. [Mr. Bonaparte joined the meeting.] Representative Brodeur and the City Commission discussed issues including employee raises, the need for police officers, pension funding and reform, assistance with funds for capital projects, community services tax, local business tax, assistance with alleviating flooding in Goldsboro, using lobbyists, the 2014 Legislative Session including gaming, pensions, budget, session dates, assistance with a bandshell and the seawall, and Riverwalk Phase III. Bilal Iftikhar, Public Works Director, distributed a request for legislative assistance with the capital funding for the Public Works Complex. 2. Presentation: Jennifer Taylor, Director of Client Services, The Christian Sharing Center. CITY COMMISSION MINUTES AUGUST 26, 2013 WORK SESSION Ms. Taylor and Angie Romagosa, President and CEO of The Christian Sharing Center, gave a powerpoint presentation explaining who The Christian Sharing Center is and what it does for the community. 3. Presentation: St. Johns River Water Management District — Central Florida Water Initiative. [Commission Memo 13 -176] Tom Bartol, Director of Water Supply, and Nancy Christman, Office of Communications, St. Johns River Water Management District, gave a powerpoint presentation on the Central Florida Water Initiative, specifically the regional water supply, and answered questions, 4. Discussion: "Celebrate Sanford" Weekend special event. [Commission Memo 13- 181] Torn George, Deputy City Manager, and Charles Davis discussed a proposed community -wide special event to be held during the same time period that BikeFest, which has been cancelled, would have been held. [Commissioner Jones left the meeting and returned during the discussion.] Mayor Triplett requested that any funds made over and above costs be set aside in an account for next year. 5. Discussion re: filling City Clerk position. City Manager Bonaparte distributed copies of the City Clerk Job Description and reported Deputy City Clerk Cynthia Porter had told him she would like to have the City Clerk job. He also distributed a brief summary of Ms. Porter's City CITY COMMISSION MINUTES AUGUST 26, 2013 WORK SESSION employment and reported that Mr. liosson has stated Ms. Porter does meet the minimum requirements for the job. The City Commission concurred it would like to promote Ms. Porter to City Clerk with the requirement that she work toward and attain Certified Municipal Clerk status. Details will be negotiated with Ms. Porter with the appointment scheduled for the September 9"' City Commission Meeting. 6. Regular Meeting Agenda Items — additional information and /or questions. Item 8.B.: Mayor Triplett reported he, Cynthia Lindsay and Bill Elliott met as the Audit Committee, reviewed auditors and unanimously agreed on the rankings and asked that the City Commission approve the selection. 7. Briefing items. None. 8. City Manager Comments. The City Commission concurred to start the September 9 "' Work Session at 3:30 P.M., or 3:00 PM if necessary, in order to allow sufficient time to interview board applicants. The City Commission concurred that it does not want to waive the requirements that board members be Seminole County registered voters and to interview only applicants who do meet the requirement. City Manager Bonaparte reported that the cost of insurance from The Florida League of Cities is going to increase and that Mr. Fo,sson can provide more details at the next meeting. City Manager Bonaparte reported that work has begun on speed tables at Ft. Mellon Park, as instructed by the City Commission at the last Work Session. Commissioner McCarty reported he is in opposition and wanted to do more research and have more discussion regarding the situation. The City Commission asked Commissioner McCarty to state his position in writing and file same with the last Work Session Minutes. Mayor Triplett adjourned the Work Session at 6:43 PM. Attest:
