Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting its views during a quasi-judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.
The City of Sanford calls upon the elected officials, employees, and the public to

SPECIAL MEETING
The City Commission of the City of Sanford, Florida, met in Special
Meeting on Wednesday, November 5, 2014, at 1:00 PM, in the Railroad Depot Room,
Second Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the meeting to order at 1:08 PM.
1) Approve Resolution No. 2491, providing for a run -off election, setting the
date for the run -off election, establishing polling locations and taking other
appropriate matters relative to the November 4, 2014 General Election and the
run -off election necessitated by the results of the General Election.
Seminole County Supervisor of Elections Mike Ertel was present to
discuss potential dates for the run -off election and suggested either December 2 °d or 41n
He reviewed historical voting data and suggested that the polling location be the Historic
Sanford Memorial Stadium because that location has the best turn out of voters and
ample parking.
There was a consensus of the Commission that the run -off election be held
on Thursday, December 4, 2014. The polling location will be the Historic Sanford

Memorial Stadium. Early voting will be held at the Supervisor of Elections Office
beginning Sunday, November 30 and ending Tuesday, December 2, 2014 from 10:00 AM
to 7:00 PM each day.
Vice Mayor Williams moved to approve Resolution No. 2491 with the
provision that voting be held at the Historic Sanford Memorial Stadium on Thursday,
December 4, 2014 from 7:00 AM to 7:00 PM; and early voting be held at the Seminole
County Supervisor of Elections Office beginning Sunday, November 30 through
Tuesday, December 2 from 10:00 AM to 7:00 PM. Seconded by Commissioner Mahany
and carried by vote of the Commission as follows:

City Clerk Cynthia Porter said that notice of the run -off election will be
included in utility bills mailed on November 7, 14, 21, and 28.
Mr. Ertel said that he will work with Ms. Porter on a postcard to be mailed
to voters in District 1.
The Commission thanked Mr. Ertel for the great job his office does in
managing the election process.
Other business.
Mr. Bonaparte commented that the City is still in negotiations with Police

and Fire regarding pensions and he is finding it challenging that union representatives are
telling Staff that they have been speaking with members of the Commission and already
have a perception of what the Commission will approve. It's almost like they are
negotiating with the Commission and not caring what Staff thinks; it's as though they are
emboldened and somewhat disrespectful to Staff. He realizes that body language (a nod
of the head) could play into that perception.
The Commission suggested that Staff not believe everything they hear;
that while they listen to employees they are cautious with any response regarding
negotiations.
There being no further business, the meeting was adjoprned at 1:33 PM.
