Commissioner Woodruff said that he would like the City to inform the federal lobbyist that the Wastewater Treatment Plant (Item 6.13) requires another five million dollars and CITY COMMISSION MINUTES MARCH 23, 2015 REGULAR MEETING that the City will be looking to them for assistance. Mayor Triplett offered to write a letter in conjunction with Mr. Bonaparte letting them know what the City has put into that area so far and what the contractor says is needed to move forward. [Commission Memo 15 -038] Commissioner Woodruff asked about the exception in Policy 1- 1.1.14, Buffers and Perimeter Landscaping, and if that would apply to Marina Isle. John Jones, representing Littlejohn Engineering, explained that the current buffer policy provides for a more suburban development area and by reducing the buffers, it will create a more Urban Design in the downtown area. Mayor Triplett said that he recalls that the overlay will not apply to Marina Isle and Mr. Jones concurred. CITY COMMISSION MINUTES MARCH 23, 2015 REGULAR MEETING Commissioner Woodruff moved to adopt Ordinance No. 4336. Second reading of Ordinance No. 4337, revising and amending the provisions of Amendments to Article II along with Schedules "B ", "C ", "J ", "N ", "S ", and "U" of the City of Sanford Code /Land Development Regulations. Ad published March 18, 2015. [Commission Memo 15 -039] Planning & Development Services Director Russ Gibson said that it is his understanding that the Commission would like to eliminate the application of these changes to Marina Isle. Mr. John Jones said that based on discussions with Commissioner Woodruff and the unique nature of Marina Isle, he too believes that it would be in the best interest of the City to have it eliminated. Mr. Gibson confirmed that any or all of Marina Isle, when being considered for development or redevelopment, needs to be considered under the Planned Development process. He then stated that the amendment would be made on page eight; item B, paragraph four to add language at the end of the first sentence to provide for that PD requirement. Vice Mayor Williams moved to adopt Ordinance No. 4337 to amend the City of Sanford Land Development Regulations as recommended by City Staff and the Planning and CITY COMMISSION MINUTES MARCH 23, 2015 REGULAR MEETING Zoning Commission, with an amendment to Schedule U, Section 3.0, B. Applicability of Other Sections of the Land Development Code, paragraph four: Developments within the Downtown Overlay District, the Riverfront Overlay District and the Midtown Overlay District may be approved through the planned development process, however any development on Marina Island shall be approved through the planned development process. The design of planned developments shall adhere to traditional design development and shall generally conform to the downtown/riverfront overlay standards for block development, site design, lot layout, prototype design, and building design. Any deviation from the standards of this ordinance shall result in a development that is beneficial to the City, enhances the character of the community in which it is located and is superior to a project that is designed consistent with the downtown/riverfront overlay standards. He said that Sanford has some great buildings and some great programs already in place. He asked the Commission to take this into careful consideration. 13) CITY COMMISSIONER'S REPORTS. Commissioner Woodruff said that he has received some calls and comments about the time that public meetings are being held, especially during work hours. Therefore, he asked that consideration be given to those that work. Commissioner Woodruff also asked to review the Amscot Agreement in an upcoming Work Session.
