Discussion re: Seminole Cultural Arts Council's request 5:50 — 6:00 PM for a Letter of support for a beautification program along the U.S. Hwy. 17-92 corridor CITY COMMISSION MINUTES MARCH 30, 2015 SPECIAL WORK SESSION The City Commission of the City of Sanford, Florida, met in Special Work Session on Monday, March 30, 2015, at 4 PM, in the Railroad Depot Room, Second Floor, Sanford City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Commissioner Art Woodruff Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Cynthia Porter Absent: Vice Mayor Velma Williams Commissioner Randy Jones Mayor Triplett called the meeting to order at 4:08 PM. 2. Discussion re: Seminole Cultural Arts Council's request for a letter of support for a beautification program along the U.S. Hwy. 17 -92 corridor The City Commission asked City Manager Bonaparte to draft a letter of support for the Mayor's signature on their behalf. 1. Discussion re: Land Development Regulations Planning and Development Services Director Russ Gibson distributed and reviewed a PowerPoint presentation regarding Land Development Regulations, elements within the Comprehensive Plan, and goals, objectives, and policies. Mr. Gibson reviewed information in today's agenda packet regarding proposed changes to Article IV: Zoning Amendments and Planned Development projects, which were done at the direction of the City Commission and the Planning and Zoning Commission. Staff is also working with the Planning and Zoning Commission to develop new architectural design standards. CITY COMMISSION MINUTES MARCH 309 2015 SPECIAL WORK SESSION Also included in today's agenda packet is a draft Schedule "J" relating to landscape, buffer and tree requirements, which was prepared by the City Attorney in response to a grant the City received for urban forestry, a project that will allow the City to update its city wide tree inventory and also provides for an opportunity to update landscape regulations. Another section of the LDR that needs consideration is Article 10, regarding fees. The fee scheduled was last modified in 2012 and needs to be updated to achieve the goal of 100% cost recovery. Staff plans to bring this to the Commission before the end of this calendar year. The City Commission recognized that the proposed LDR changes are a huge step. The changes have been a long time coming and are a very positive step for the City to elevate standards. Mr. Gibson said that Staff will continue diligent review and update of the LDR with the objective of scheduling a public hearing before the Planning and Zoning Commission during the summer months, after which an ordinance will be submitted to the City Commission for consideration.
