Ms. Dennison called the meeting to order at lOAM.
Presentation
Ms. Dennison presented a plaque to Ross Robert recognizing his years of service to the Planning & Zoning
Commission.
Minutes
Mr. Yolk moved to approve the Minutes of the August 20, 2009 Regular Meeting. Mr. Loader seconded. All in
favor. Motion carried 6-0 (Mr. Kutz not present at this time).
Proof of Publication
Mr, Yolk moved to accept the proof of publications. Mr. Green seconded. All in favor. Motion carried 6-0 (Mr.
Kutz not present at this time).
Public Hearing
Hold a Public Hearing to consider a request to Rezone 43 parcels or approximately 36.15 acres generally located at
2501 Frog Alley and 2950 Beardall Avenue from AG, Agriculture to RI -1, Restricted Industrial for the Sanford

Ms. Dennison informed all present that this item has been withdrawn and will not be heard.

Hold a Public Hearing to consider a request for a Conditional Use to operate a Community Resource Facility at
3500 Sanford Avenue for Community Base Care of Seminole, Inc. Girls & Boys Town of Central Florida, Inc.,
property owner; Debbra Groseclose - Community Base Care of Seminole, Inc., Greg Zbylut ~; Girls and Boys Town
of Central Florida, Inc., Miguel Buencamino and Brady Lessard - CPH Engineers, Inc., representatives.
Mr. Robertson added three additional stipulations (#6: there shall be no residential uses or housing on site,
including but not limited to, permanent residences, temporary residences and overnight use; #7: outdoor activities
and other special events must meet the requirements of Chapter 90, Special Events of the City Code; #8 there shall
be no more than four special events per year and no more than one per month) and changed stipulation number
three (the conditional use shall expire if the required site improvements are not made within twelve months from
the date of this approval and must be completed prior to use as a CRF).
Present to speak in opposition were Gayle Loughlin and Dr. Laurence Seigler, They were concerned about the
parking situation, existing drainage issues, and increased traffic in their neighborhood. Ms. Dennison read an email
received from Debra Seda, opposing the request for the same reasons.
Mr, Yosefian moved to approve the conditional use to operate a Community Resource Facility at 3500 Sanford
Avenue per staffs amended recommendation. Mr, Green seconded. All in favor, Motion carried 7-0.
