Mr. Mills called the meeting to order at 10 AM.

Mr. Loader moved to approve the October 2, 2014 Meeting Minutes. Mr. Esler seconded. Motion
carried 4 to 0.

• Tree Preservation and Mitigation
Jordan Smith gave a PowerPoint presentation on zoning and design standards. There was a consensus
from the board to have staff obtain additional design guidelines so the board can review them and
determine what might be best for Sanford.
Sabreena Colbert distributed a brief overview of a comparison of tree preservation, removal and
replacement requirements. It compares Sanford's requirements with Apopka, Orange City, Oviedo,
and Winter Park.

Commission Reports
There was discussion regarding the current attendance requirement. Mr. Mills stated he would like to
see it changed such that a minimum of 75% of the meetings be attended or a member should be
removed from the board. He asked staff to research the code to see if the attendance requirements can
be changed and if so, what the process would be.
Mr. Loader distributed a building activity report for August /September, which was prepared by Paul
Watson at Seminole County.
