City Manager Comments 5:55 — 6:00 PIVI CITY COMMISSION MINUTES 2014 -174 JUNE 9, 2014 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, June 9, 2014, at 4:15 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Vice Mayor Velma Williams Commissioner Mark M'Carty Commissioner Randy Jones Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. Deputy City Manager Tom George City Attorney William L. Colbert Acting City Clerk Pat Lee Deputy City Clerk Traci Houchin Absent: Mayor Jeff Triplett City Clerk Cynthia Porter Vice Mayor Williams called the meeting to order at 4:20 PM. 1. Discussion re: Alcalde & Fay, Ltd. Future Services — Jim Davenport and Skip Bafalis. Mr. Davenport said that Alcalde & Fay has been representing the City of Sanford in a lobbyist position for several years. In order to continue working together, he offered some suggestions that will keep the City moving forward and keep a good working relationship with the firm. The main focus should be on the projects that the City wants and needs. The firm sends "Grant Alerts" every two weeks. It is important that CITY COMMISSION MINUTES 2014 -175 JUNE 9, 2014 WORK SESSION City staff become familiar with what is available. The firm will help write a grant, review it and get letters of support. Mr. Bafalis strongly urged that a representative from the City make an annual appearance in Washington D.C.; it really pays off to have a presence there. He also suggested having a monthly conference call with City staff, as he believes that communication is "key ". 2. Regular Meeting Item — additional information (Item moved from 4.A to 2) A. Interlocal Agreement between the City of Sanford and Seminole County relating to the Community Development Block Grant Program administration. [Commission Memo 14- 113.C] (RM 6.) Senior Project Manager Andrew Thomas introduced Frances De Jesus and Buddy Balagia from the Seminole County Community Services Department and explained that Seminole County will be taking over the administration portion of the City's CDBG Program and all funds in 2014 will be turned over to the County in order for them administer the program and activities. Mr. Thomas will continue working on the annual plan which will be brought before the City Commission for final approval. 3. Discussion re: Health Insurance — Fred Fosson Human Resources Director Fred Fosson said that in May he learned that the City's Health Plan policy which is provided by Blue Cross Blue Shield allows for CITY COMMISSION MINUTES 2014 -176 JUNE 9, 2014 WORK SESSION same sex (married) coverage although the State of Florida does not. He asked direction from the Commission whether to leave the coverage as is or opt out due to Florida State law. It was the consensus of the Commission to retain the new definition expansion and cover same sex marriage under the City's current health insurance plan. 4. Presentation re: Mayfair Golf Course Second Quarter Report Deputy City Manager Tom George handed out and reviewed the second quarter report for the Mayfair Golf Course. 5. Briefing Items - None 6. City Manager Comments City Manager Bonaparte shared with everyone that the residents will be receiving a notification in the next water bill regarding a .37 cent decrease per month in Waste Pro's rates.
