City Manager Comments 5:55 — 6:00 PM CITY COMMISSION MINUTES 2014 -159► MAY 12, 2014 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, May 12, 2014, at 5:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Velma Williams (present at 5:06 PM) Commissioner Mark McCarty Commissioner Randy Jones Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. Deputy City Manager Tom George City Attorney William L. Colbert City Clerk Cynthia Porter Deputy City Clerk Traci Houchin Mayor Triplett called the meeting to order at 5:04 PM. 1. Discussion re: Continuation of Strategic Plan Whit Blanton, Renaissance Planning, distributed and reviewed a document entitled Strategic Priorities — A Summary of the Imagine Sanford Initiative. He asked the Commission to suggest any changes to help him develop a document that will show how the City intends to move forward in their priorities and values. City Manager Bonaparte asked the Commission to forward any suggestions that they have to Mr. Blanton so he can put something together for discussion at the June 9th Work Session and formal action agendized for the June 23`d Regular Meeting. 2. Regular Meeting Agenda Items — additional information CITY COMMISSION MINUTES 2014-16G MAY 12, 2014 WORK SESSION A. Construction, Engineering and Inspection (CEI) for Persimmon Avenue Sidewalk Project. There was no discussion or questions. B. Grant from the Department of Housing and Urban Development Community Development Block Grant 2013/2014 to fund the Goldsboro Front Porch Council, Inc. Youth Empowerment and Leadership Development Academy ( YELDA). Senior Planner Andrew Thomas advised the Commission that this is the third and final year for the YELDA program and that the program has been successful in meeting its goals. C. Conditional Temporary Parking Easement at 210 Sanford Ave. Deputy City Manager Tom George stated that the City is anticipating the need for parking upon the completion of the Sanford Avenue Streetscape Project. The City has negotiated an agreement with a local business owner that will provide for free public parking after normal business hours during the work week and unrestricted hours on the weekends. The term of the agreement is for eight (8) years and will cost the City approximately $40,000 for in -kind services to resurface the parking lot, striping, curb work, landscaping and signage. The property owner will be responsible for ongoing maintenance following the initial rehabilitation work done by the City. Approximately 25 parking spaces will be made available. The Commission will take action on this item tonight. CITY COMMISSION MINUTES 2014 -161 MAY 12, 2014 WORK SESSION D. Florida Department of State Small matching Grant Application for $15,000. Community Planner Christine Dalton explained that the grant does not require a match from the City; therefore, there would be no impact to the City's budget. The grant could be used to lay the groundwork and help provide a basis for developing a Historic Preservation Plan, and also ties into the Strategic Plan core values of enriching the City's culture and history. The Commission will take action on this item tonight. 3. Briefing Items — City Manager • The Sanford Airport Authority requested a Joint Meeting to review and approve its budget on August 12th or August 26th. The Commission had no date preference. • The Commission concurred to hold a Joint Meeting with the Planning & Zoning Commission at the June 23 d Work Session. The Commission is to provide agenda items to Planning and Development Services Director Russ Gibson. • City Attorney Colbert provided an update to a decision that was made by the Supreme Court on prayer at public meetings. He said that the Regular Meetings will continue with the invocation during the ceremonial part of the meeting. The City Clerk will revise the agenda to reflect the changes as recommended by Mr. Colbert. 4. City Manager Comments CITY COMMISSION MINUTES 2014 -162 MAY 12, 2014 WORK SESSION Mr. Bonaparte thanked Public Works staff for refurbishing the parking lot on Commercial Street. City Commission Comments Commissioner Mahany said that she received a call from a health care provider giving thanks to Commissioner McCarty for his help on the sidewalks; the residents love them. Also, in looking at the City Attorney's monthly statement, she asked if the City is involved with unmanned airplanes or drones, and Mr. Colbert explained that the expense relates to the Sanford Aero Modelers Lease which is on tonight's agenda. Deputy City Manager Tom George said that the City does have an unmanned aircraft and asked Project Manager Chris Smith to explain. Mr. Smith said that the City purchased a small model aircraft that will take aerial photos of construction sites each month as required for grant purposes. At this time, staff is only training to fly it until a Certificate of Appropriateness (waiver) is received from the Federal Aviation Authority (FAA). Vice Mayor Williams discussed RM Item 6.A, the termination of the Alcalde & Fay, Ltd. agreement and expressed concerns about the way the termination was handled. Commissioner Mahany said that she wasn't aware of some of the things that Alcalde & Fay has accomplished for the City according to their e -mail transmission. Mr. Bonaparte said that he too was not aware of these things. If they are doing things to CITY COMMISSION MINUTES 20-14 -163 MAY 12, 2014 WORK SESSION help the City then they should let the City know, as he has never received any type of report from them. City Attorney Colbert said that it is normal practice for a lobbyist to provide the City with a report. He too confirmed that he has not received any reports from Alcalde & Fay other than generic updates or information. There was discussion about the entrance to the Sun Rail Station needing to be maintained. Also discussed was the maintenance of the median, high growth and debris on SR 46. Mr. Bonaparte said that the Florida Department of Transportation (FDOT) is responsible for the maintenance and they can continue to be asked to maintain on a more frequent basis; however, he will look into options that the City has in order to take over maintaining SR 46 from I -4 into Sanford.
