City Manager Comments 5:55 — 6:00 PIVI CITY COMMISSION MINUTES SEPTEMBER 8, 2014 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, September 8, 2014, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Velma Williams Commissioner Mark M'Carty Commissioner Randy Jones Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Cynthia Porter Deputy City Clerk Traci Houchin Mayor Triplett called the meeting to order at 4:08 PM. 1. Board Interviews. [Commission Memo 14 -157] The Commission interviewed the following board applicants: Tammy Agnini, Jeff Bancroft - Billings, Henry Bowlin, Steve Chusmir, Matthew Criswell, Steve Esler, Doug Groseclose, Paul Osborne, Taylor Pancake, Clyde Robertson, and Ronessa Strickland- Roberts. Discussion of applicants and appointment of board members will be scheduled for the September 22, 2014 Regular Meeting. 2. Discussion re: KaBOOM! Playground Project at McKibbin Park [Commission Memo 14 -1581 Project Manager Chris Smith and Parks & Grounds Operations Manager Marc Hultin provided an update on the KaBOOM! Playground project to be constructed at McKibbin Park. Mr. Smith explained that the City of Sanford was chosen by Disney for this project and that 30 -40 students from Idyllwilde Elementary submitted drawings CITY COMMISSION MINUTES SEPTEMBER 8, 2014 WORK SESSION of their dream playground. Mr. Hultin provided a handout of three conceptual drawings for the playground design. He also said that Disney is going to cover the cost of a shade structure that will cover the playground. Build day is scheduled for October 25' 2014 at 8:00 AM with the ribbon cutting to take place at 2:00 PM. 3. Regular Meeting Items — additional information Mr. Bonaparte stated that there will be a budget presentation given at tonight's Regular Meeting by the Finance Director. Human Resources Director Fred Fosson provided an overview of the additional duties performed at the Splash Pad and the request for additional pay for staff that holds an aquatic facility operators certification; this will be an action item on tonight's agenda. 4. Briefing Items 5. City Manager Comments The Seminole County Board of Commissioners will consider the City of Sanford's CRA extension on September 23, 2014. At the last Regular Meeting, the City Commission approved an Interlocal Agreement with the County's 17/92 CRA for an amount of $230,000; however the County Commission approved a greater amount of $260,000 for the clean -up of contaminated soil at the former Sanford Police station located at 815 S. French Avenue. Since it is a different amount, Mr. Bonaparte wanted it recorded at this meeting so the Mayor is authorized to sign the agreement. CITY COMMISSION MINUTES SEPTEMBER 8, 2014 WORK SESSION The Citizens Academy will begin September 10, 2014 at 6:00 PM; 31 people have signed up and there is a waiting list of 16. This month's Alive After Five event will pay tribute to the fact that it is 9- 11. There will be patriotic information available; the Mayor will speak at 5:30 PM.
