Speaking Before the City Commission. There is a three (3) minutes time limit for each speaker
on each item, except a person representing an organization and presenting its views during a
quasi judicial hearing will be allowed five (5) minutes, and a person speaking under Citizen

the time limit policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City Commission, legibly

Planning and Development Services Director Russ Gibson said there is a
scrivener's error on page four of the ordinance in the middle of the legal description
which is a reference in the tax records but is not being included nor was it illustrated as
part of the action before the Commission. He asked that Staff be allowed to remove that
reference: "that part of lots 43 & 44 lying southerly of East Lake Mary Boulevard (less
roads) Sanford Celery Delta as recorded in Plat Book I Pages 75 -76 ". That legal
description refers to a triangular piece of land lying south of Lake Mary Boulevard that
the County erroneously included by reference when East Lake Mary Boulevard was
carved out thru the middle of the tract of land. The four parcels that are cited are correct

and the illustrated maps are correct. Per discussion with Counsel, if that portion of the
legal description is removed then everything will be fine.

Miles Miller read a prepared statement concerning matters of the George
Zimmerman/Trayvon Martin shooting incident, the firing of Police Chief Bill Lee, and
other actions that took place during these events. He asked that the Mayor and
Commission and the City Manager publicly apologize for the erroneous and unwarranted
firing of former Police Chief Bill Lee and for the grievous wrongful demeaning of his
personal and professional reputation. The current Police Chief is professional and well
liked by citizens and officers alike and had no part in any actions taken prior to his hiring;
he should unquestionably remain as Chief of Police. But to fail to correct an error such as
this would be shameful at best. The City has an obligation to apologize for the wrongful
firing of Chief Lee.
Reverend Samuel Duncan said that no apology is needed for actions taken
in the firing of Chief Lee; the decision was justified; the new Police Chief is trying to
heal the City and move it forward.
Thelma Mike said that we have done as much as we can do and we can go
forward with what we have done. Many people have been hurt and things have been said

but now we can move forward. She doesn't blame anyone for having their own opinions
about how they feel about things. The Martin family has lost a son. The Zimmerman
family has lost a son. All of the parents are hurting. If everyone will examine their heart
to see where they are and where they need to be to get along as people we will do a great
job for our City. The citizens of the City of Sanford have behaved beautifully.
13) CITY COMMISSIONER'S RE, PORTS.
Commissioner M °Carty said that he had a great opportunity to showcase
Sanford on the Joy in our Town program aired on Trinity Broadcasting Network. During
an interview with Nick Kroger of the Network he talked about all of the things that
Sanford has going on. Ile told how proud he is of the Mayor and Commission and the
City Manager. He spoke on everything he could think of that was good and where the
City is going in the next six to ten years. He thanked the Mayor and Commission and Mr.
Bonaparte for all of their hard work.
Vice Mayor Jones thanked all of the departments that were involved in the
4"' of July event for their hard work; it was a great.
Commissioner Mahany offered kudos for the success of the 4 "' of July
event. She also expressed appreciation for the Police Department who worked tirelessly
for fourteen consecutive days and did an amazing job in working with the community and
keeping residents safe. The Fire Department also deserves a huge thank you. She

year in working with the ministerial alliance, the community, and with the officers to
prepare them for the day of the verdict. Without that she doesn't think that things would
have gone so well. She thanked all of public safety.
Commissioner Williams commended Mr. Bonaparte and the Mayor for
their leadership exhibited during the trying times. She expressed the community's
profound gratitude for the services of the public safety department provided during these
particularly trying times. Also, she said there are a number of citizens who played a
major role and made a difference in terms of certain things not occurring in this town.
She commended them publicly. As for herself, she has embraced the Serenity Prayer and
the essence of it has guided her through this ordeal; all is well with Commissioner
Williams and she is interested in us moving forward.
Mayor Triplett dittoed Commissioner Williams' comments because he
knows that she was behind the scenes working with her constituents. He encouraged the
Commission to not get caught up in being an armchair quarterback via the email system,
public comments, or voicemails. He thanked the Police Department. He offered thanks to
Staff for everything they have done to keep the City running smoothly during this trying
time and for weathering the storm; Staff is the backbone. He asked the Directors to pass
along eternal gratitude to Staff for all they do and for standing by the City of Sanford
