Approve the First Amendment to the U.S. 17 -92 Street Beautification project agreement with the Seminole County U.S. 17- 92 CRA and authorize the Mayor to execute the Agreement. C. Approve the special event permit, alcohol permit, and noise permit for "Monsters Beertoberfest 2014" to be held from 4 -8 PM on September 27, 2014. D. Approve the special event permit, with street closures and noise permit for the "Seminole High School Homecoming Parade" event to be held from 3 -7 PM on November 6, 2014. E. Approve the special event permit, noise permit and street closures for the last Saturday of every month from January through October in 2015 for the "2015 Celery City Cruisers" event. F. Approve the Additional Pay, for additional duties to be performed at the Ft. City Manager Bonaparte announced that the Citizens Academy starts this Wednesday; 31 people have registered and there are 16 on the waiting list. Mr. Bonaparte said that the Alive After 5 event this Thursday will pay tribute to 9-11; there will be patriotic information available and the Mayor will speak at 5:30. CITY COMMISSION MINUTES SEPTEMBER 89 2014 REGULAR MEETING 13) CITIZEN PARTICIPATION. The following people spoke regarding the negative impact that the noise from the SunRail maintenance yard has had on their property and their quality of life: Jeremy Meyer, Joe Torresin, Quinton Robertson, Joseph Casullo, and Paul Aaron. Art Woodruff, on behalf of the Community Improvement Association, gave an update regarding Hopper. There have been changes to the Board structure with new Board members. They have been looking at some covenants that would be required by the State and the City if there is an arrangement made for the grant. They will be meeting with an end user who hopefully will bring significant resources and provide stability for Hopper. Teresa Henderson spoke regarding a light pole installed by the historic preservation people; one of the lights is hooked up to her apartment and the electricity cost is very high; the lights are not being maintained; her realtor tried to contact the president of the home owners association but to no avail. Mayor Triplett asked Staff to reach out to the Sanford Historic Trust president to express Ms. Henderson's concern to see if something can be worked out with the Trust. Robert Segal, Sanford River Rats Advisory Board member, spoke regarding signage at the Historic Sanford Memorial Stadium. There is no signage from the middle of May through the season of July advertising that the Rats are playing. He asked that the Commission consider asking Staff to work with the Rats starting a few weeks prior to May to allow signage that the stadium is the home of the River Rats and advertise their playing schedule.
