Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting its views during a quasi-judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.
The City of Sanford calls upon the elected officials, employees, and the public to
exercise civility toward each other. (Resolution No. 2226, 04/11/11)

The City Commission of the City of Sanford, Florida, and the Planning and
Zoning Commission, met in Joint Meeting on Monday, June 23, 2014, at 4:00 PM, in the City
Commission Chambers, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the meeting to order at 4:08 PM.
1. Discussion re: Future Residential Development & Commercial Development
Mr. Mills said that he is very "pro' development and would like to see the City
implement incentives that will bring tourists and development into the City. It would be great if
the City could offer some type of shuttle from the airport to the rail station (spur) and on to the
downtown area.
Mr. Esler suggested that the City offer incentives to the property owners along SR
46 that have property in the County, perhaps, a tax incentive (on millage) if they would be
willing to annex their property into the City.

Mr. Mills said that he would hate to see potential developers go elsewhere if the
City is not willing or able to offer incentives.
Commissioner Mahany said that the City would love to offer incentives; however,
the immediate reaction from residents is where the money is coming from. She also believes that
a CRA around the train station would be a great idea.
Vice Mayor Williams asked if the City has any developer incentives or tourist
incentives and Economic Development Director Bob Turk explained that the City does not offer
tourist incentives but that they do have developer incentives in place with the County.
Mr. Mills said that it would be helpful if the Planning & Zoning Commission had
more information on incentives so that they could pass that information on to potential
developers.
2. Discussion re: The Role of Imagine Sanford
Mr. Esler said that in looking at the role of Imagine Sanford, he would like to
know how the City Commission is going to get these ideas into the Comprehensive Plan so that
they could be used in making decisions.
Commissioner M °Carty recommended that the City Manager look back at all the
studies that have been done in the last ten years and determine what it is that the City wants to do
and report back to the Commission within 30 days.
Commissioner Mahany said that they are currently working on this through
developing the Strategic Plan. She said that the timing is what frustrates her.

Director of Planning & Development Services Russ Gibson said that there is a
process in place that takes resources and at this time, they simply don't have the resources which
can cause things to move at a slower pace.
Mr. Esler agreed that it is frustrating to hear that staff is strapped with issues such
as: not having enough time, resource, money or whatever it may be, but if the City cannot do
business within their own home then how will the City attract others. He said that he would like
to see the City go back to doing business five days a week.
Mayor Triplett suggested that they meet again later in the year to discuss some of
the things that they would like to accomplish. The tentative date is October 13, 2014. Mr. Mills
also said that he would like Mr. Turk to provide an update on economic development and what
he feels his needs are.
There being no further business, the meeting was adjouy ed at 5:00 PM.
