City Manager Comments. 5:55 — 6:00 PM CITY COMMISSION MINUTES DEi CE, MBE 912013 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, December 9, 2013, at 4:00 PM, in the City Commission Chambers, City Hall, 300 North Park Avenue, Sanford, Florida, Present: Mayor Jeff Triplett Vice Mayor Randy Jones (present at 4:28 PM) Commissioner Mark M °Carty Commissioner Velma Williams Commissioner Patty Mahany City Manager Norton N, Bonaparte, Jr. City Attorney William L. Colbert City Clerk Cynthia Porter Mayor Triplett called the Work Session to order at 4:10 PM. 1. Discussion regarding Statement of Purpose for the City of Sanford Strategic Plan [Commission Memo 13 -254] Whit Blanton, The Renaissance Planning Group, gave a powerpoint presentation regarding development of vision and mission statements for the City of Sanford Strategic Plan. Mr. Bonaparte said that he will email the Commission the draft vision and mission statements and asked that they review them and provide him suggested revisions which can be discussed at the first January Work Session so statements can be crafted and a consensus reached. The statements can be formally adopted at the January 27"' regular meeting so that as we move through January — March we will have a Strategic Plan that will influence the development of the 2015 budget. Mayor Triplett asked Mr. CITY COMMISSION MINUTES DEcE MBE R 95 2013 WORK SESSION Bonaparte to email an executive summary and include a link to the documents the Commission is to review. 2. Discussion regarding selecting a firm to conduct a Management Analysis of the City's Operations and Structure [Commission Memo 13 -246] (RM S -E) Finance Director Cynthia Lindsay distributed and reviewed the City of Sanford Analysis of Operations and Structure RFP 12/13 -46 Scoring and Analysis. City Attorney Colbert said that when the Commission is ready to make a decision on which firm to select the appropriate motion could be to authorize Staff and the City Attorney to negotiate a contract. Action on this item is scheduled for tonight's meeting. 3. Discussion regarding Georgetown Neighborhood Roadway and Stormwater Improvements [Commission Memo 13 -245] Public Works Director BiIal Iftikhar said that his department has completed its evaluation for roadway and sidewalk improvements in the Georgetown Neighborhood. Historically there have been no flooding issues in that area. No funds have been allocated for this project. The Georgetown drainage can be prioritized and placed on the Stormwater Work Plan. Mr. Bonaparte said that a full comprehensive plan will be presented to the Commission. CITY COMMISSION MINUTIi1S DEcE, MBER 99 2013 WORK SESSION 4. Human Resources Director Fred Fosson reviewed the proposed health care coverage and monthly premiums for Calendar Year 2014, Deputy Police Chief Darren Scott reviewed the budget amendment to support several program initiatives as well as operational equipment and software purchases. 5. Briefing items. • Discussion regarding City's use of technology Commissioner McCarty said that he is interested in doing live streaming of Commission meetings. It is a better way of governing and connecting with residents in an effort to reach people who do not come to Commission meetings; we can go in a better direction and reach more people. There are companies that do live streaming. Mr. Bonaparte said that Commissioner MCCarty gave him three websites which he reviewed; the difference in what those municipalities do and what Sanford provides is the live streaming and the lack of ability to make electronic notes regarding the agenda. Commissioner M'Carty has done a lot of work on researching this. An option could be to provide the Commission with the links to other cities for their review. Mayor Triplett asked Commissioner McCarty to share those links with Mr. Bonaparte so conversation about this can keep going. 111MIXTUA11-9 MWITAI WORK SESSION 6. City Manager Comments. Mr. Bonaparte said that he and Mr. Dale have had discussions regarding signage at Airport Boulevard and Sanford Avenue. Seminole County is willing to permit the entrance wall as long as both property owners consent. A consent letter has been received for one side but not yet from the other side. There are lit signs on Sanford Avenue indicating the way to the Airport. Commissioner M'Carty said that he has been working with FP&L regarding LED lighting in Georgetown; they will supply LED lighting in 2014; he is still talking with them and getting prices.
