City Manager Comments 5:55 — 6:00 PM CITY COMMISSION MINUTES 2014 -284 SEPTEMBER 22, 2014 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, September 22, 2014, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Velma Williams Commissioner Mark M °Carty Commissioner Randy Jones Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. Asst. City Attorney Lonnie Groot City Clerk Cynthia Porter Deputy City Clerk Traci Houchin Mayor Triplett called the meeting to order at 4:10 PM. 1. Presentations re: SunRail — The Preserve at Lake Monroe. The Florida Department of Transportation (FDOT) District Five Secretary Noranne Downs said that she understands that the noise coming from the SunRail maintenance yard located behind The Preserve neighborhood is a big concern for the residents as well as the City. FDOT is committed to installing a sound barrier wall in the neighborhood that will be 22 feet in height and 2200 feet in length. The project should be under construction the first quarter of 2015. SunRail Manager of Security and Safety, Doug Stencil, gave a brief overview of steps that have been taken to help reduce the noise. Ground power and air compressors have been installed which will allow the diesel locomotives to be shut down by 11:00 PM nightly if all trains are on schedule. However, the first train departure takes CITY COMMISSION MINUTES 1014 ®"ZZ'S5 SEPTEMBER 22, 2014 WORK SESSION place at 5:00 AM which means that the locomotives need to be started up approximately 90 minutes before (3:30 AM) for regulatory testing to be completed. Commissioner Mahany said that she finds it odd that there have been no noise complaints prior to SunRail. Commissioner M °Carty asked what level of noise (percent) FDOT would like to achieve and Ms. Downs explained that noise is measured in decibels. The normal decibel level is 5; however, she believes that FDOT can reduce it to 10 or 12 decibels. Commissioner Mahany said that her main concern is for the residents. She wants to be certain that someone is working with the residents of The Preserve. Ms. Downs assured her that she and her colleagues will be meeting with the homeowners as soon as possible. Resident Karen Gobel who lives in The Preserve said that originally the residents were told that the maintenance yard was a cleaning facility and would be utilized once a week. She said that the residents feel betrayed by FDOT and the neighborhood has been destroyed; their quality of life is gone. Commissioner Jones said that he drove into the neighborhood on September 12, 2014 between 4:00 and 5:00 AM. He witnessed the noise while inside his diesel vehicle. Mayor Triplett said that with the growth and expansion of SunRail, the current location may not be the right location for a maintenance yard. Commissioner CITY COMMISSION MINUTES 2014 -286 SEPTEMBER 22, 2014 WORK SESSION Mahany said that perhaps it needs to be in a more industrial area; she suggested Volusia County. City Manager Bonaparte asked Ms. Downs if FDOT would be willing to work with the residents on reinforcing the windows in their homes to help keep the noise level down and she said that she will look into it. She asked that staff send her contact information for the Homeowners Association so that FDOT can schedule to meet with the homeowners as soon as possible. 2. Presentation re: Sanford SunRail Station Area Study Plan — Final Report. Richard Wohlfarth of IBI Group, Inc., presented a PowerPoint presentation that reviewed the Sanford SunRail Station Area project; goals for the Sanford SunRail Station Area Plan; the plan development process; key messages from the community and the public; a needs assessment study (housing, retail and industrial); development studies for the Sanford SunRail Station Area Plan and key implementation strategies on how to make it happen. 3. Presentation re: Volusia County Transit Connector Study — Project Kickoff. The Florida Department of Transportation (FDOT) District Five Modal Development Manager Brenda Young presented a PowerPoint presentation of the Volusia County Transit Connector Study that provided a brief description of the study area; the scope of services; the planning process; public outreach objectives and project schedule. CITY COMMISSION MINUTES 2014 -287 SEPTEMBER 22, 2014 WORK SESSION Commissioner Williams asked if FDOT will be funding the study and Ms. Young explained that they are responsible for 75% of the funding and that Volusia County is responsible for the remaining 25 %. Mayor Triplett asked Ms. Young the next steps and she explained that they are scheduled to come back to the City Commission two more times over the next year. 4. Regular Meeting Items — additional information A. Request to trade -in five 2011 Kawasaki motorcycles and lease seven 2015 Harley Davidson motorcycles using a piggyback agreement. [Commission Memo 14- 159.I] (RM 7.H) Deputy Police Chief Darren Scott reviewed the request and explained that the City has twelve certified motorcycle officers in the department so each bike will be utilized. This is an action item on tonight's agenda. B. Payroll Deduction Loan Program for Employees [Commission Memo 14- 159.I] (RM 7.I) There were no questions from the Commission. This is an action on tonight's agenda. 5. Briefing Items A. Discussion re: request to become a Commemorative Partner of the United States of America Vietnam War Commemoration Commission. CITY COMMISSION MINUTES 2014 -288 SEPTEMBER 22, 2414 WORK SESSION Communications Officer Lisa Mosca said that the City received an invitation from Major General Arnold Fields asking if Sanford would like to be a Commemorative Partner with the United States Vietnam War Commemoration Commission. There is no cost to the City and the only requirement is that the City conducts two commemorative events each year, which they already do. The consensus of the Commission was to move forward with the application. B. Discussion re: Proposal to update the City's Comprehensive Plan provided by Littlejohn Engineering Associates. Mr. Bonaparte informed the Commission that this particular item is not budgeted for and asked the Commission if they would like to move forward with this item. The consensus of the Commission was to move forward with the update. Mayor Triplett asked how long this process will take and John Jones of Littlejohn Engineering said approximately one year. C. City Commission District Locator website program. City Clerk Cynthia Porter gave a brief demonstration of the City Commission District Locator program. She said that a resident who was having difficulty locating her Commission district suggested that this information should be available on the City's website. She worked with the IT Department to create the interactive map. The program has not yet been implemented as she first wanted to share it with the Commission. The consensus of the Commission was to move forward with the program. CITY COMMISSION MINUTES 2014 -289 SEPTEMBER 22, 2014 WORK SESSION 6. City Manager Comments Mr. Bonaparte said that the Seminole County Board of Commissioners will be considering the City's CRA Extension at the October 14, 2014 meeting. Mr. Bonaparte said that Management Partners will be presenting the Final Report and Implementation Action Plan to the Commission at the October 27, 2014 Work Session. Mr. Bonaparte mentioned a new policy for employees who are performing additional duties or working out of classification. He said that the policy has been reviewed by the City Attorney and since it is an administrative policy, Commission approval is not required; however, he wanted to inform the Commission of the policy. He asked the Human Resources Director Fred Fosson to provide a little more detail. Mr. Fosson said that the policy pertains to circumstances that arise when a position is vacant or when an employee is out for an extended period of time. He said that it has been a struggle to determine how to compensate employees that take on additional responsibilities of a second job. This fulfills a temporary need for the City.
