Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting its views during a quasi-judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.
The City of Sanford calls upon the elected officials, employees, and the public to

6) CONSENT AGENDA: The action proposed to be taken is stated for each
item on the Consent Agenda. Unless the item is removed from the
Consent Agenda by a City Commission member, no discussion on
individual items will occur and a single motion will approve all items.

A. Approve the amended Interlocal Agreement between Seminole
County and the City of Sanford for the Sunrail Station Maintenance,
removing the section providing for routine patrol by the Police
Department.
7) PUBLIC HEARINGS: The purpose of a Public Hearing is to receive input
regarding the item being considered. Public Hearings are not intended to
be a time for the public to obtain information about the subject matter of
the hearing. (Hearing Sequence: 1st - staff; 2nd - applicant/requesting

A. Approve Resolution No. 2464, amending the capital project
budget in an amount not to exceed of $83,713.80 and approve the
purchase of 20 portable radios for the Fire Department.

amount of $600 for brick engraving and placement at Veterans
Memorial Park and authorize procurement for those services from

Taurus vehicles from the Building Fund to the General Fund.

receive citizen input and comments pertaining to matters over which the
City Commission has jurisdiction or control. Questions directed to the City
Commission may be referred to City staff to be answered within a

Mr. Bonaparte said if anyone has questions about the proposed penny sales tax in
regards to what the City will do with the funds should the voters choose to approve it, to please
let him know. Information is also available on the City's website.
12) CITIZEN PARTICIPATION.
Andre Klass asked if the proposed penny sales tax passes will there will be a
reduction in property tax to the level at or below what it was prior to the 2012 election; and is
that a decision the City would make as a whole or would there be an attempt to influence
members of the School Board to bring the tax back down. Mayor Triplett said that the School
Board has made a commitment to reduce its one point mil to some point. He suggested that
contact information is available for School Board members and that Mr. Klass can state his case
to them regarding reduction of their millage. Should the proposed tax pass, the City's portion
will go to pay for infrastructure items.
Thelma Mike spoke regarding the proposed penny sales tax and the employee
incentive.

13) CITY COMMISSIONER'S REPORTS.
Commissioner M'Carty encouraged people to vote for the proposed tax so the
City can continue running smoothly.
