Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting its views during a quasi - judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.
The City of Sanford calls upon the elected officials, employees, and the public to

D. Approve special event permit, noise permit and waiver of
Resolution No. 2010-2190 for 'Dawn to Dusk 12-Hour Challenge' to
be held on February 21, 2015.
E. Approve special event permit, street closures, alcohol permit and
noise permit for the 'Downtown Sanford Mardi Gras' to be held
February 21, 2015.

A. Second reading of Ordinance No. 4332, amending the City Code
relating to the Police Officers' Retirement System, to allow the
Board of Trustees to broaden the permissible investment

A. Approve Resolution No. 2504, amending the FY 2015 Capital
Project Budget in recognition of the Department of Economic
Opportunity Technical Assistance Planning grant for Paw Park
Village, in the amount of $25,000; and the award of the 17 -92 CRA

The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, January 26, 2015, at 7 PM, in the City Commission Chambers, City Hall, 300 North
Park Avenue, Sanford, Florida.

CALL TO ORDER:
1) Meeting was called to order by Mayor Triplett 7:02 -PM.

There was no old business to be considered by the Commission.
Mayor Triplett adjourned the meeting sine die.
On behalf of the City Commission and City Manager Bonaparte, Mayor Triplett
honored Commissioner M °Carty with a plaque thanking him for his service and dedication to the
citizens of Sanford; and presented him his portrait which had been in the City Hall lobby.
Commissioner MWCarty thanked everyone and said that he was thrilled that Art Woodruff was

back on the Commission and he is excited to see how Sanford is going to move forward in the
next four years.

City Clerk Cynthia Porter administered the Oath of Office to Mayor Elect Jeff
Triplett; Commissioner Elect Velma Williams; and Commissioner Elect Art Woodruff.
5) Presentations, Proclamations and Awards:
• Proclamation recognizing Arlene Davison's retirement.
Mayor Triplett read and presented a proclamation to Ms. Davison recognizing her
40+ years of dedication and service to the City of Sanford. The Commission individually
expressed thanks and gratitude to Ms. Davison.
• Proclamation recognizing February 9, 2015 as Arbor Day.
Mayor Triplett read and presented the proclamation to Urban Forester Elizabeth
Harkey.
